Introduction
The Oregon Department of Energy, staff to the Energy
Facility Siting Council, received a Notice of Intent from
Wheatridge Wind Energy, LLC, to file an application for
site certificate for the construction and operation of a
wind generation facility. The proposed facility, Wheat­
ridge Wind Energy Facility, has a nominal generating
capacity of 500 megawatts. Under Oregon law, Wheat­
ridge Wind Energy, LLC must obtain approval from
EFSC before constructing and operating the proposed
facility.
Description of the Proposed Project
The proposed facility has three principal components:
(1) Wheatridge West; (2) Wheatridge East; and (3) an
intraconnection corridor connecting Wheatridge West
and Wheatridge East. The number and size of turbines
is not yet determined; however, the applicant is con­
sidering up to 300, 1.7- to 3.0-megawatt turbines. The
facility also includes the following related or support­
ing facilities: 34.5 kV collection system; collector
substation; communication and SCADA system;
operations and maintenance building; permanent
meteorological tower; access roads; tem porary
concrete batch plant and rock quarry; and a tem ­
porary staging area.
Location of Proposed Project Site
The proposed project is located in Morrow and Uma­
tilla counties. Wheatridge West is entirely in Mor­
row County, approximately seven miles northwest of
Heppner. Wheatridge East is approximately 16 miles
northeast of Heppner and has approximately the same
acreage in both counties. The intraconnection corridor,
connecting the two project components, is entirely
within Morrow County. The project site boundary,
including the intraconnection corridor, covers approxi­
mately 50,000 acres, all on private land.
EFSC Review Process
Before beginning construction on the proposed energy
facility, Wheatridge Wind Energy, LLC must obtain a
site certificate from EFSC authorizing construction and
operation of the facility. The council's review is a con­
solidated, comprehensive siting process. Wheatridge
Wind Energy, LLC must demonstrate that the proposed
facility meets EFSC standards established under ORS
469.501 and set forth in OAR Chapter 345, Divisions 22
and 24, as well as all other applicable statutes, rules
and standards, including those of other state or local
agencies. The department serves as staff to the council
and conducts the application review process.
Pursuant to ORS 469.504(4), a site certificate appli­
cant must elect to demonstrate compliance with the
statewide planning goals by either obtaining local land
use approval from the affected local government(s) or
through EFSC's determination of compliance. At this
time, Wheatridge Wind Energy, LLC intends to satisfy
the land use standard by seeking an EFSC determina­
tion under ORS 469.504(l)(b).
There are several opportunities for public participa­
tion and comment during the EFSC process. The
department and applicant will host public information
meetings and public hearings throughout the applica­
tion review process. Information meetings provide
an opportunity for the public to ask questions about
the project and process. Public hearings provide an
opportunity to give public testimony on the proposed
project. The department will provide notice of all pub­
lic information meetings and hearings.
W hat is a Notice of Intent?
The Notice of Intent provides notice to the department
and the public that the applicant intends to submit an
application for a site certificate in the future. The NOI
contains preliminary information about the facility and
provides an opportunity for the public, local govern­
ments and affected agencies to identify issues of
concern and applicable regulations. The NOI is not the
application for site certificate.
Com m ent Period
Public comments on the NOI are encouraged to help
the applicant identify issues and concerns early in the
process. Comments or requests for a public informa­
tion meeting are due by April 15, 2013, and must be
submitted in writing by mail, e-mail, hand-delivery or
