Sheriffs Report
The Morrow County
Sheriffs Office reports han­
dling the following busi­
ness:
September 12:
-MCSO deputy ad­
vised they were going to a
residence in Irrigon. The
subjects did not consent to
a search.
-MCSO received
report of a non-injury motor
vehicle accident in Heppner.
A vehicle was damaged.
-MCSO deputy re­
ported he made contact with
five individuals at the park in
Irrigon. They were advised
that the park was closed.
-MCSO deputy re­
ported he was out with two
intoxicated males near the
Forest Service building in
Heppner. They were ad­
vised not to operate a motor
vehicle.
-M C SO d ep u ty
completed a traffic stop on a
subject in Heppner who was
collecting pop cans out of the
garbage.
-MCSO received

report of a wrong way driver
who was going eastbound in
the westbound lane on Hwy.
730.
-MCSO deputy re­
ported he was out with a very
disoriented 91 -year-old male
in Lexington who believed
he was in northern Califor­
nia. MCSO cited CumalJav-
ens, 91, for Failure to Obey
Traffic Control Device.
-MCSO received
report that a subject needed
contact from the on-call be­
havioral health person. The
on-call worker was advised.
-MCSO received
report of a large brown cow
out on Hwy. 74, Heppner. A
deputy responded and was
unable to locate anything
outside the fence.
-MCSO received
report from the Boardman
Police Department that a fe­
male subject wanted to report
damage done to one of her
vehicles. The incident had
occurred outside the Board-
man city limits, so a MCSO
deputy responded.
-MCSO received
request for an ambulance for
a 60-year-old male who was
having trouble breathing.
MCSO and Heppner Ambu­
lance responded. The subject
was transported to Pioneer
Memorial Hospital.
-MCSO, Hermiston
Emergency Services, Hepp­
ner Fire Department and lone
Fire Department responded
to a report of a single-vehicle
accident on Hwy. 207. The
vehicle had rolled, but landed
on all wheels and the driver
said she was not injured and
the vehicle was not blocking.
There was no transport.
-MCSO received
report o f200 feet of fire hose
in the roadway on Baseline
Lane and Lloyd Road, lone.
The lone Fire Department
advised and responded to
remove it.
-MCSO received
report of a vehicle with a
punctured fuel tank, but the
fire department needed to
secure the scene before the
vehicle was towed. The For­
est Service was called and
GPS coordinates given.
-MCSO received
report from a Heppner sub­
ject that another man asked
him to check on his cabin
property, but the caller said
the last time he talked with a
deputy he was advised not to
go back to the cabin.
-MCSO received
a call from a Boardman
woman who wanted MCSO
to check for warrants on a
subject who was believed to
be in the area. The caller said
she had raised the subject’s
two daughters and believed
the subject to be in custody
in the valley.
-MCSO received
report from a Boardman
subject who said two male
subjects in a vehicle almost
hit her and another vehicle.
MCSO responded, but was
unable to locate anything.
-MCSO received
report of a vehicle stranded
on the freeway. Oregon State
Police did not have a unit in
the area. MCSO responded
but was unable to locate the
vehicle.
-MCSO received
report that the Hermiston
Police Department arrested
Albert James Gandy, 44, on
an Irrigon Justice Court war­
rant for Failure to Pay Fine/
Failure to Appear.
-MCSO received
report of an erratic driver,
possibly intoxicated who
crossed the centerline and
came head-on to the re­
porter’s vehicle on Hwy. 74,
Heppner.
-MCSO received
report that a football player
went down with a possible
knee injury in Heppner. The
subject was transported to
Good Shepherd Hospital.
-MCSO, Heppner
Fire Department received re­
port of a motor vehicle acci­
dent on Baseline Lane, Hep­
pner. The victim, a 20-year-
old male, was brought to the
reporter’s residence with a
bad cut on the back of his
neck.
-MCSO received re­
port from a Heppner woman
that she was chased while she
was out walking her dog. A
deputy' responded.
-MCSO arrested
Gene Ray Ball, 23, on a
Heppner Justice Court war­
rant for Failure to Pay Fine/
Failure to Appear. He was
lodged at Umatilla County
Jail with $1,714 bail. He
also had another restricted
warrant that was to be served
at UCJ.
-MCSO received
report of the passenger rear
tire stolen from a pickup left
at a repair center in Heppner
for the weekend. The side of
the truck was reported to be
“wrinkled.”
-MCSO, Boardman
Police Department received
report from a Boardman
subject that he had invited
a male subject over to his
house and the subject put his
hands around the reporter’s
throat and told the reporter
to tie him up or kill him. The
suspect was in the bedroom
and the reporter called from
outside.
-MCSO received re­
port of three people drinking
at the raceway in Hermiston.
They were asked to leave, but
“came back before a deputy
could respond.” The deputy
was given three different ve­
hicle descriptions: a Toyota
pickup, a dark-colored Ford
pickup and a green jacked
up pickup. The vehicle was
believed to be en route to
Irrigon.

-MCSO received report of
loud music in the Boardman
area.
-Boardman Police
department received report
from a business in Boardman
that a worker had set off the
alarm and entered the wrong
code. He said he would wait
on the scene until the owners
arrive.
-BPD received re­
port from a female that an­
other female subject was
stalking her.
-MCSO received re­
port from BPD that a subject
who has a suspended license
was driving an orange tow
truck pulling a goose neck
trailer.
-BPD received re­
port from a witness that he
saw a vehicle hit his car and
drive away. There was mini­
mal damage and the victim
did not want to press charges.
BPD cited Carlos Crescencio
Garcia Lomas, 18, for driv­
ing without insurance.
-BPD received re­
port of a Nazi sign painted
on a tree at the park. BPD
responded and determined it
was an old incident.
-BPD, Boardman
Ambulance received report
of a male subject drunk and
throwing things at cars that
drive by at Marine Drive near
the Port of Morrow. BPD
responded and determined
the subject was part of a
wedding party taking place
at the lodge. BPD arrested
Paul Valle 25, for Disorderly
Conduct and Criminal Mis­
chief III. He was lodged at
Umatilla County Jail with
$4,500 bail.
-BPD received re­
port of a fight inside the bar
and grill on Marine Drive.
There were approximately
seven people and “lots of al­
cohol” but no weapons. One
subject was kicked out of the
bar and grill and sent home
with a sober driver.
S ep t em b er 13:
Morrow County Sheriff’s
Office received report from
a subject that he was side-
swiped. The vehicle was
stopped and warned.
-MCSO received
report from an lone subject
that he had no power. The
reporter said he was going
to contact Columbia Basin
Electric.
-MCSO received
report of an audible burglar
alarm at the lone Market.
-MCSO received
report that a subject wanted

on warrants was living in
Weiser, ID. The subject was
informed that the warrants
were not extraditable.
-MCSO received
report from a Boardman
subject that two dirt bikes
are riding up and down
Canal and Paul Smith roads
at high rates of speed. The
reporter was concerned for
their safety. MCSO made
contact with the subjects
and they said they would
stop.
-MCSO cited
Thomas Patrick Tremper,
49, for Violation o f the
Basic Rule, 80 mph in a 55
mph zone.
-M CSO , Board-
man Police Departm ent
received report that several
people were fighting in a
field near Lamb Weston.
MCSO and BPD responded
and determined that there
was no incident.
-MCSO received
report that a male subject in
Heppner working for a pav­
ing company has a warrant
out on him.
-MCSO received
report from an Irrigon sub­
ject that he was receiv­
ing text messages from an
unknown person and he
wanted them to stop. He
later called the sheriff’s of­
fice to say he found out who
the messages were from and
everything was okay.
-MCSO received
report of two male subjects
who had run out o f gas
believed to be at the North
Lex Elevator. A deputy
responded and was unable
to find the vehicle at the
elevator.
-MCSO deputy re­
ported he was out with a ve­
hicle on Hilltop, Boardman,
parked in a bad place.
-MCSO received
report from a subject who
said he and his girlfriend
were out toward the wildlife
refuge in Irrigon and found
a purse. He said they left it
there, and advised the ID
was inside and everything
inside had been cut up.
-MCSO received
report from a subject on
1-84 that her vehicle had
been hit on the freeway
by a Chevy Silverado. All
MCSO deputies and BPD
were on an emergent call
so the call was forwarded
to OSP.
-MCSO, Boardman
Police Department received
report of an audible alarm
at Riverside High School.
It was a false alarm.
-MCSO received
request for a deputy for
an unsecured fridge in the
front yard o f an Irrigon
residence.
-Boardman Police
Department received report
from a subject that while
he was riding his bike near
Good Shepherd Lutheran
Church, two dogs, possibly
Chihuahuas, were nipping
at him. An officer warned
the owners concerning hav­
ing dogs at large.
-BPD received re­
port of a jet ski with two
people on it that ran out
of fiiel and is stuck on the
water. The reporter called
back and said the jet ski was
taken back to shore.
-BPD received re­
port from a subject that
while visiting a friend in
an apartment complex, his
girlfriend was assaulted by
another male subject. An
officer responded.
-BPD, Boardman
Ambulance received re­
port that a male subject
was passing out. The re­
porter said the subject was
breathing, but his eyes were
dilated and he was not re­
sponding to the female.
An officer and Boardman
Ambulance responded and
the male was transported to
Good Shepherd Hospital.
-BPD, Boardman
Ambulance received report
that a female took 15-20
sleeping pills and was over­
