A public meeting of the
Budget Committee of the
Morrow County School
District, Morrow County,
State of Oregon, to discuss
the budget for the fiscal
year July 1, 2010 to June
30, 2011 will be held at
the school district office at
270 W Main, Lexington,
Oregon. The meeting will
take place on the 3rd day
of May 2010 at 7:00 pm.
The purpose of the meeting
is to receive the budget
message and to receive
comment from the public
on the budget. A copy of
the budget document may
be inspected or obtained
on or after April 23rd at
the school district office
in Lexington between
the hours of 8:00 am and
4:00 pm. This is a public
meeting where deliberation
of the Budget Committee
w ill take place. Any person
may appear at the meeting
and discuss the proposed
programs with the Budget
Committee.

Request for Proposal
Parking Lot and Sidewalk
Build Project
The Willow Creek Park
District is seeking to contract
with an appropriate firm to
build an approximately
18,000 square foot parking
lot. The parking lot needs
to be of standard design
specifications. The funding
source will be with the Park
District. The parking lot will
be accessed off of Riverside
Avenue. A schematic plan
of the proposed project may
be obtained by calling Skip
Matthews at 541-676-5049
or 541-256-0383.
The District will pay in
full when the project is
complete. The desired date
of completion is June 15,
2010 .
Selection Criteria (Five
Points Each):
1. Past experience with
similar projects.
2. Past performance history
reflecting the following:
a. The ability to work with
District staff to address
issues as they arise.
b. The ability to avoid cost
over-runs.
c. The ability to meet the
construction deadline.
d. The a b i l i t y and
performance in creating
and executing a Quality
Assurance program unique
to the project.
3. At least three references
are required. These are
entities that have utilized
your professional services.
4. Geographic proximity
and familiarity with the
physical location is highly
desirable.
Responding firms are
encouraged to make a site
visit if they are unfamiliar
with the project location.
Those responding to this
RFP do so at their own
expense. The WCPD is
not responsible for any
expenses associated with
your submittal.
All RFPs must be received
by NLT 5:00 p.m. on May
3, 2010. Responses may
be sent by FAX (541) 676-
9636 or regular mail. The
WCPD board will review
and rank the RFPs at an
May 4, 2010 meeting.
Any firm wi shing to
protest these procedures,
as provided under ORS
137-048-0240, must do so
in writing prior to May 3,
2010. FAX, or USPS is
acceptable.

26 in Moro at 2 p.m., but no
public general comments
will be accepted. Services,

Sheriff’s Report
The M orrow
County Sheriff’s Office
reports handling the fol­
lowing business:
-MCSO received report
from an Irrigon woman that
there was a rooster at her
house and she believed it
was a fighting rooster. She
had it penned up in her dog
kennel.
-MCSO received report
from a Boardman woman
that her car had been hit
on Christmas Day and she
had called 991, but MCSO
dispatch was unable to lo­
cate any record of the call.
It turned out that she was in
Hermiston when she made
the call, so MCSO gave her
the Hermiston number.
-MCSO received report
from a woman that some­
one was shining a really
bright light on her house the
previous night. She said at
first she thought it was an
eclipse, but then noticed her
whole back yard was lit up.
She asked deputies to come
out to check on things.
-MCSO received report
from a Boardman woman
that a male subject had
called her and threatened
to cut her throat and take
her kids away. She said the
Pendleton Police Depart­
ment wanted MCSO to
contact a male subject in
Boardman to advise him
to stop calling her. She ad­
vised the Pendleton Police
that the male subject has
two shotguns, a rifle and a
pistol that he carries with
him.
-MCSO received report
of two kids handing onto
a white pickup and being
pulled up and down the
street in Heppner, traveling
toward Gale St. Deputies
were unable to locate the
activity, but found kids
sledding down the Water
Street hill.
-MCSO received report of
a vehicle on the side of the
road on 1-84, Boardman.
OSP was notified.
-MCSO, Boardman Am­
bulance, Boardman Fire
Department received report
of a single car motor vehicle
accident with unknown
injuries. The driver did
not want to stop due to the
traffic. MCSO, Boardman
Fire Department and EMS
responded. It was a non
injury accident.
-MCSO received report that
a vehicle slid off the road
on 1-84, Boardman. The
subjects said they would
drive to Irrigon to stay with
friends.
-Boardman Police Depart­
ment advised they were
assisting the Department of
Human Services.
-BPD, Boardman Ambu­
lance received report that
an 80-year-old male fell out
of his wheelchair and ht his
head and his wife needed
help getting him back into
the wheelchair. The patient
refused transport.
-BPD had several semi
trucks move off Main St.
and park elsewhere.
