He was lodged at UCJ. A
third subject was cited and
released on probable cause
charges of Frequenting a
Place Where Drugs are
Kept or Sold.
-M C S O r e c e iv e d
report from a woman who
said she had a court order
for subjects to be out o f
a residence she owns by
noon, but they were not
yet out by 12:17 p.m. and
said they would not be out
that day. The caller called
back to cancel the deputy
because the subjects were
moving and should be out
in an hour.
-MCSO received report
from a woman in Irrigon
that they were expecting
to have 1,000 peo p le
show up over a two-day
business event in Irrigon.
She advised that there was
no permit needed if under
3,000 people showed up.
She requested that MCSO
follow up with the Irrigon
Cham ber to make sure
nothing “untold” happened
or more than 3,000 people
showed up.
-MCSO arrested Mark
Randolph Bleak, 60, on
Salem municipal warrants
for Failure to A ppear/
Trespass and FTA/Vagrancy
with bail of $2,500 each.
The subject was cited and
released to appear at Salem
Municipal Court on July 16.
-MCSO received report
of suspicious circumstances
concerning a male and
a female who were not
at home in Irrigon. The
caller, Joseph Lee Newby,
31, w as arrested on a
Morrow County Circuit
Court warrant for Failure
to Appear/Harassment. He
was lodged at Umatilla
County Jail with $5,000
bail.
-MCSO received report
of two teenaged females, on
blonde and one dark haired,
sitting in the middle of the
road in Irrigon. A deputy
responded and w arned them
to stay out of the road.
-MCSO received report
o f a red Dodge or Ford
extended cab pickup with a
young male driver speeding
and burning tires in Irrigon.
The caller also said that the
driver and his girlfriend
also both ride four-wheelers
without helmets.
-MCSO cited Emilio
L ara G a rc ia , 42, for
Violation of the Basic Rule,
76 mph in a 55 mph zone.
-MCSO received report
from a Boardman man that
his sister was the victim of
abuse at around 2 a.m. that
day. The caller said that the
suspect was inside the house
with the victim and medical
assistance was denied. The
caller said he had not seen
his sister because the man
wouldn’t let him in. MCSO
arrested Arturo Cervantes,
27, for Assault IV-Felony
and Strangulation. He was
lodged at Umatilla County
Jail with $13,500 bail.
-M CSO receiv ed a
request from a Heppner
man for information about
evicting a roommate. He
said the owner of the house
also wanted the roommate
evicted. Both requested
calls co n cern in g th e ir
options.
-MCSO Deputy
advised he was out with
three juveniles on bikes in
Irrigon.
Ju n e 27: A Morrow
County Sheriff’s Deputy
reported assisting a motorist
with a vehicle out of gas in
Boardman.

behavioral health transport
from Juniper Ridge in John
Day to court in Heppner and
back to John Day.
-MCSO received
report from an Irrigon man
that his dog was shot the
previous night and he thinks
he knows who did it. The
subject also reported that
his pig was deceased.
-M CSO receiv ed a
request for a welfare check
from a female who said the
last time she made contact
with the subject, it was
not very positive and the
subject’s phone was not
working. She requested that
MCSO or Boardman Police
Department pick up the
subject and transport him
to Community Counseling
in Boardman, however she
did not know where he was
staying, except possibly in
Hermiston with a friend.
The subject was located.
-MCSO received report
from a Social Security
attorney in Hermiston that
he had received a phone call
from a female subject at
Lakeview Heights facility
in Heppner, advising him
that someone was holding
her against her will.
-MCSO received report
from a Heppner woman
who said she lives next door
to a brown two-story house
and just saw a man who had
been in a landscaping truck
craw through the window of
the house.
-MCSO received report
of a basset hound and Jack
Russell r unni ng loose
on Main St. in Heppner.
MCSO responded and was
unable to locate the dogs.
-MCSO received a 911
hang-up call which was
determined to be a pocket
dial.
-MCSO received
several additional 911
hang-up calls.
-MCSO received report
of a four-wheel drive pickup
doing doughnuts on the
gravel at the intersection of
Hwy. 730 and S.E. 14th St.
in Irrigon, doing quite a bit
of damage to the road.
-MCSO received report
of a vehicle with California
plates on 1-84 Boardman
failing to maintain lane,
hitting the rumble strips on
the right, and then swerving
all the way over to the
passing lane.
-MCSO received
report of another violation
of a restraining order in
Heppner with the residence
entered again. The caller
said the subject also drove
by the residence when she
was there and gave her a
rude hand gesture.
-M CSO cited Lydia
Lois Stevenson, 62, for
Violation o f the Speed
Limit, 82 mph in a 65 mph
zone.
-MCSO received report
from an Irrigon man that
a male Jack Russell-mix
showed up at his residence.
The subject transported the
dog to Pet Rescue.
-MCSO received report
from a Boardman woman
that her m other owns a
residence in Boardm an
where her father is currently
staying. She said that they
want him to move out but
he refuses. The woman
had contacted Boardman
Police D epartm ent, but
they advised her to contact
MCS O, who, in turn,
advised her to contact
Irrigon Justice Court to
begin the eviction process.
-MCSO received
request from Community
Counseling Solutions for a
secure transport of a patient
from Go o d S h e p h e r d
Community Hospital to
detox.
-MCSO received report
of trash and other nuisance
issues at an Irrigon location.
-MCSO received report
from an Irrigon man that
his neighbor has threatened
to come over and assault
him and his dog. The caller
said that the subject was
intoxicated.
-MCSO received
request for inform ation
concerning a parenting plan
that was just put in place.
The caller requested that a
deputy make a home visit.
-MCSO received
report from a H eppner
man that his roommate or
his roommate’s wife was
setting stuff on fire inside
the residence.
-MCSO received notice
o f a firearm prohibition
order be entered in on a
female mental subject.
-MCSO cited Skyler
Lee Kendrick, 18, for No
Operator’s License.
-MCSO received report
from an Irrigon subject of
dogs barking and a burglary
in progress with a door
that appeared to have been
broken into.

Police Department received
request for an ambulance
for a 71 -year-old male who
had fallen twice and was
unconscious.
J u n e 28: -Morrow
County S heriff’s Office
received report that Oregon
State Police arrested Dean
Garret Henderson, 44, for
DUI1 and Reckless Driving.
He was lodged at Umatilla
County Jail.
-MCSO received report
o f a traffic hazard with
approximately 200 head
o f sheep in the roadway
on Hwy. 74, Lexington.
The caller advised that

several 911 hang-up calls,
with some believed to be
pocket dials.
-MCSO received report
of a black and white border
collie pup with a blue and
pink collar in Heppner. The
dog was later found.
-MCSO received

health for a subject in detox
in Pendleton to Community
Counseling Services in
Boardman or possibly Good

Hospital in Hermiston.

request for assistance for
subjects with a child waiting
for roadside assistance in
the heat on 1-84 Boardman.
-MCSO received report
of a deer hit on Bombing
Range Road that needed to
be dispatched.

report from the juvenile
department director that
they have a possible Irrigon
location on a juvenile with
a warrant out on him.

Police Department received
request for an ambulance
for a 42-year-old female
with a cut on her foot. The
subject refused transport.
-MCSO received
report of a red Ford Escort
cutting people off on 1-84
Boardman. Oregon State
Police was advised.
-MCSO received
a request for assistance
from Boardman Police
Department.
-MCSO received report
of a four-door blue sedan,
possibly a Cadillac with
four or five males in it
failing to maintain lane and
traveling at varying speeds
on 1-84.
