holds Sept. 14 meeting

meeting location is accessible

offers grants
Northeast Oregon Area
Health Education Center
will award $500 to each
of the counties it serves in
northeastern Oregon. The
mini grants are intended to
encourage youth involve­
ment in community health
education events or experi­
ences. The funding will
support the promotion of
health career education in
a community setting and/or
use educational material to
promote science education
to their community’s youth.
The application deadline
has been extended to Oc­
tober 28.
Information will be
sent to the following per­
sons and organizations in
our communities: hospital
and clinics, other com ­
munity health non-profit
agencies and
EMT
education contacts.
Non-profit organiza­
tions are eligible to apply
for the mini grant if the
organization already works
with youth in some capacity
in Morrow, Gilliam, Grant,
Hood River, Malheur, Sher­
man, Umatilla, Union, Wal­
lowa, Wasco or Wheeler
counties. Any organization
can apply for funding if the
activity will meet at least
three of Northeast Oregon

The following is provided by Commissioner
Leann Rea. The Morrow County Court met on September
14 in Irrigon with Judge Terry Tallman and Commissioner
Ken Grieb in attendance.
The court reviewed and approved the minutes
of August 24. The court also reviewed and approved
the account payables, retirement taxes, rodeo payables,
a final payroll and payroll payables in the net amount
of $209,478.39. The court reviewed the “pooled cash
report” provided by Morrow County Treasurer Gayle
Gutierrez.
Road Dept.: The crew has completed a repair
at the Bombing Range Highway 207 intersection. Two
sections of that intersection had a sub-grade failure. The
sections were marked and the equipment was moved to
the site on September 9. On September 12 the pavement
was cut and removed at those locations. Two locations
were found where the base material had retained an ex­
cessive amount of moisture, which causes soft conditions
which allowed the pavement it supported to fail. All of
the wet material was excavated and replaced with new
base rock and gravel. Then the area was patched with
two lifts of hot mix asphalt. This will remain as a single
patch until spring to make sure no other failures appear.
With the huge amounts of grain being moved over the
past summer, tonnages were also a contributor to the
failure. After reviewing available funds and current bills,
including dust abatement work, it was determined that the
department will discontinue patching work when Olsen
Road and Columbia Lane are completed. Right of way
negotiations for the Spring Hollow Bridge have been
completed and the crew will begin work on that project
right away. The right-of-way work for the five intersec­
tions realignment is close to completion. These projects
are ready to go as soon as the legal work is completed.
There is a long list of projects for fall maintenance work
to finish before winter.
Ordinance Reading: Morrow County Plan­
ning Director Carla McLane provided the second read­
ing of an adopting ordinance for the “Ruhl Pit Locally
Significant Aggregate Resource”. The court approved
the amendment to the comprehensive plan and map to
include the site.
Sheriff’s Report: Morrow County Undersheriff
Steve Myren discussed the disposal of refuse gathered by
the Parole & Probation (P&P) work crew from county
property. It was decided that the materials may be dumped
at the Transfer Station as long as the material originated
on county property. Materials from non-county locations
will need to pay the regular disposal rate. Myren stated
that the sherifFs dept, is continuing to have a problem
with exceeding their credit card limit. It was decided to
raise the current limit of $8,000 to $10,000. Myren also
reviewed the following report with the court: Irrigon
area: A suspicious person staggering, with slurred speech
and carrying a puppy, was arrested on six warrants; a
report was received regarding a big homed sheep aggres­
sively chasing children; a report was received on pit bulls
aggressively chasing people; one of the dogs was tazed.
Lexington area: received a report from the Road Dept,
of a vehicle on fire and fully engulfed; Heppner area: A
motorcycle crashed 1.5 miles above the OHV Park, with
the rider going over the guard rail. The rider had broken
bones and was flown from Pioneer Memorial Hospital by
helicopter; responded to a call regarding a two-year-old
missing from his home. Columbia River: responded for
an assist to a 43-foot fishing trolley one mile down river
from the Arlington Marina.
Parole & Probation (P&P): P&P Director Dan
Robbins informed the court that for the month of August
there were 101 clients in the program. Robbins stated that
the new work crew supervisor started August 29 and that
the program is operating smoothly.
Contracts: The court reviewed and approved an
intergovernmental agreement with the state of Oregon in
the amount of $305,939 for correctional services, effective
July 1,2011, through June 30,2012. The court reviewed
and approved a “consent to participate agreement” for
future improvements to West Fourth Road between the
county and Tim and Jeanette Meyers. Reviewed and
approved the following contracts for Commission on
Children and Families program: Backpack Program in
the amount of $5,000; Heppner Daycare in the amount
of $4,750; Heppner Daycare Preschool in the amount of
$4,750, Morrow County School District Summer Lead­
ership Institute in the amount of $5,414; and Boardman
Child Development Center Preschool in the amount of
$5,062. All contracts were for the 2011-2012 fiscal year
ending on June 30, 2012.
The court conducted the following business: The
court reviewed an offer from Pablo Flores to purchase
six lots in the Irrigon area for $1,200 each. The court
declined the offer and offered a counteroffer of $2,000 per
lot. The court decided to retain the maintenance contract
for the Konica Digital Copier commencing October 28,
2011, for one year.
Reviewed misc. correspondences and discussed
upcoming meetings.
