The Morrow Coun
ty Sheriff’s Office reports
handling the follow ing
business:
-MCSO received a
report of a non-injury motor
vehicle accident on Rhea
Creek Road.
-MCSO issued a
citation for C hristopher
Vane C olebank, 57, for
violating the speed limit by
going 45 mph in a 20 mph
school zone.
-MCSO received a
call from a female subject
w ho stated that her husband
had called her and stated
that he was going to shoot
a deer. The female caller
stated that she believed her
husband was intoxicated on
prescription drugs.
-MCSO received
several 911 calls regarding
a vehicle going westbound
on 1-84 in the eastbound
lane. Karen Ann Bailey, 41,
was arrested by MCSO for
DUII and recklessly endan
gering another (x3). Bailey
was also cited for BAC
refusal. BPD assisted.
-BPD issued a ci
tation to Marco Antonio
Rodriguez, 19, for violating
the speed limit by going 33
mph in a 20 mph school
zone and no o p erato r’s
license.

had some kidney issues.

lance request for a 69 year
old male who had been
vomiting for the past 24
hours. Irrigon Ambulance
responded and transported
the patient the Good Shep
herd Hospital.

lance received a call re
garding a 55 year old male
subject who had flu like
symptoms that were getting
worse and was having trou
ble breathing. The patient
was transported to Pioneer
Memorial Hospital.

Department received a fire
call of an outbuilding on
fire. The caller stated that he
had put most of it out.
O c t o b e r 14:
-MCSO issued a citation
to Sariena Jane Garrett, 41,
for violation of the basic
rule by going 82 mph in a
55 mph zone.
-MCSO received a
call from an ambulance in
Hermiston reporting that
a green jeep was speed
ing and passed them on a
double yellow line. The
call was transferred to the
Hermiston Police Depart
ment.
-MCSO received
a theft complaint of some
body making charges on
the complainant’s account
totaling $124.80.
-MCSO arrested
Donita Elaine Counsell,
34, on a Heppner Justice
Court warrant for Failure
to Pay Fine/Driving While
Suspended and Failure to
Appear.
Oct. 14: -MCSO
issued a citation to Jose
Garcia Martinez, 54, for
Failure to Drive Within
Lane and Open Container
of Alcohol.
-MCSO was noti
fied that Travis A. Oliver,
22, was arrested by Trimet
Police on an IJC warrant for
Failure to Appear/Driving
While Suspended.

regarding a 15 year old fe
male who had been sick for
several days and had pain in
her stomach, a severe head
ache, and trouble walking.
EMS responded and the
patient went to the hospital
in a personal vehicle.

to Good Shepherd Hospital
whose artificial hip joint
had popped out.
October 15: The
Morrow County Sheriff’s
Office received report from
a motorist that a subject on
a motorcycle passed him
traveling very fast east-
bound on Hwy. 730 coming
into Irrigon. MCSO did not
have a deputy in position.
OSP was advised.
-MCSO received
report from a subject that a
white Ford Explorer pulled
up next to him at the Irrigon
Shell station with the driver
staring and glaring at him.
The subject said he didn’t
know the person, who was
outside waiting for him.
-MCSO received
request from the district at
torney’s office for a deputy
to respond to a subject con
cerning his being stalked.
A temporary stalking order
was issued.
-MCSO received
report of a field interview
by a deputy. The backpack
er said he was en route to
Central Point and had been
to New Hampshire.
-MCSO cited Pa
tricia Ruby Pennington, 77,
for Driving Uninsured and
Failure to Renew Registra
tion.
-MCSO received
report of a tractor dragging
a hook. A deputy advised
the driver and there was no
road damage.
-MCSO received
information from a subject
who assists developmen-
tally disabled adults that she
had an appointment with a
resident in Irrigon and was
afraid that the appointment
might get heated. The sub
ject was advised that depu
ties would be on duty, but
the sheriff’s office couldn’t
guarantee that they would
be in Irrigon. She was ad
vised to call 911 if she had
an emergency.
-MCSO received
report of a half dozen stray
cats in the area of the diner
in Heppner. The subject
would like to have a cat trap
placed and the cats taken to
Pet Rescue.
-M CSO advised
that Craig Michael Scott,
26, turned himself in and
was served a warrant for
Failure to Appear/Harass-
ment.
-MCSO received
report of three pit bulls, one
a puppy, running in Irrigon.
A deputy was unable to
locate the dogs.
-MCSO received
report of trucks speeding on
Tower Road in Boardman.
-MCSO received
report o f a subject who
drove his vehicle to a court
appearance and thinks he is
suspended. No deputies or
OSP were in the area.
-MCSO received
report that the “ Yummy
M eat” van was back in
Heppner and going door-to-
door. City hall advised they
do not have a permit.
-MCSO received
rep o rt from an Irrigon
woman that her 17-year-
old daughter was assaulted
by another 16-17-year-old
at Irrigon High School.
No medical attention was
necessary.
-MCSO received
report from an Irrigon sub
ject that a neighbor passed
them unsafely on Hwy. 730.
MCSO cited Foster P. Car-
roll, 71, for Passing in a No
Passing Zone.
-MCSO received a
hang-up 911 call. On call
back a male advised every
thing was okay.
-MCSO arrested
Edwin Adolfo Juarez, 36,
for Failure to Carry and
Present. He was lodged at
Umatilla County Jail. He
was also cited for Driving
Uninsured.
-MCSO cited Thor
Arron Blanchard, 24, for
Violation of the Basic Rule,
71 mph in a 55 mph zone
and Driving While Sus
pended-violation.
-MCSO received
report o f a black Nissan
parked at the Boardman rest
area for days. The previous
owner said he had sold it.
-MCSO received a
call concerning telephone
harassment in Heppner.
-MCSO received
report from an Irrigon sub
ject that her 13-year-old
son was in Umatilla and
wouldn’t come home. She
said he was last seen a week
ago and that she had spoken
to him and he refused to
come home. Contact was
made with the Umatilla
Police Department and he
was listed as a runaway for
pick up.
-Boardman Police
D epartm ent, Boardm an
Ambulance received re
quest for an am bulance
for a two-year-old male
who had a seizure and was
very warm. EMS and BPD
responded, but subjects
refused transport.
-BPD officer was
flagged down by a subject
who had run out of gas. He
was given a courtesy ride.
-BPD received re
port from a subject that his
six-year-old brother went
into a restroom and while he
was there an older boy stuck
his fingers up the younger
boy’s rectum. The subject
was not known.
-BPD officer re
ported he was out with a
hitchhiker.
-BPD received re
port from a female subject
that a female had come to
her door and said she was
looking for the trailer that
she had bought and “this
was it”. She said she was
going to “call the cops” and
have the reporter arrested.
The subject was last seen
10 minutes earlier heading
toward Anderson with long
gray hair, a striped sweat
shirt, dark colored pants and
tennis shoes. She was carry
ing two shopping bags.

partment received report
that a subject was burning
in a bunch of bum barrels
and the reporter didn’t think
he had a permit.
October 16: Mor
row County Sheriff’s Of
fice received report from a
Boardman subject that four
horses were out and in the
reporter’s yard. The owner
has been warned before.
-MCSO received
report from an Irrigon sub
ject that her son was break
ing windows and throwing
his stuff out the door.
-MCSO received
report of a 66-year-old mal
showing signs of fatigue.
He was unable to make it
out of the Willow Creek
Wildlife area. He did not
need medical attention.
The location was in Gilliam
County.
-MCSO received
report of at least eight preg
nant cats and several aban
doned kittens that are run
ning all over the reporter’s
property in Irrigon.
-MCSO deputy ad
vised a male subject that
he needed to go to DMV
and get his plates changed
since they are coming back
“UTL”. It was a mistake on
DMV’s part.
-MCSO deputy re
ported he was out on foot
patrol for the Irrigon foot
ball game.
-MCSO, Heppner
Ambulance received report
of a medical alarm going off
at Heppner Family Foods. A
deputy responded and made
contact with two female
employees who advised it
was a false alarm. There
was no transport.
-MCSO received
report of a car being driven
erratically back and forth
from the gazebo in Irrigon.
The vehicle was parked by
the gazebo with its lights
out. A deputy made contact
with a female.
-MCSO received
report o f a small green
Toyota with its flashers on
Highway 207, Lexington.
The reporter was worried
someone was going to come
around the comer and hit
them. OSP was in the area
and was to check on them.
-MCSO received
report of a vehicle blocking
the road in Heppner making
it impossible for traffic to
flow. The owner was going
to move the vehicle.
-MCSO received
report of a juvenile in Hep
pner being harassed by her
family and her older sister
threatening her. It was an
ongoing problem with the
family.
-Boardman Police
D epartm ent, Boardm an
Ambulance received report
from a Boardman subject
that her father was running
a 103.5 temperature and a
history of heart problems.
He was responsive, but not
as coherent as the caller
would like. He was trans
ported to Good Shepherd
Hospital.
-BPD cited Nyonz-
ima Emmanuel, 26, for No
Operator’s License and No
Insurance. BPD cited Jean
Claude Bimenyimana, 37,
for allowing an unlicensed
driver to operate a motor
vehicle.
-BPD officer re
ported he was out with a
four-wheeler behind the
library. The subject was
advised not to ride four-
wheelers on the property.
-BPD received re
port of a dog attacking a
child’s power wheels ve
hicle with the child inside.
-BPD received re
port of a suspicious vehicle
in Boardman. The subject
was working on his vehicle
that had broken down.
-BPD received re
port from a subject that
every night two vehicles
meet for a short time and
then go their separate ways.
An officer was unable to
locate anyone.

partment, Lexington Fire
Department received report
of a fire two blocks south
of the main street in Lex
ington. The Lexington Fire
Department Chief advised
it was a controlled bum.

Memorial Hospital with a
possible neck injury.

October 17: Mor
row County Sheriff’s Of
fice reported that a subject
went running down the
hill really fast in Heppner,
started messing around with
the front door at a residence
and then were lying in the
grass. The caller believed
the subject did something
at the residence.
-MCSO received
report of a possible Toyota
all over the road and at
high and irregular speeds.
Contact was made with the
driver.
-MCSO received
report from a subject who
said he was pheasant hunt
ing and hit a four-point
buck that ran into the side
o f his truck. There was
damage to the truck, but no
injuries. The subject said he
had to put the buck down,
but wanted to take it some
where to donate the meat
rather than having it go to
waste. He was connected
to OSP dispatch.

report from a deputy that
was parked across the high
way from the OHV Park.
-MCSO received
report from an Irrigon
woman that she had a skunk
caught in her cat trap. She
requested a deputy to assist
in getting it out of the trap.
A deputy responded.
-MCSO received
report o f a maroon Jeep
Wrangler westbound on
Hwy. 730 with five males
intoxicated and carrying
weapons. They were re
ported to be shooting their
weapons off at the Cold
Spring scale area. A deputy
was unable to locate the
vehicle.
-MCSO deputy re
ported he was out at the Ir
rigon Skate Park for citizen
contact. One juvenile was
given a bike helmet.
-MCSO received
request from a Heppner
woman that she needed as
sistance and would like her
nurse’s assistant to return,
but was unable to locate
her. D ispatch contacted
the CNA and she was en
route.
-MCSO received
report of a subject down in
the pit driving recklessly. It
did a cookie right in front of
two little girls and sprayed
them with dirt and gravel
and then drove off. They
then parked on Division
Street.

reported he was flagged
down by a pedestrian. The
pedestrian advised of a clip
board and purse left on the
side of the road. The deputy
responded, retrieved the
property and returned it to
the owner.
-MCSO received
report from Boardman Po
lice officer that he made
contact with a male subject
who advised he was using
the wireless internet.
-MCSO deputy ad
vised he received report
from a subject who heard
glass breaking but was
unsure of the location. He
checked the surrounding
area but was unable to lo
cate anything.
-Boardman Police
Department received report
from a male who advised he
had called earlier and now
his cell phone is locked
into 911. He advised that
he thought he needed to
redial to release the con
nection, but there was no
emergency.
-BPD, Boardman
Fire Department received
report of an automatic fire
alarm at Lamb Weston.

were cancelled before ar
riving. The business ad
vised that their maintenance
schedule was changed and
no one called the security
company.
-BPD cited Muba

ator’s License and Driving
uninsured. The vehicle was
impounded and he was also
warned for failure to yield
to a vehicle.
-BPD cited Wendie
Myree Cadek, 38, for Viola
tion of the Speed Limit, 62
mph in a 35 mph zone.
-BPD received re
quest from a Boardman
subject to pick up a months-
old male kitten and take
it to Pet Rescue because
they didn’t want it to start
spraying and becom e a
nuisance.
-BPD cited Jean
Claude Bimenyimana, 36,
for No Operator’s License.

of an infant who fell with
unknown injuries. The fam
ily went to the ambulance
hall to determ ine if the
baby could be transported
by private vehicle or by
am bulance. A m bulance
personnel responded. It was
a non-transport.

port o f a subject leaning
over the hood of his vehicle.
It was unknown if the prob
lem was medical or other
circumstances.
October 18: Mor
row County Sheriff's Office
received report, at 12:59
a.m. from an Irrigon subject
who said that people at the
skate park were being loud
and he was trying to sleep.
The caller said he did not
want contact, but just want
ed them to quiet down. A
deputy advised the subjects
that the park was closed and
they agreed to leave.
