County Court news
The follow ing is
provided by Commissioner
Leann Rea.
The Morrow Coun­
ty Court met on October
19, 2011 in Boardman with
Judge Tallman and Com­
missioners Grieb and Rea
in attendance.
The court reviewed
and approved the minutes
of Oct. 12. The court also
review ed and approved
account payables and the
3rd quarter SUTA/Hour
taxes in the net amount of
$74,994.13.
Road Dept: The
crew has finished the ditch
and culvert cleaning along
Willow Creek Road from
Hwy 207 to ju st above
Black Mountain Lane. The
crew continues working on
thé, Spring Hallow bridge
replacement project. The
road on the north side of
the new bridge location has
been built to near grade.
They are currently work­
ing on the new road on the
south end of the new bridge
location. They have also in­
stalled a culvert, built a road
and a site to relocate the
existing grain bin. Wildish
Crane is currently moving
their crane and pile-driving
equipment to the bridge site
this week. They will start
driving pilings for the south
bridge abutment on Mon­
day the 24lh. The crew has
been working on one of the
five intersection projects.
They have the Porcupine
Lane intersection built to
grade. The crew sloped the
banks back, added ditches,
cut the new road to grade,
hauled and placed the base
rock and gravel. They have
relocated the intersection
to a 90-degree T instead of
a Y at a skewed angle. All
that is left to do is pave it
and seed the area that was
disturbed. The paint strip­
ing for Gilliam County was
completed last week and the
paint striping in Morrow
County should be finished
today. The grading crew
has been working on the
fall gravel road grading.
The following have been
graded: Ditch Creek, Shaw
Grade. Dalzell, Gabbert,
Lundell, Upper Little Butter
Creek and Clarks Canyon
Roads, and McElligott and
French Lanes. There are
four graders out now and
they are currently working
in the Valby, Sunflower
Flat, Hinton Creek, and
Clarks Canyon areas. The
crusher crew is continu­
ing with crushing one inch
road rock at the Halvorsen
pit near lone. Permanent
Easements: The court re­
viewed and on the recom­
mendation of Road Master
Burke O ’Brien, approved
two easem ents between
John Flynn and the county
each in the amount of $350.
These easements are neces­
sary to complete the Upper
Rhea Creek intersection
improvement.
OHV Youth Elk
Hunt Tag Draw: The fol­
lowing names were drawn
for the youth hunt at the
OHV Park: Brandon How­
ard, Irrigon; Thomas Gould,
Heppner; Boyd Macomber,
Irrigon; James Phillips,
John Day; Jacob Wallace,
Heppner; Zach Henrichs,
Irrigon; Faith Jones, Hep­
pner; Ethan Akers, Board-
man; Charles Cason, Hep­
pner and Colby Currin,
Heppner. The following
alternates were also drawn:
Duke Harmon, Heppner;
Kyman Heard, Heppner and
Jenna Taylor lone.
C ity o f Board-
man: Mayor Chet Phillips
visited the court accom­
panied by three Riverside
High School Seniors who
were participating in the ca­
reer shadow day. The young
men stayed and observed
the court proceeding for ap­
proximately one hour.
Umatilla County
Housing Authority: The
court reviewed the Housing
Authority MOU, and after
all questions were answered
by Director Stan Stradley
and Department Director
Don Skeen, the court signed
the agreement which allows
the Section Eight rental as­
sistance to continue for 28
Morrow County families.
J u v en ile D ept.
Quarterly Update: Direc­
tor Tom Meier provided the
court with activity numbers
for the quarter ending Sept.
30, 2011. The number of
youth receiving services
(27) was identical to the
same quarter last year. A
general discussion regard­
ing youth, gangs, and other
items ensued. On the recom­
mendation of Mr. Meier and
Ms. Camine, Commission
on Children and Families
Director, the court agreed
to engage the part-tim e
services o f an individual
to work on the “Backpack”
program. This position is
funded with grant dollars
and when the grant is spent
the position and services
will be terminated.
The court conduct­
ed the following business:
The court reviewed and
authorized Judge Tallman
to sign the Com m unity
Health Improvement Part­
nership (CHIP) on behalf
of the Health Dept, and the
Commission on Children
and Families. The court
appointed Gerald Breazeale
and David Burns to the
Local Public Safety Coor­
dination Council (LPSCC).
The court appointed the
following to the Morrow
County Board of Property
Tax Appeals: John Qualls,
Sharon Timms and Dwayne
Oarroll with Ed Rollins
to serve as the chair. The
court reviewed the Notice
o f Intent to Transfer the
WebEOC and WebFusion
software equipment from
CSEPP closure.
