Sheriffs Report
The Morrow County
Sheriffs Office reports han­
dling the following busi­
ness:
August
15 :
-MCSO received report of
loud noises and loud voices,
one male and one female
possibly drunk or on drugs
in Heppner. It turned out to
be unfounded.
-MCSO received
report of a blue and silver
bass boat stuck on a sand
bar six miles up the river
from Boardman. The sub­
jects needed assistance in
getting off the water.
-MCSO received
report of an elderly man in
Boardman whose vehicle
had broken down. MCSO
responded and the vehicle
was towed into Hermiston.
-MCSO arrested
Toby Dale Rodriguez, 38,
for Driving While Sus­
pended-misdemeanor. He
was released on his own
recognizance.
-MCSO received
request for a deputy from
an Irrigon woman to kick
down her bedroom door
that she accidentally locked.
She was advised to get a
locksmith.
-MCSO assisted
for the Hermiston fair.
-BPD received re­
port of a drive-off of a green
Toyota SUV in Boardman.
-BPD, Boardman
Fire Department, Boardman
Ambulance received report
from a Boardman woman
that her air conditioning had
blown a pipe and she was
unsure what was coming
out of it. She said her son’s
chest was burned from it.
An ambulance responded.
-BPD arrested Fer­
nando Flores Ryes, 33, for
DUII with a bac o f .15.
He was lodged at Umatilla
County Jail with $6,000
bail.
August 16: Mor­
row County Sheriff’s Of­
fice received report from
an Irrigon woman that she
could hear her neighbors
fighting. While she was on
the phone, she advised that
the female left with her
husband and there was no
need to respond.
-MCSO received
report from an Irrigon sub­
ject of a disturbance with the
male screaming to “get the
“f_”, the sound of things
getting thrown around and
a female crying.
-MCSO received
report of a set of car keys
found in Lexington. The
caller wanted to turn them
into a deputy.
-MCSO received
report of several span ca­
bles missing from irrigation
circles west of Patterson
Ferry in Irrigon.
-MCSO received
report of a Chevy Cobalt
being repossessed in Ir­
rigon.
-MCSO received
report of a cold assault in
Irrigon.
-MCSO received
report of a white Jeep driv­
ing erratically in Irrigon.
-MCSO received
report of juveniles smoking
at the Irrigon Skate Park.
Citations were issued to
juvenile females for MIP-
tobacco products.
-MCSO received
report of a cold domestic
violence incident. MCSO
arrested Jerem y Wayne
Shular, 35, for Assault IV-
Domestic Violence. He was
lodged at Umatilla County
Jail with $6,000 bail.
-Boardman Police
Department received report
of a television stolen from a
Boardman subject.
-BPD stopped a
subject who said he had
been driving all day from
Arizona and was tired. The
subject was warned for his
driving habits and said he
would pull over at the river
and take a nap.
-BPD officer re­
ported he was out with a
vehicle at the tug boat to
the River Lodge and Grill.
It turned out to be someone
who had been staying at
the lodge and walked over
with his children. He was
advised of the “no trespass­
ing” sign.
-BPD received re­
port of a driving complaint
at W ilson Road Trailer
Park.
-B P D re c e iv e d
report of a storage shed
broken into. Missing was
a 70-100 year-old shotgun.
A report w as taken for bur­
glary, theft and criminal
mischief.
-BPD officer re­
ported he was with three
males on Marshall Loop.
BPD arrested David Ramir­
ez, 27, on a Umatilla Coun­
ty Circuit Court warrant for
Failure to Appear/DUII. He
was cited and released w ith
$5,000 bail.

checked several locations
to attempt to find a subject
wanted by Umatilla County
on a warrant for Failure
to A ppear/Possession of
a Controlled Substance-
m etham phetam ine. The
officer was unable to locate
anything.
BPD officer re ­
ported he had three male
juveniles run from him.
They said they ran because
they thought it was past
curfew.
-BPD officer re­
ported he was out with a
vehicle that blacked out on
the officer. The driver said
he thought there was no one
else in the area.
August 17: Mor­
row County Sheriffs Office
received report o f a lost
blue heeler with a severe
limp that answers to “Sk-
ook” lost at the John Day
Dam. The dog has tags.
-MCSO received
report of two deer hit in
the south lane at Hwy. 207
and Buttercreek. The call
was referred to ODOT for
removal.
-MCSO received
report from a female that
she was living with a male
subject who pointed a gun
at her and told her to get
out of the house. She said
he also told her he was go­
ing to set her things on fire.
She said she left to go to her
parents’ house, but is con­
cerned for a friend of hers
who is still at the residence.
MCSO, Umatilla County
Sheriff’s Office and OSP
responded. It turned out
to be in Umatilla. MCSO
assisted.
-MCSO received
report o f a custody dis­
pute concerning a Heppner
subject. The subject was
advised of circumstances
where his children are liv­
ing.
-MCSO received
report from the city of Hep­
pner of graffiti on the wom­
en’s restroom door at the
park. A deputy responded
and a report was taken for
Criminal Mischief III.
-MCSO received a
call from an Irrigon subject
whose girlfriend had told
him that someone from
Bake's called for him. The
subject wanted to be sure
the call wasn’t from a dep­
uty looking for him for be­
ing involved in an incident
that took place there a few
nights ago.
-MCSO received
request for contact from an
lone subject who advised
his granddaughter stole
video equipment and towels
out of his bedroom.
-M CSO arrested
Aaron James Cockrill, 30,
on an Irrigon Justice Court
warrant for Failure to Pay
Fine/Driving While Sus­
pended. He was lodged at
Umatilla Countv Jail with
$2,011 bail.
-MCSO received
rep o rt o f a red Toyota
parked in front of the Hep­
pner jew elry store since
the previous Friday. The
reporter said it wasn’t in the
way, but wanted to make
I
sure it wasn’t stolen.
-MCSO received
report o f harassm ent in
Irrigon.
-MCSO received
request for contact for an
on-call crisis worker.
-MCSO received
report from an lone subject
that someone was trying to
steal a car from her prop­
erty. A subject had attached
a chain to a vehicle to move
it so he could get to another
subject’s car.
-Boardman Police
Department received re­
port from a Boardman gas
station that someone had
received $70 worth of fuel,
but the debit card was be­
ing declined. An officer
responded and took a case
for theft and has the credit
card in possession.
August
18:
-MCSO received a report
of burglary in Irrigon from
a female caller who did
not speak English. It was
determined that someone
thought the house was va­
cant and started breaking
in the window. The woman,
who was alone with her
children, banged on the
wall and they people got in
their car and drove away.
-MCSO received a
report of fire in a neighbor’s
back yard. The fire was
put out with a hose but the
caller requested that the fire
department come by and
check it out. It was stated
that a juvenile that started
the fire.
-MCSO received a
report of a female subject
in the Lexington area who
smokes marijuana all day.
The caller was not sure if
the subject had a medical
marijuana card or not but
was concerned about how
the subject acted when she
was in public and around
her family.
-MCSO received
a report of a small fire ap­
proximately 18 miles up
Black Mountain Road. The
caller stated that a cabin
was threatened. Empty pro­
pane tanks were found.
-BPD received a
report of a fight between
two male subjects. David
Shane Molina, 30, was ar­
rested for harassment.
-BPD arrested Ma-
cario Daniel Ibarra, 27, on a
UCSO warrant for failure to
appear/possession of meth-
amphetamine.
August 19:-MCSO
received a report from lone
City Hall that sprinklers at
lone City Park had been
broken off again the night
before.
-MCSO received a
report that a female subject
in Irrigon had pushed her
son down by shoving his
head. The caller stated that
the subject made the boy
fall and he almost hit his
head on a boulder. The call­
er also stated that neglect
and abuse is ongoing.
-MCSO was noti­
fied that H erm iston PD
had arrested Timothy Alan
Jones, 32, on an IJC war­
rant for failure to pay fine/
possession of less than an
ounce of marijuana.
-MCSO received
a call from a juvenile who
advised that she was kicked
out and that her mother beat
her and she did not want to
return to the residence in
Umatilla. The information
was transferred to UCSO.
UCSO called back and ad­
vised that the juvenile was a
runaway and requested that
MCSO pick up the juvenile
and transport her to their
officer. The transport was
made. BPD assisted.
-BPD received a
report of an F -150 that was
hit by another car at a gas
station.
-BPD received a
report of a bag that was
stolen somewhere between
Portland and Boardman.
-BPD received a
report of a dispute between
a mother and daughter. The
juvenile was transported to
another residence for the
night.
August
20:
-MCSO issued a citation to
Catherine Jo Page, 51, for
violation of the basic rule
by going 71 mph in a 55
mph zone.
-MCSO received a
report of telephonic harass­
ment. MCSO made contact
with the caller and warned
her that if she called again
she would be arrested for
telephonic harassment.
-MCSO received a
report of theft. The reporter
stated that he was watching
his friend’s house and that
the place was padlocked.
He stated that today the
lock was broken and a weed
eater and chain saw were
missing.
-MCSO received a
driving complaint involving
a white pickup with black
racks. The caller stated that
the vehicle almost hit her
going around a comer and
a tire flew out of the back of
the truck. MCSO responded
but was unable to locate the
driver or the tire.
-MCSO received
a driving complaint. The
caller stated that a tree trim­
ming truck was following
them too closely and then
drove beside them and tried
to run them off the road.
Both drivers were warned
about their driving habits.
Jesus Cesar Reyes, 39, was
issued a citation for no op­
erator’s license.
-MCSO received a
report of a lightning strike
fire in Klickitat County. The
caller was transferred to
Klickitat County Sheriff’s
Office.
-MCSO issued a ci­
tation to Derek Allen Watt,
19, for disobeying a traffic
control device.
-BPD received a
report of harassment. The
caller stated that a male sub­
ject came to the residence
she is at and threatened
her and left her threatening
text messages. The caller
advised that he attempted
to come into the residence.
An officer responded and
made contact with the male
subject and advised him
of the consequences of his
conduct. MCSO assisted.
-BPD arrested Ma­
rio Alberto Garcia, 43, for
possession of methamphet-
amine and failure to register
as a sex offender.

Ryan P. Payne, 30, on a
Hermiston warrant for con­
tempt of court and failure to
pay fine.
-BPD received a
report of a fight in progress.
The caller stated that it was
a gang fight with unknown
persons, weapons or drugs.
BPD responded and tres­
passed two subjects from
the location.
-Heppner Am bu­
lance received a call stating
that the caller’s husband
was in diabetic shock and
she needed an ambulance
to respond. The patient was
transported.
-Irrig o n A m b u ­
lance received an EMS
call regarding an accident
involving a semi and a pas­
senger car. EMS, IFD and
MCSO responded. OSP
was called out.
August 21: Mor­
row County Sheriff’s Office
received report from a Hep­
pner man that he returned
to his house to find his dog
alive, the glucose m oni­
tor wet, like someone ran
water over it. The subject
said someone was trying
to frame his wife. He said
he went camping and came
back to find his dog hang­
ing.
-MCSO received
report that an Irrigon man
was having health issues,
possibly diabetic. He was
transported.
-MCSO received
report from the Heppner
grocery store that a female
from Portland left her purse
at the store and had not been
back to retrieve it.
-MCSO received

report o f a white Inter­
national semi-truck with
two trailers full of hay not
maintaining lane and speed­
ing. The deputy was out
of position and OSP was
advised.
-MCSO received
report of a lot of smoke that
looks like its coming out of
the depot.
-MCSO cited Gary
Norman Falkenberg, 65, for
Violation of the Basic Rule,
81 mph in a 55 mph zone.
-MCSO received
report of three male sub­
jects out with a gold colored
car on Bom bing Range
Road and Wilson Lane that
has high-centered and may
need some assistance.
-MCSO received
report of several cars parked
at a location for at least
three days in Irrigon.
-MCSO received
report people trying to pass
bad checks at a Boardman
store. The subjects were
still there. MCSO assisted
Boardman Police Depart­
ment.
-MCSO received
report from an Irrigon sub­
ject that approximately two
weeks ago she was riding
her horses and a male sub­
ject attempted to run them
over with his red Saturn.
The subject said he tried
to do it again. MCSO will
be making contact with the
subject.
-MCSO received
report of a possible custody
dispute in Irrigon.
-MCSO received
report of a newer small car
driving at a high rate of
speed all over Heppner with
a load of kids in it, last seen
passing the Stable of Youth.
MCSO was unable to locate
anyone.
-MCSO received
report of a small grey car
parked on the grass at
the skate park in Irrigon.
MCSO was unable to locate
any vehicle.
-MCSO deputy re­
ported he was flagged down
at a Shell station in Board-
man concerning a criminal
mischief complaint.
-MCSO received
a report o f a 17-year-old
breaking into a Heppner
residence and taking the
subject’s stuff.
-MCSO received
report of a vehicle cross­
ing the center line multiple
times, possibly DUII at the
Kinzua Mill zone in Hep­
pner. The subject was not
DUII, but said she had been
shopping all day and was
tired. The subject received a
warning for failure to main­
tain lane and failure to carry
proof of insurance.
-Boardman Police
Department code officer
reported he checked a trap
that he had set at the Board-
man Marina, but there was
no dog in it.
-BPD received re­
quest for info concerning
a boat parked on the street.
-BPD officer was
flagged down by a driver
of a semi who was lost and
asked directions.
-BPD officer re­
ported he did traffic control
while graffiti was removed
from the roadway on N.E.
Front St.
-BPD received re­
port of a dog in the trap that
had been set.
-BPD received re­
port of racist graffiti.
-BPD code officer
reported he dealt with a
snake problem.
-BPD received re­
port of people trying to pass
bad checks at a Boardman
store. The subjects were
still at the scene, but were
attem pting to drive off.
BPD arrested Oscar Espi­
noza Vera, 48, for Failure
to Carry and Present ID
and Theft. He was lodged
at U m atilla County Jail
with $9,000 bail. He was
also cited for No Opera­
tor’s License and No In­
surance. BPD cited Jose
Rafael Flores Chavez, 44,
Manuel Ramirez, 21, and
Jose Gomez Beltran, 34, all
for No Seatbelt. The vehicle
was impounded.
-BPD received re­
port from a subject that he
had been receiving phone
contact from another sub­
ject. The officer determined
it was unfounded.
-BPD received re­
port of an unwanted person
at her apartment. She said
her ex-boyfriend wouldn’t
leave. The subject left for
the night.

Department assisted in a
call.
-Irrig o n A m bu­
lance received report of a
female with chest and arm
pain in Irrigon. She was
transported to Good Shep­
herd Hospital.
-lone Fire Depart­
ment received report o f
a fire with flames about
200 yards wide. It was
determined to be in Wash­
ington.
-lone Fire Depart­
ment, Heppner Fire Depart­
ment received request for
mutual aid for a grass fire.
-Heppner Ambu­
lance received report of a
male who possibly had a
stroke with paralysis on one
side. He was transported
to Pioneer Memorial Hos­
pital.
August 22: Mor­
row County Sheriff’s Of­
fice made contact with two
subjects about the misuse
of 911 calls.
-MCSO, Boardman
Police Department received
report from a Boardman
woman that the father of
her child had the child and
would not return it. She re­
ported that she dropped the
child off with a female that
the child was not supposed
to be around. A deputy re­
sponded and advised that it
was a civil matter because
custody had not been es­
tablished.
-MCSO received
report from an Irrigon sub­
ject who advised that a
stray dog in the area was
growling and barking and
almost bit their grandchild.
A deputy picked up the dog
and transported it to Pet
Rescue.
-MCSO received a
911 hang-up call from the
pay phone at the Irrigon
Marina. On call back, the
line advises that it is not
able to receive incoming
calls.
-MCSO received
report from a Lexington
subject who said he was
sitting on a motorcycle and
someone swerved out of the
alley and into the yard and
hit him. He advised he spent
the night in the hospital.
-MCSO received
request from a subject to
have people trespassed
from his property.
-MCSO received
report from an Irrigon
woman that she would like
a welfare check completed
for daughter who was with
her father for the week. The
caller said they were not
answering their phones.
-MCSO received
report that a subject was
cursing and throwing lawn
chairs in the roadway in
Irrigon. A deputy made
contact and was advised
that the subject was upset
because his computer went
bad on him.
-MCSO received
report from a subject who
said he was lost out on the
Columbia River. A sergeant
and marine deputy found
the subject and brought
him back.
-MCSO received
report from the sheriff that
he was out with a vehicle
on Hwy. 730 and advised
a male and a female had
a disagreem ent and she
was out of the vehicle with
her belongings waiting for
someone to come get*her.

report from a subject in
the RV park in Heppner
that two dogs were barking
