    Pratt joins Ione staff as special ed teacher
Gale Pratt has been
nam ed the new special
education teacher at lone
Community School.
Pratt, who lives in
Stanfield, grew up in towns
all over eastern Oregon. She

decided to go into the spe­
cial education field when
one of her children went
on an 1EP (Individualized
Education Plan). Pratt was
struggling to understand
the process that her child
was going through and one
of her college professors
advised her that the best
way to understand it was
to learn by going into that
field. So she did.
Pratt has taught
special education for seven
years in schools throughout
Oregon. She also worked
for four years at Two Riv­
ers Correctional Institution
w here she taught adult edu­
cation, English as a Second
Language and special edu­
cation classes. From there
she went to Aniak, AK, for
her first administrati\e job
where she was director of
special education for one
year. She then went on to
the Molalla River School
D istrict w here she was
the supportive education
director for two years. And
now, she is back w orking in
eastern Oregon.
She received her
bachelor’s in science with
an emphasis in history from
Eastern Oregon University
in 1993. She received her
teaching license in 1995
from EOU as well. In 2003
Pratt received her m as­
ter’s in special education
from Heritage University
in Toppenish. WA. She also
received a master’s in ad­
ministration degree in 2005
from Heritage University.
Pratt has four chil­
dren. one of which, Rob­
bie Shirley, is a senior at
Stanfield High School. Her
other three children are all
currently on active duty
w ith the military . Trey Shir­
ley is in the Army and is sta­
tioned at Fort Richardson in
Alaska. Shaw n Shirley is in
the Navy and is stationed
in May port. FL. Charlene
Patterson is a seabee in the
Navy.
"It has been differ­
ent working in lone." said
Pratt. "This is the smallest
(school) I’ve worked in. It
is a tight-knit community
that stands behind their stu­
dents. (This) is a very nice
job.

lone Booster Club to induct
51 people into Hall of Fame
On Saturday, Oc­
tober 24, 2009 the lone
Cardinal Booster Club w ill
induct 51 people into the
Hall of Fame.
The 1922 to 1960
year groups will be recog­
nized for this first annual
event. These outstanding
individuals through their
exceptional achievements
have brought honor to them­
selves, lone High School,
and the lone community.
The Induction Din­
ner will be at the lone Le­
gion Hall starting w ith a no
host social hour at 4 p.m. by
Taylor's Restaurant. Dinner
w ill be served at 5 p.m. The
cost is $10 per person and
includes barbecue mix grill,
cheesy potatoes, several
salads, homemade rolls and
dessert. Everyone is invited
to attend.

City planning commission
tables partition request

Monday tabled a request
from Kyle Robinson that
changes to be made a land
partition approved by the
city last year for property
located above Rock Street.
The planning com­
mission and city council
approved a land partition
in November o f2008 w hen
Robinson was preparing
land for possible construc­
tion o f a secure residen­
tial treatment facility on
land his family owns above
Rock Street.
The facility even­
tually located elsewhere
and the development never
went through, and now
Robinson is asking that the
city change the conditions
so that improvements such
as road curbs and gutters,
and water and sewer lines
are required only when the
property is developed. He
indicated he wished to sell
the three created parcels to
a developer for home con­
struction, and not develop
them himself as w as earlier
planned.
City attorney Bill
Kuhn told the planning
commission they could ap­
prove Robinson’s request to
postpone the improvements,
but only if he guaranteed
the improvements w ith one
o f five financial security
arrangements. The security
could take the form of an
escrow account with cash or
other liquid assets, property
escrow with another piece
of land with enough value
to guarantee performance,
formation of a special im­
provement district, letter of
credit obtained by a bank or
a performance bond.
Kuhn ex p lain ed
that if an improvement dis­
trict were used. Robinson
would be required to form
the district, which would
then tax those who bought
property in the new subdivi­
sion to pay for the required
improvements. Kuhn said
this would shift the cost of
the improvements to the
new property owners, but
would require quite a bit of
administrative expensive to
complete.
In the end after
debate the planning com­
mission tabled the request
to modify the existing sub­
division and adv ised Rob­
inson that he may want to
resubmit his request as a
simple three parcel land
division. Robinson did not
indicate what he planned
to do.
