required by OAR 581-022-
1610 Operating Policies
and Procedures-to report
to their communities the
d istrict's standing with
respect to the Standards
for Public Elementary and
Secondary Schools as set
out in OAR Chapter 581,
Division 22. Following that
report, districts are asked
to com plete and return
the annual E lem entary
and Secondary Schools

deadline for submission is
April 15, 2014.
The requirement to submit
the Assurance Form had
been suspended for the past
two years. That suspension
is now o v er, and the
requirement to submit the
Assurances to ODE is back
in place. However, as part
of the Oregon Department
o f Education's mandate
relief efforts, the 2013-2014
A ssurances process has
been simplified.
We are now in the process
o f going through each
requirement and making
sure we are in compliance
with each OAR. If upon our
review we find that we are
not in compliance with any
of the rules in Division 22,
We shall identify the rule(s)
and attach documents to
ODE that describe the
district's process to come
back into compliance with
the rule(s).

D istrict Attorney Justin
Nelson has released the
following report:
-A le ja n d ro A le x is
Velasco, 19, was found
guilty of Interference with
Making a Report, a Class
A misdemeanor. Sentence
o f 180 days ja il tim e
was suspended and the
defendant sentenced to 24
months bench probation,
to include 40 hours o f
community service, anger
management class and no
offensive physical contact
with the victim. Fines, fees
and assessm ents totaled
$543.
-Jared Jack Salisbury,
27, was convicted of two
counts of Theft II, a Class
A misdemeanor. On count
one, e x ec u tio n o f the
sentence of 180 days jail
time was suspended and
the defendant sentenced to
24 months bench probation,
to include 50 hours o f
com m unity service, no
direct or indirect contact
with the victim, the Port of
Morrow, and a written letter
of apology to the victim. On
count two, execution of the
sentence of 180 days jail
time was suspended and
the defendant sentenced to
24 months bench probation,
to include 50 hours of
c o m m u n i t y s e r v ic e .

$1,602.41.
-Jared Jack Salisbury,
27, was further convicted
of one count of Fleeing or
Attempting to Elude a Police
Officer and two counts of
Recklessly Endangering
another person, all Class
A misdemeanors. On all
counts, execution of the
sentence of 180 days jail
time was suspended and
the defendant sentenced to
24 months bench probation,
to include 40 hours of
community service for each
count. Additional charges
were dism issed without
conviction. Total fines, fees
and assessments were $743.

State Police citation for
Failure to Use a Seat Belt;
he was fined $110.
-Jeffrey D. Hams, 50,
o f H eppner received a
DUII Diversion. Diversion
requirements for dismissal
of the DUII include alcohol
and/or drug assessm ent/
treatment, attendance at
a victim s’ impact panel,
installation o f an ignition
interlock device, refrain
from alcohol use for one
year, and a fine of $490.

November 14: Morrow
County S heriff’s Office
re c e iv e d re p o rt o f an
Arabian horse out on Hwy.
74, Heppner. The neighbors
said that they knew whose
horse it was. A message was
left for the owner.
-MCSO received report
o f black cows out in the
yard of an Irrigon woman
on Hwy. 730.
-M C S O r e c e iv e d
report from a foster parent
in Irrigon that a boy that
the foster children are not
supposed to have contact
with went by the house and
dropped off a package for a
14-year-old girl.
-MCSO received report
of a disturbance in Irrigon,
although there was a strong
language barrier, it was
believed that a female threw
something and the children
were inside the residence
with her. The caller said she
was outside and was afraid
for the children because
the female hit the baby
and the caller’s son. She
said her son was in his
bedroom and the female
was in the living room
with the baby. A deputy
responded and determined
that no crime had been
com m itted. D epartm ent
o f Human Services was
advised.
-MCSO received report
of a fire with large flames
com ing from a burn on
1-84. Boardman. Boardman
Fire Department responded,
checked out the area and
determined that olives were
being burned in the area
that day.
-MCSO arrested Jaime
Dawn Fuerstenberg, 37,
on a Circuit Court warrant
for F ailure to A ppear/
Possession and Failure to
Appear/Failure to Appear
I. She was transported to
Umatilla County Jail with
$20,000 bail on each.
-MCSO received report
from a Heppner man that
his house was entered over
the weekend while they
were gone. He advised he
did not need contact, but
wanted MCSO to note it
because it seemed that it
had been happening a lot
in Heppner.
-MCSO received report
o f loud music coming from
a trailer park in Irrigon.
A deputy contacted the
subjects and they said they
would turn the music down.
-MCSO Deputy advised
he was assisting FFA with a
project in Heppner.
-MCSO received report
from an Irrigon female
o f a domestic dispute in
progress with her mother
and sister fighting and it was
getting physical. MCSO
and Irrigon A m bulance
responded. The patient
refused transport and no
crime was committed.
- MCSO recei ved
report that a vehicle hit a
power pole on Depot Lane/
Paterson Ferry Rd., Irrigon,
and the pole was blocking
the road. MCSO, Irrigon
Ambulance, Irrigon Fire
Department and Umatilla
Electric responded to take
care of the pole. The driver
refused transport.
-MCSO received report
o f a female in Heppner
who was on probation with
alcohol restrictions was
intoxicated. The caller
req u este d a deputy to
contract the female and
check on subjects at the
location where the female
was headed.
November
15:
-Morrow County Sheriff’s
Office received report of
a fire in an empty house
on Sperry St. in Heppner.

Fire Department responded.
-MCSO received report
from a man in Irrigon that
he had parked his vehicle
in a lot during the evening
and items were taken. A
deputy responded and took
a report.
-M CSO receiv ed a
request for inform ation
regarding a restraining
order and whether or not
the protected person could
willingly come into contact
with the respondent. MCSO
made contact and advised
of the options.
-MCSO received report
of a cow out on Wilson Rd.
in Boardman.
-MCSO received report
from a Heppner man of a
dispute regarding access to
property being blocked at
the end of Rock St.
-MCSO received report
from a man in Boardman of a
female acting suspiciously.
He said she threw off her
coat and was agitated. A
deputy made contact and
determined it was a mutual
disagreement.
-MCSO reported that a
man came to the sheriff’s
office to pick up a cat trap
for several stray older
kittens.
-MCSO received report
from an Irrigon woman
that another woman had
two IDs.
-MCSO received report
from an Irrigon man that
he has a stray cat he would
like picked up. The cat was
picked up and taken to Pet
Rescue.
-MCSO received report
from an Irrigon man that
he picked up a m ixed
breed dog he would like a
deputy to pick up. It was
transported to Pet Rescue.
-MCSO received report
o f a vehicle impounded
by B o a rd m a n P o lic e
Department.
-MCSO received report
of a sheet o f plywood in
the middle of the freeway
in both lanes just before
the Tower Rd. exit on 1-84
Boardman.
-MCSO received report
of a motor vehicle accident.
A deputy was en route until
OSP arrived on the scene.
-M CSO rece iv ed a
911 relay from Umatilla
County that an off duty
OSP Trooper was following
a vehicle on 1-84 that was
all over the road. MCSO
responded and stopped the
vehicle. Steven Michael
Odell, 37, was cited for
Driving While Suspended-
violation.
-MCSO received report
from a subject with the
O regon Liquor C ontrol
Commission that he posted
a suspension notice at
Willow Run G olf Course
in Boardman. He said they
would not be allowed to
sell alcohol from November
17-23.
