The Morrow County
Court met in Heppner on
Aug. 15 with commission­
ers Grieb and Rea in at­
tendance.
The city and citizen
comment period for Board-
man was opened, with no
one in attendance.
The court review ed
and approved the minutes
for Aug. 8. The court also
reviewed and approved
the July retirement taxes
and the account payables
in the net total amount of
$433,061.01. The court re­
viewed and approved a Pur­
chasing Pre-Authorization
for the Planning Dept, and
the Road Dept, to share in
the cost of the Geographic
Information System (GIS)
licenses at the rate of $750
each.

reports handling the fol­
lowing business:
Ju n e 1: -MCSO re­
ceived a call from a woman
in Boardman who advised
her son had been attacked
at work by another male
subject. Subject was seen
by Boardman Ambulance.
Julio Cesar Ochoa, 21, was
Park: The crew finished
adding water and electrical
service to 13 camp sites that
were previously dry camp­
ing. They finished backfill­
ing ditches, added gravel
and placed logs around
some sites. The logs were
from some tree clearing
that was done to widen
the access road through
the park, as well as some
hazardous trees. The rest
o f the trees were cut into
fire wood to sell at the park.
They also finished building
a concrete-block retaining
wall for easier access to
the garbage bin area. Today
they are paving around the
host shack to finish handi­
cap access from the new
sidewalk to the restrooms
and office, as well as pav­
ing two handicap parking
spots near the fishing pond.

Fund Accounts and Budgeting an Unexpected Grant for
Pedestrian Pathways and Sidewalks
Whereas, the General Fund has three organizational units
(Administration, Law Enforcement, and Parks) within
it, and Whereas, Law Enforcement has an existing
account(02) in the Reserve fund, which leaves both
Administration and Parks to share an account (01), and
The current wording on the account, ”City Hall EQ & IMP
Res. Accnt.” fails to differentiate funds that can be used
for Parks from those used for Administration, building
repairs etc., and this has caused confusion.
Therefore Be It Resolved that:
Whereas Reserve Fund Account 01 is hereby renamed
more appropriately as follows: Is: 01 “City Hall EQ &
IMP Res. Acct.” (Revenue)
Changed to: 01” General Fund” to reflect multiple uses,
not just City Hall Improvement projects

Furthermore, Whereas, the City o f Heppner has been
gifted, through the Port of Morrow a grant of $1.2M
dollars from the State of Oregon to be used for addressing
pedestrian ways and safety issues within the City of
Heppner (this is a surprise source of revenue).
Therefore Be It Resolved That: To track this revenue,
the City’s Streets & Bridges reserve account will be
amended as follows:

Paint striping They crew
has paint striped around the
Heppner High School area,
the five intersection proj­
ects, part o f the Bombing
Range road and some roads
in the Boar dm an area. Dave
Pranger has been striping
for Umatilla County this
week. Crack sealing: The
crew has completed crack
sealing the school parking
lots in Heppner, Boardman
and Irrigon for the Morrow
County School District.
Ditch cleaning: The crew
has cleaned out the ditches
along Willow Creek Road
from Black Mountain Lane
up to Cutsforth Park. To­
morrow they will be work­
ing along Coalmine Hill
Road. Gravel road work:
The crew started hauling
gravel to some of the gravel
roads that developed dust
info to police.
-Female subject called
BPD to report that a male
subject had advised her that
someone was shooting at
him last night around 1:30
or 2 a.m. When she walked
outside, he told her to go
back inside because some­
one was trying to shoot him.
Male subject was currently
by the carport, wearing a
green army jacket, is tall
and skinny, 45-50 years old.
No weapons seen. She lives
in a duplex and he lives on
the other side.
June 4: -BPD issued a
citation to Emilio Garcia,
41, for child endangerment/
seatbelt X2.
-MCSO was advised
that a 24-year-old male
subject was arrested in
Multnomah County on an
Irrigon Justice Court war­
rant for failure to appear on
driving while suspended.
-A woman in Heppner
called MCSO and advised
there had been a logging
truck parked on the street
for five days; was unsure
who it belonged to, but it
did not belong there. She
would like contact from a
deputy.
-MCSO received a call
from a man in Heppner
advising there was a ve­
hicle with someone look­
ing through cars. A dark
vehicle pulled in without
lights; when security light
cam on he pulled up to the
next house. When the caller
got up and looked out the
window, the vehicle had
moved up and the driver
was looking in the vehicle
at the next house. When the
caller turned on the porch
light, the subject got in the
vehicle and left. Advised
there was a similar vehicle
in the area about a week
ago driving at a high rate
of speed.
-MCSO arrested Clif­
ford Steeley, 41, on an LSA
warrant.
-A woman in Heppner
called MCSO to report her
holes from the wheat har­
vest traffic. They have re­
paired holes in the Juniper
Canyon, Strawberry Lane
and Piper Canyon areas,
and are currently working
in the Alpine Lane, Grieb
Road area. Permits: On the
recommendation o f Burke
O ’Brien, Public Works Di­
rector, the court reviewed
and approved Permit OJH
with the City of Boardman
for the installation o f a wa­
ter line in the area of Laurel
Lane and 1-84, and Per­
mit OJI with the Morrow
SWCD for the installation
o f culverts in the area of
Black Mt. Lane and Willow
Creek Road.
Finance Dept: Finance
Director Rick Worden pro­
vided the court with infor­
mation regarding the status
of the General Fund and the
car had been keyed on both
sides while at the elemen­
tary school; happened some
time between 7:30 a.m. and
noon.
June 6: -MCSO was
advised that H erm iston
PD arrested a 52-year-old
female on an Irrigon Justice
Court warrant for failure to
pay fine.
-MCSO received a call
from Irrigon reporting that
someone was smoking pot
in the bathroom.
-MCSO arrested Gary
Wallace Smith, 41, on a
U.S. Marshals warrant for
theft of U.S. government
property. No bail.
-BPD was out w ith
three intoxicated subjects;
advised subjects to stay on
the sidewalk.
-MCSO was advised
that Lewiston, ID PD ar­
rested Joseph L eonard
Ainsworth, 31, on a Mor­
row County Circuit Court
warrant for failure to ap­
pear on failure to report
as a sex offender. Subject
was lodged at Nez Pierce
County Jail.
-BPD issued a citation
to a 38-year-old male sub­
ject for violating the speed
limit 59/40. Was given an
additional warning for fail­
ure to carry insurance and
change address with DMV,
and defective equipment.
June 7: -MCSO and
BPD received a call from
a woman who advised she
hit her boyfriend while he
was driving and then they
pulled over to the rest area
and he hit her. Deputy and
officers responded, and
Oregon State Police took
over the case.
-MCSO cited a 20-year-
old male for violating the
basic rule 72/55.
-MCSO issued a cita­
tion to Surjit Singh Samra,
31, for violating the speed
limit 68/55. Subject was
also w arned for failure
to yield to an emergency
vehicle.

dren and Families: Direc­
ceived a call advising there
were kittens under the over­
pass of 1-82 and Umatilla
River Road. They were
running out on the road and
the caller was worried they
might get hit or cause an
accident.
-MCSO cited a 38-year-
old male subject for failure
to carry proof o f insur­
ance.
-MCSO issued a cita­
tion to a 47-year-old male
for violating the basic rule
75/55 and no ops.
-MCSO received a call
regarding a truck in Board-
man that ran through a stop
light; truck now in a ditch
trying to get back on the
road. Daniel Lee Holzer,
33, was arrested for DU11.
-BPD received a call
from a woman who advised
her parent were causing
a disturbance outside her
house; she believed they
might be drunk or high. Of­
ficers responded and parties
were separated until they
cooled off.
-Short Stop on Punkin
Center in Boardman called
BPD to report a drive off
on $ 10 of fiiel. They would
like them to return and pay
for the fuel. Juan Rodriguez
Pacheco, 41, was arrested
by BPD on Morrow County
Circuit Court warrant for
failure to appear on con­
tempt of court. The subject
was also cited for no ops.

advised that OSP game
trooper issued a citation to
Anthony Pena, 47, for pos­
session of falsely applied
for license.
-MCSO received a re­
port from Boardman re­
garding lots o f speeding
in the area; the reporting
person just saw a little car
and pickup chasing each
other and would like an
extra patrol in the area.
-MCSO received a call
from a person in Boardman
who stated he received a
call on his cell from a male
accusing him o f stealing

called MCSO to report she
had two baby skunks under
her front porch and ask if
there was someone who
could take care o f them.
She was referred to the state

June 13: -MCSO cited
Joseph Albert Rogers, 46,
for driving while suspended
violation and driving unin­
sured.
-A woman in Heppner
called MCSO to report that
her medication had been
stolen. Her door was open
the day before when she
got home.
-M CSO cited Erika
Chavez, 21, for criminal
mischief.
-MCSO was advised
that Kern County, CA police
arrested Richard Lee Daw­
son on a Morrow County
Circuit Court warrant for
failure to appear on failure
to register as a sex offender.
Subject was lodged in Kern
County Jail with a hold for
Morrow County; subject
did have local charges.
-MCSO was contacted
by Pasco, WA PD, who
wanted assistance making
contact with a subject and
finding out if he knew why
known gang members had
possession of a gun regis­
tered to him.
-Injgon residents called
MCSO to report that a UPS
driver knocked down one
o f their lilac bushes. Re­
quested contact.
