received report from a
Lexington man that an older
Ford pickup went oft' the
highway and drove through
his property, driving through
his driveway and between
machinery before getting
back on the highway and
heading toward Hermiston.
-MCSO cited Shawn
Ira Rule, 28, for Driving
While Suspended.
-MCSO received report
of a garbage truck spilling
garbage all over the freeway
on 1-84 Boardman.

report that an employee
at Columbia River Ranch
destroyed some medications
that should have been
handed out to residents.
-MCSO received report
from a subject at Morrow
County Circuit Court that
a subject had just called
her, screaming and using
profanity.
-MCSO received report
of a problem with a mental
subject in Heppner.

responded and determined
that the subject was okay.
MCSO gave him a courtesy
ride to the Boardman rest
area.
-MCSO received report
that a male subject who
had been trespassed from
property in L exington
was back again on foot,
making strange gestures
and flapping motions with
his arms. MCSO arrested

54, for Criminal Trespass
and Attempted Criminal
Trespass. He was lodged a
Umatilla County Jail with
$4,500 bail. He was also
charged with violation of a
stalking order, with $9,500
bail.

from a Boardman man that
a subject who was with
a b roadban d com pany
came onto his property
and removed an equipment
box. The man said he had
an agreem ent w ith the
company to place a pole and
equipment for broadband
internet. He said he had
issues with them for not
fulfilling their contract and
wanted to know what to do.

report from a Lexington
w om an th a t a fem ale
subject had been harassing
and following her “son.”
-MCSO received report
from a Heppner woman that
she heard a loud vehicle,
then saw flashlights up
at the baseball field. The
s h e riff resp o n d ed and
contacted a subject by the
track.

request from a Heppner
subject who wanted contact
with a crisis worker.

Fire Department received
a request for a 32-year-old
male, who was conscious,
for a possible overdose. He
was transported. BFD stood
down before arriving at the
scene.
-Heppner Ambulance
reported an EMS transport
to Kadlec.
-lone Fire Department
received report of a stubble
field fire on Highway 74,
Lexington.
August 1: M orrow

a H eppner person that
subjects in a black Toyota
pickup w ere y elling at
younger girls walking down
the road.
-M C SO receiv ed a
report from a H eppner
woman that a dog in the
house across the street
was barking incessantly.
A deputy issued a verbal
warning.

of a shed on fire with gas
and other explosives inside.

cancelled prior to arrival.

o f a 48-year-old man in

could not get up. A deputy
responded and assisted
EMS with a lift.

request for an ambulance
for a two-year-old boy with
an open figure fracture.

Hospital o f a drunk and
belligerent patient in the
em erg en cy room . The
subject was picked up at the
ER by his nephew and left.
-MCSO received report
from an lrrigon man that
he heard someone ring his
doorbell, but when he went
outside, the gate was open
and he could hear someone
in his camp trailer. MCSO
responded, but was unable
to locate anyone.
-MCSO received report
of a window broken at the
Shell station in Heppner.
The subjects were unable
to get in and nothing was
taken.

numerous 911 misdials.
-MCSO received report
from an lrrigon man that
he ran over a piece of a .22
pistol. The subject had the
pieces and wanted to turn
them over to a deputy.

Washington State arrested
Darrell Wayne Dixon, 52,
on a Morrow County Circuit
Court warrant for Failure
to Appear/Possession o f
Methamphetamine. He was
lodged at Adams County
Jail with no bail and holds
were placed for Morrow
County.

prisoner to court.
-MCSO received report
from a Heppner female of a
violation of a stalking order
in Hermiston.
-MCSO received report
o f a silent alarm at the
BEO in Heppner. MCSO
responded and determined
it was a false alarm.
-MCSO received report
from an lone man that he
received a contract from a
company with his signature
on it that stated that he
owed them $154,000. The
man advised that he did not
sign a contract.
-MCSO received report
in person from a woman
who spoke to a deputy at
the sheriff’s office lobby
in Heppner. According to
accounts, she “rattled off”
and it was unknown what
she was reporting.
-MCSO received report
of two bikes stolen from an
lrrigon residence.
August 2: M orrow
County S heriff’s Office
received report that Oregon
S ta te P o lic e a rre s te d
Cristian R. Hurtado, 22, on
a Morrow County Circuit
Court warrant for Theft
II, Credit Card Fraud, two
counts of Failure to Appear
II, misdemeanor treatment/
felony. He was lodged at
Umatilla County Jail with
$25,000 bail. He was also
lodged on local charges
o f Failure to Carry and
Present and providing false
information. A hold was
placed for Morrow County.
-MCSO received report
from a Heppner woman that
he son’s bike was stolen
while it was parked in front
of the bank while they were
across the street getting
a haircut. She wanted to
speak to a deputy.
-MCSO received report
from a woman in lrrigon
that an onion truck pulled
right out in front of her and
she was within inches of
getting hit. She requested
that a deputy monitor the
situation.
-MCSO received report
from a woman in Boardman
that a tiny Chihuahua was
loose and she was afraid
it was going to get run
over. She reported that she
caught it and took it home
in case anyone reported one
missing.
-MCSO received report
from the clinic in lrrigon
that she was prescribed
medication that will affect
her kidneys and she needed
to make contact with the
clinic as soon as possible. A
deputy located the woman.
-MCSO received report
of four goats on the bridge
by the creek in Heppner and
on the street by the bowling
alley in H eppner. The
sheriff made contact with
the city and discovered.
-MCSO received notice
of burning of a garlic field
north of Hwy. 730, lrrigon.
-MCSO cited Earnest
Johnson, 56, for Operating
with a Leaking Load.

request for contact from an
lrrigon subject concerning
their neighbors. The caller
w an ted to know th e ir
options because they were
being h arassed by the
neighbors. A deputy made
contact and both subjects
advised they would stay
away from each other.
-MCSO received report
from Umatilla County Jail
that Hermiston had lodged
Rebecca Ann Mayes, 21, on
warrants out of Hermiston
with no bail. The subject
also had a warrant out of
MCSO. She was lodged
on a local supervisory
a u th o rity w arrant and
for failure to report from
monthly reports, treatment,
work crew and changing
address without permission.
The original charges were
Unlawful Use o f Vehicle
and Failure to Appear.
-MCSO received report
from an lrrigon woman
that she wanted to leave
the residence with her
two-year-old son, but a
male subject was refusing
to let her leave with the
boy. She reported the male
unplugged the house phone.
It was determined that they
would separate for a while,
until they were calmed
down and then talk about
their issues.

req u est from OSP for
MCSO to go to a cabin on
Forest Service Rd. 53-13 to
notify the subject there they
their son was in an accident.
OSP responded and notified
them.
-MCSO received report
from an lrrigon woman that
her 10-year-old son was
bitten by a dog. She advised
that the neighbors decided
they would handle it.
-MCSO cited William
Velazquez Ruelas, 23, for
Passing in a No-Passing
Zone and failure to use a
seatbelt for a child.

from a subject in lrrigon
that two male subjects
walking on Division Street
yelling at a female about
20 yards in front of them,
with her yelling back and a
white vehicle in front that
seemed to be in the mix. A
deputy was unable to locate
anything.
-MCSO received report
from a female subject on
1-84 Boardman that they
had hit something, but were
unsure of what it was, since
they couldn't find anything
in the road. The vehicle was
parked off the road.

starting a fire. A car was
reported close to it, but the
car was out of gas.
August 3: M orrow
County S heriff’s Office

a B oardm an man that
his mailbox was hit the
p re v io u s ly n ig h t, the
mailbox was gone and there
were pieces of glass from
the vehicle. A deputy made
contact.

of people on Blalock Island
and it is closed to the public.
Fish and W ildlife were
advised.
-MCSO received report
from a Heppner woman that
a truck that did not have a
disabled permit was parked
in a handicapped spot. She
provided the license plate.

assist connected to a report
o f a suspect vehicle that
had tossed a female and a
seven-month-old baby out.
Officers were advised.
-MCSO received report
from a deputy that he had
removed an elk that had
been hit from the highway
at Sunflower Flats/Tupper
Rd.
-MCSO received report
of burning of a garlic field
north of Hwy. 730.
-MCSO deputy advised
he was out at Relay for Life
in Heppner.
-MCSO received report
o f an obnoxious m ale
subject in lrrigon. A deputy
responded and talked to the
subject. The owners did not
want him trespassed; they
just wanted him to calm
down.
-lrrigon Am bulance
re c e iv e d re p o rt o f a
78-year-old male coughing
blood following collapsed
lungs from an accident the
previous Friday. The patient
was transported.
August 4: M orrow
County S heriff’s Office
received report from an
lrrigon male subject that his
aunt had his $100 necklace
and because she was upset
with him, wouldn’t give
it back. A deputy made
contact and the necklace
was returned.

of a deer injured with two
broken legs on Hwy. 74/
Bunker Hill Lane, Heppner.
A deputy responded and
saw that the deer had gone
running across the filed, so
it appeared to be fine.
-MCSO received report
from a Hermiston Police
Department sergeant that
he had a wallet with ID,
hunting license and credit
cards. The subject was
located and was to contact
HPD.

burning south of the Army

Department was notified.

request to speak to an on-

counselor.
-MCSO received report
from a Heppner woman of
a large, brown, very pretty
horse in her yard with a
saddle on, but no rider. The
owner was located.

m ultiple reports o f two
la rg e e x p lo s io n s and
the smell o f som ething
burning in lrrigon. A deputy
responded, but was unable
to locate anything.
-MCSO received report
from an lrrigon woman
that her dog got ran over.
A deputy responded and
advised he would check the
area for speeders. He also
advised the woman that she
needed to maintain her dog.
-MCSO received report
from a truck driver on 1-84
Boardman that a guy was
trying to wave him down.
The m ale was given a
courtesy ride to Boardman.

reported they were on site
to assist with the fireworks.
August 5: M orrow
County S heriff’s Office
rece iv ed re p o rt o f an
open restroom door that
w asn’t open earlier on
Hwy. 74/Lena. A deputy
investigated, found nothing
and re-secured the door.
-MCSO received report
from a Heppner man that
there was a theft at his
residence while he was in
jail. The subject requested
deputy contact.

Ambulance received report
from an lrrigon woman that
her 66-year-old husband,
who is diabetic, wouldn’t
wake up and was sweating.
A deputy assisted. The
patient refused transport.
-MCSO received report
of a dead elk in the roadway
on Sunflower Flats Rd. The
info was relayed to Morrow
County Public Works and
Oregon Department of Fish
and Wildlife.
-MCSO received report
from a subject that he has
had a problem with thieves
and one of them left his cell
phone. The caller requested
deputy contact.
-MCSO received report
of a phone company truck
at a Heppner location that
had no traffic cones out
and almost caused three
crashes.
-MCSO cited Debra
Lee Rainsberry, 55, for
Violation of the Basic Rule,
74 mph in a 55 mph zone.
-MCSO received report
from an lrrigon woman
that they had purchased a
property and the previous
owners left a white mini-
van at the location. She
said they gave them three
months to appear, but failed
to remove the car.

from a Heppner woman
that a vehicle almost hit
