Amended Notice of Intent
Summary

Proposal: 412 megawatt natural gas-fired electric
generation project with two 230-kilovolt (kY) transmission
line options.
Location: Twenty acres in Umatilla County near the
intersection of Westland Road. 1-84. and 1-82. w ith two
transmission line options to the Longhorn substation just
east of Boardman.

Introduction
The Oregon Department of Energy, which serves as
staff to the Energy Facility Siting Council, has received
an amended Notice o f Intent from Perennial Power
Holdings, Inc., to file an application for the construction
and operation of a natural gas-powered electric generating
facility near Hermiston on approximately 20 acres of
private land. The proposed facility, the Perennial Wind
Chaser Station, will have a nominal generating capacity
of about 412 megawatts. The amended nolice o f intent,
subm itted to the departm ent in Septem ber 2012,
describes design changes that have been made to the
proposed facility since the submittal o f the original
notice o f intent fo r the project (submitted in May 2012).
According to Oregon law. Perennial Power Holdings. Inc.
must obtain approval (a site certificate) from the council
before building and operating the Perennial Wind Chaser
Station.
Description of Proposed Project
The project will include up to four General Electric
LMS100 (or equivalent) natural gas-fired turbines. The
project will also include either a 17.9-mile, 230-kilovolt
transmission line south of the Umatilla Chemical Depot,
or a 20-mile, 230-kilovolt transmission line routed to the
north of the Umatilla Chemical Depot. Both transmission
line options would connect the project to the Longhorn
substation near Boardman. In addition to the generating
turbines and 230-kilovolt transmission line, the facility
will include the following related or supporting facilities:
a raw water line, a wastewater line, a sanitary wastewater
line routed under the railroad track, and a five-mile natural
gas supply line routed in an existing right of way. The
primary changes to the Wind Chaser Station described
in the amended N O l are the removal o f the proposed
switchyard, as well as the elimination o f the original
transmission line options and the addition o f two new
transmission line options.
Location of Proposed Project
The proposed Perennial Wind Chaser Station will be
located on Exclusive Farm Use-zoned land in western
Umatilla County adjacent to the existing Hermiston
Generating Plant.
Council’s Review Process
The council’s site certificate review process is a
consolidated perm itting process that incorporates
applicable regulations of other state agencies and local
jurisdictions, including Morrow and Umatilla counties.
However, the applicant may choose to meet the land use
standard by obtaining local land use approval through
Morrow and Umatilla counties.
W hat is a Notice of Intent?
The notice of intent introduces the project and allows the
public, local governments and affected agencies to identify
issues of concern as well as applicable requirements. It
contains preliminary information about the proposed
facility, its location, and its potential environmental and
community impacts. The NOI is not the actual application
to construct the facility, only a notice to the department
and the public that the applicant intends to submit an
application for a site certificate. The actual application
contains much more detail than the NOI. The applicant
has provided an amended N O Ifor this project because o f
changes made to the proposed transmission corridors.
Comment Period
Public comments on the NOI are encouraged to help the
applicant identify issues and concerns early in the process.

is planning what it hopes
will be a fun-filled evening
on Saturday, Sept. 22, from
3 to 9 p.m. for guests 21
and over.
The Boardman Cham­
ber of Commerce and the
Kiwanis Club of Boardman
are organizing the fourth
annual Rollin’ on the River,
held at the Boardman Ma­
rina Park. The C.C. King
Band will perform from
3 - 6 p.m., followed by

sic and pop rock hits from
6 - 9 p.m.
“They are sure to keep
the dance floor hopping,”
says a Boardman chamber
spokesperson.
All area residents are
invited to bring friends and
enjoy tasting microbrews
from Hodgen Distributing
and wines from around the

classic cars on display. The
ticket price of $20 per per­
son also includes a dinner
prepared by Judy Scott’s
Chuck Wagon.
“Come early or come

says a coordinator. “This
is a great opportunity for
you to spend the first day
of fall visiting with friends,
checking out classic cars,
listening to great music,
eating some delicious food,
and trying a new beer or
wine, all while enjoying
the beautiful view o f the
Columbia River.”

for $20 per person prior
to the event or $25 at the
