Sheriff's Report
Jul y 7: -H e p p n e r
ambulance received a call
regarding a 78-year-old
female who was barely
conscious but breathing.
She got out of the hospital
a couple of weeks ago from
pneumonia.
J u l y 8: -M C S O
received a report that last
weekend juveniles were
ch a sin g a fte r deer, in
vehicles, in the Heppner
Cemetery. An extra patrol
was requested.
-A man in Irrigon called
MCSO and advised his w ife
w ouldn’t let him leave.
Deputies responded and
made contact with both
parties; it was determined
to be verbal only.
-A man in Irrig o n
advised that a male subject
had left a th rea ten in g
letter on his door. Deputy
responded.
-A man in H eppner
reported that the house next
door has been vacant and
the yard is out of control
and there is a rattlesnake in
the yard and he is concerned
about his grandchildren.
-A man in H eppner
advised MCSO that his
neighbor was getting things
out of the other neighbor's
storage and throwing them
into his own yard. The
caller advised that this was
the second time he had
been over there that day; he
was taking poles and other
items and throwing them
in the yard and the house is
vacant, so it was unknown
why he is throwing the
items in the yard. A deputy
m ade co n tact and the
neighbor was supposed to
be there doing some chores
on the property.
-A woman reported that
there were people at the
swimming pool in Heppner.
She did not believe anyone
should be there at that time
of night; she thought it was
a life guard because the
doors were open. There
were two people there that
she could tell. She advised
that she was concerned
in case something should
happen to them.

requested to talk to a deputy
about going to a Heppner
residence he was restrained
from to get his belongings
and turn the water off.
-A woman in Boardman
reported that a gun was
stolen from her residence
sometime in the past month.
Stolen gun was entered into
LEDS.
-A woman in Irrigon
called as advised that a
male subject was assaulting
her husband and she would
like law enforcement to
respond. MCSO and Irrigon
am bulance resp o n d ed .
A 52-year-old male was
arrested by MCSO on
charges o f A ssault IV,
H arassm en t D o m estic
Violence, and Disorderly
Conduct II.
-A caller in Heppner
f
reported that across from
the museum a man was
sleeping on the bench, fell
off the bench and wasn’t
moving. Caller though he
was intoxicated but wasn't
sure. A deputy responded
and the subject was taken to
a residence to sleep. Subject
had fallen off the bench and
had a cut on his shoulder;
he was fine and refused
medical.
-Deputies in Boardman
heard a gun shot. Subject
was located during traffic
stop and arrested for felon
in possession of firearm.

female asking if there was

area. Female advised that
it stinks there.

received a report o f a
suspicious vehicle out in
a circle. Deputy advised
lots of activity in the area,
probably putting up hay.
-A caller reported they
observed a child driving
a brown four-door in the
Lexington area, a 12- or
13-year-old male.
-A man in Irrigon called
to report a trespasser on
his property. David Ralph
S tark w eath er, 51, was
arrested on charges o f
Criminal Trespass II.
-MCSO arrested Jason
Michael Garza, 23, on a
Morrow County Circuit
Court w arrant for probation
violation.
-A caller in Irrigon

one ricocheted off some
metal.
July 12: -An MCSO
deputy attempted to serve
a warrant on Joshua James
Kuta, 22, out of Umatilla
County Sheriff’s Office for
failure to appear on DUII,
reckless driving.

a 25-year-old female in
Irrigon for failure to carry
and present, with verbal
w arnings for failure to
maintain lane, failure to
properly restrain a child,
impeding traffic and driving
uninsured.
-A woman in Irrigon
rep o rted sev eral items
that were taken from a
residence after her father’s
passing, including a pickup,
pisto l, tools and other
miscellaneous items.
-MCSO was advised
by Pasco, WA PD that they
had recovered a stolen ATV.
July 13: -A caller from
Irrigon advised MCSO
that he saw a person going
through the glass bin at the
recycling drop-off. Caller
stated he saw him take some
things.
-MCSO received a call
from a man near Irrigon who
reported black hatchback
car behind him having
road rage. Caller stated he
got into an incident with
the subjects earlier. Caller
would be at Shell station
Irrigon for contact; did not
see the vehicle any longer.
Harley David Williamson,
33, was cited for reckless
d riv in g . C ody W ayne
Connell, 22, was cited for
reckless driving.
-A woman in Heppner
advised MCSO that renters
abandoned the house and
took the keys, lawn mower,
weed eater and left a lot of
garbage. She also found
some suspicious items.
She would like contact to
turn over the items and find
out what her options are.
Deputy made contact with
subjects and they advised
that they would return the
property.

Samson, 29, was issued a
citation for OAR 250-021-
0031 (personal watercraft
operating rules).
-M C S O w a s o u t
with a boat tow ing too
many people. A 41-year-
old subject was issued a
citation.
-A man in H eppner
called MCSO, concerned
a b o u t s e e in g s e v e ra l
people coming and going
at the vacant lot across
the highway. Caller made
contact with one o f the
people he knew while on
the line; they were getting
ready for a yard sale.
-M C SO re sp o n d e d
to a report o f a fight in
progress in Irrigon. A verbal
w arning was issued for
disorderly conduct; subjects
were advised that, if they
wanted to w restle, they
need to be out o f the street.
Marion Preston Sager, 34,
Benjamin Jay Sager, 30, and
Kenneth Dean Beets, 31,
were arrested for disorderly
conduct.
-Heppner ambulance
responded to a call regarding
a male near Lexington with
his finger caught in the top
of a grain elevator.
July 16: -A man in
Boardman called to advise
police that he had been
awakened by a loud noise;
when he w ent outside,
someone had driven through
his neighbor’s fence and
property. He advised that
they had left a license plate
on scene. ATL was put out
for vehicle and possible
driver. BPD responded and
MCSO assisted in the call.
-A man in Irrig o n
advised MCSO that his car
had been taken; requested
phone contact as he was
not currently at home.
Caller later found his car
and talked to the subject
who took it for a joy ride.
He does not wish to press
charges or sign it stolen.
-MCSO received a call
from a woman in Irrigon
who advised she had seen
a dune buggy headed up
Washington to First. It was
bright blue and new, with a
young kid and a passenger,
d riv in g it all over the
road and onto everyone’s
property. N either driver
nor passenger was wearing
helmets. Both were young
boys. Saw it yesterday at
a red-roofed house with a
third boy.
-A man from Irrigon
called MCSO to file a theft
report on an Owen 3500-
watt generator stolen back
in February or March.
-MCSO cited Marisa
Yori Villanueva Montes,
21, for failure to obey a
traffic control device.
-A w o m an in the
Heppner area called MCSO
to re p o rt th a t aro u n d
milepost 18 on Highway
207 there were some cows
and calves out on the road.
Area is open range.
-A man travelling on
1-84 called to report a road-
rage incident. A white Ford
Bronco pulled in front of
him, slammed on its brakes
and threw something onto
the coller’s vehicle. MCSO
out o f p o sitio n , caller
transferred to OSP.
-A w om an in lone
called to advise that she
saw a p ick u p d riv in g
very slowly southbound
on Highway 74 and he
stopped and discharged a
firearm on her property.
Caller did not approach the
suspect. Suspect last seen
southbound on Hwy. 74.
-MCSO received two
calls from the court house
advising that a male subject
was up at the courthouse;
second caller indicated
that he was starting to get
agitated with the circuit
court. Deputy contacted
c o u rt p e rs o n n e l, who
indicated subject left before
the deputy arrived; he had
been argum entative and
accusatory but left when he
saw personnel calling law
enforcement. Subject stated
he would return tomorrow
morning. MCSO contacted
DA to determine if subject
should be trespassed from
courthouse except for court-
ordered business. Pending.

While Suspended violation.

Gibson, 46, for Driving
While Suspended violation.
-A man in H eppner
called and stated that
someone had shot a window
out of a church parsonage
on Cowins Street and he
would like to report it. A
deputy responded and took
photos of the damage to the
window. Due to the angle of
the hole and the intervening
shrubbery in front of the
window, it appeared that
whatever projectile struck
the window came down
at a 45 degree angle from
east of the house. Probably
not crim inal in nature;
most likely accidental. For
insurance purposes only.
-M ale subject from
earlier in the day was back
in the co u rth o u se, not
causing a disturbance at this
time but they would like a
deputy to respond. Deputy
responded and was unable
to locate the subject.
-A woman in Irrigon
called to report an arrow in
her backyard, coming from
the people who live directly
to the south of them.
-A man in H eppner
called to advise MCSO
that there was yelling and
fighting going on about
five houses down; they
were using profanity and
saying, “Don’t do this to
me.” Deputy made contact
and it was verbal only.
July 17: - A woman
in Heppner called MCSO
to advise that she hears
someone in her basement
or upstairs; advised that
she is home alone. Deputy
searched house, no sign
o f forced entry or other
persons. Caller admitted
taking oxycodone tablets
that day as well as Ritalin
and other medications. Also
stated that she has Hepatitis
C. Deputy unloaded 9 mm
pistol carried by caller,
advised her to keep it with
round not in chamber and
with safety on.

-MCSO cited Victoria
Diane Bjorklund, 44, for
VBR 73/55.
-M CSO cited Jean
Betty Remus, 56, for VBR
76/55.
-A woman in Irrigon
reported a car pulling up
and parking in the road. A
female got out of the car
and walked to the single
wide across the street and
was looking in the house;
then walked back to the car.
Caller asked the woman if
she needed help, the woman
said no; said her name was

Willow Becker, and was
w earing glasses, a blue
shirt, and blue jeans. Car
was a Geo Prism, light tan,
and a different color on the
driver side. Caller said that
she walked into her house
and when she came back,
the female was gone. Caller
thought this odd and would
like the area checked out.

Gutierrez, 42, on charges
o f assault IV - Domestic
Violence.
-A m ale in Irrig o n
reported two trailers parked
at the boat ramp that were
being gutted; advises his
night watchman saw them
burning insulation last
night. Caller would like a
deputy to check it out, as he
thinks it is probably illegal
to burn the item s. The
parties responsible were
spoken to, and told that they
have until noon to clean
it up or be charged with
Offensive Littering within
100 feet of a waterway.
-MCSO was advised
that Umatilla County Jail
arrested Gary Dean Killion
on a Morrow County Circuit
Court warrant for Failure to
Appear on Sexual Abuse II,
Rape HI, Sodomy III and
Sexual Abuse III.
-Morrow County
C ircuit C ourt called to
advise that a dog had been
barking all morning; it was
com ing across on their
court recordings.
-A caller from Irrigon
stated that he believed
he saw a trailer that went
missing five years ago.
-MCSO was advised
that a blue station-wagon-
type car had been parked
in front of the grocery store
in Heppner for a few days
and no one knew who it
belonged to. C aller did
not need co n tact, ju s t
wanted to alert police in
case it was stolen. Owner
was contacted and the car
moved.
-M iguel Angel
Gutierrez, 42, was arrested
by MCSO on charges of

Violence.
-MCSO was advised
that Portland PD arrested
M ark Alan N elson, 33,
on local charges with a
hold place for M orrow
County charges. Subject to
be lodged at Multnomah
Co u n t y Jai l on lo c a l
charges.
July 19: -MCSO issued
a citation to Robert Wade
Eastep, 53, for Driving
Wh i l e S u s p e n d e d -
Violation.
