Morrow County Court weekly meeting held
The Morrow Coun­
ty Court met on April 28 in
Heppner with Judge Tail-
man, Commissioner Grieb,
and Commissioner Rea in
attendance. Follow ing is
a summary o f the meeting
provided by Leann Rea.
The court reviewed
and approved the minutes
from the following meet­
ings: September 23, 2009,
January 27, February 18,
April 8, April, 15, and April
21 , 2010 .
The court reviewed
and a p p ro v e d p a y ro ll,
and account payables in
the net to tal am ount o f
$ 153,576.81. The court also
reviewed and discussed the
Pooled Cash Report with
the county treasurer, Gail
Gutierrez.
Road R eport
B o m b in g R ange
Road: The crew has com­
pleted all o f the paving,
paint striping, and shoul­
der work on the Bombing
Range Road and Kilkenny
Road sections of this proj­
ect. This project is now
c o m p le te d . L e x in g to n
Cemetery Road: The crew
paved the Lexington Cem­
etery Road from Hwy 207
to the L ex in g to n C e m ­
etery. Currently the crew
is working on placing rock
along the shoulders. Once
the shoulder work is com­
pleted the crew will paint
stripe the road this summer.
South End Transfer Station:
A little over h alf o f this
project was completed on
Monday the 26,h, when the
crew was rained out. The
project will be finished as
w eather perm its. Laurel
Lane Road: Equipment was
moved to Laurel Lane to
begin working on widening
the shoulders. The crew is
removing sand and hauling
in base rock and gravel,
this will add an additional
six to seven feet along the
east side of the road. When
the paving is completed at
the transfer station the crew
will pave all o f Laurel Lane
Road to 28 feet wide. The
Port o f Morrow is helping
us on this project with some
m aterials, equipment and
manpower. Road Grading:
The crew continues with
grading the gravel roads.
One grader is working in
the Pettys Canyon area and
one i*> working on the Ditch
Creek Road area. All grad­
ing should be finished in
about a week or two.
Planning D epartm ent
The first reading
of the ordinance for a zone
change for the Love’s Travel
Stop and Country Store was
provided by the planning
director, Carla M cLane.
M cL ane also p resen ted
the order for the appeal of
the conditional use permit
for Love’s, which was re­
viewed and signed by the
court. M cLane inform ed
the court that Layne Wom­
ack was hired as the new
associate planner and that
she will be starting in that
position o f May 17. The
current associate planner
is only working part time
and plans on leaving the
position completely by the
end o f May. “Consent to
Participate” with a property
owner on California Street
in Irrigon was reviewed and
signed.
Elected Official’s CO LA
The court reviewed
the recommendations from
the Citizen Compensation
C o m m ittee, the B udget
Committee and information
gathered from the four larg­
er and four smaller counties
regarding w ages for elected
officials. (R equests were
made to five larger and five
smaller counties, however
only four on each side re­
sponded.) The report from
Vance Jacobson, compensa­
tion consultant regarding
his recom m endations for
elected official’s compen­
sation was also reviewed.

m ittee recom m ended an
increase o f $3,494 per year

year to the sheriff and an
increase o f $3,740 per year
to the justice o f the peace.
The Citizen Compensation
Com m ittee recommended
that all other elected offi­
cials compensation should
remain at their current level.
Along with the stated in­
creases in com pensation
the Citizen Compensation
C o m m ittee also rec o m ­
m ended a 3% COLA for
all elected officials. The
B u dget C o m m ittee re c ­
om m ended that since the
justice o f the peace is going
to be filled with a new per­
son this year that increase
should not be given at this
time. The Budget Commit­
tee also stated that since the
increase to the sheriff was
so sm all that adjustm ent
should be made in the fol­
lowing year. However, they
did recom m end that the
commissioners pay should
be increased by one-half o f
the am ount recom m end­
ed by the C om pensation
Committee. After a lengthy
discussion the court de­
cided to follow the recom­
mendations o f the Budget
C om m ittee and increase
the com m issioner’s com ­
pensation by one-half of
the recommended amount,
no increase to the justice
of the peace nor the sheriff
at this time and then give
all elected officials a 1.5%
COLA.
The court conduct­
ed the following business:
An Intergovernmental Ser­
vice A greem ent contract
betw een the Oregon De­
partment o f Revenue and
M orrow County for map
maintenance was reviewed
and signed. Skip Matthews,
representing the W illow
Creek Park District ques­
tioned the court regarding
property in the area of the
swimming pool. The min­
utes from the March 4,2009
meeting were reviewed. The
court restated their intent to
transfer the ownership o f
this property to the district
as long as the transfer does
not create any costs for
the county. Matthews will
work with county counsel
to accomplish the property
transfer. Miscellaneous cor­
respondences and upcom­
ing meeting notices were
reviewed.
