Planning Department
The Morrow Coun­
ty Court met on February 10
in Irrigon with Judge Tail-
man, Commissioner Grieb,
and Commissioner Rea in
attendance. Following is
a summary of the meeting
provided by Leann Rea.
The court reviewed
and approved the minutes
of February 3, 2010.
The court re­
viewed and approved ac­
counts payable, payroll and
two final payroll checks
in the net total amount of
$108,721.09.

dates. McLane stated that
the Shepherds Flat Wind
Project has dropped to 895
megawatts and that con­
struction on this project
should begin in March.
There was a general discus­
sion regarding the associate
planner’s position that will
be vacated in the near fu­
ture. The court agreed that
the position will probably
need to be filled as a 100%
position as opposed to the
current 80% position. There
was a general discussion re­
Planning director,
Carla McLane reported
that there would be a meet­
ing at the Port of Morrow
Wednesday 10 to discuss
Morrow County’s goals for
the Chemical Depot after
closure. Also, on Friday 12,
2010 there will be a meet­
ing with Dana Engineering
regarding these goals. The
next regular Local Reuse
Authority (LRA) meeting
will be held February 25
at the Port of Morrow. The
planning office continues
garding the Enterprise Zone
Manager (EZM) position
that w ill need to be filled in
the near future.
The court conduct­
ed the following business:

reviewed and the follow­
ing property tax refunds
were approved: payments
to Conagra Foods Packaged
Foods Company for the
2007 tax year in the amount
o f $91,644.29, for 2008
$87,743.86, and for 2009
$81,072.62. These refunds

performed by the Oregon
Department of Revenue.
The Behavioral Flealth
Implementation Plan was
reviewed and approved.
The court reviewed a listing
of the top 20 certified tax­
payers for Morrow County.
The top three are Portland
General Electric, Threemile
Canyon Farms, LLC and
Avista Corporation. The
court heard a report from
Karen Wolff regarding the
City County Insurance Ser­
vices (CIS) Conference that

she recently attended. She
reported that the county
will be receiving a pre­
mium offset in the amount
of $63,564. Miscellaneous
correspondences and no­
tices for meetings were
reviewed
