Film festival highlight of M. C.
Historical Society to be held
A film festival
highlight of Morrow Coun­
ty Historical Society w ill be
held at the annual meeting
in Heppner on Sunday, Oc­
tober 4. A potluck meal will
begin at 1:30 pm., at the St.
Patrick’s Senior Center.
Guests with last
name A-F are asked to bring
a favorite side dish; G-N
bring salad; O-Z bring des­
sert, or, guests can simply
show up.
The business meet­
ing and program will begin
at 2:30 p.m. The film fes­
tival program will feature
two short documentaries.
The first will be “Ameri­
can Cowboys,” a true story
o f two legendary cow­
boys, Jackson Sundown
and George Fletcher, who
Kannard follows in mother’s
footsteps as Round-Up princess
broke the color barrier at
the Pendleton Roundup.
The second will be “The
Logger’s Daughter,” the
story of Maxville, a town
built in Eastern Oregon in
1923 by a Missouri lumber
company. The meeting will
conclude at 4 p.m.
Both meeting and
program are free. Copies of
the 2009 Morrow County
Chronicles will be avail­
able for sale for $5. Annual
membership dues are due
and can be paid at the meet­
ing. Dues are $5.

Ashley Kannard
Community concert to
be held October 8
Come and help raise some money for Heppner’s
local St. Patrick’s 2010 “Wee Bit O' Ireland” event. Put
Thursday, October 8, from 7-9 p.m. on your calendar and
plan on attending a great concert by Tiller's Folly and
support Heppner’s St. Patrick’s event. The concert will
be held in the Heppner High School gymnasium.
John and Ann Murray/Murray Drugs are sponsor­
ing this event and all donations taken at the door (possibly
some leprechaun's will be present) will go towards sup­
porting Heppner’s annual St. Patrick’s event for 2010.

All Saints Episcopal to
celebrate “All Saint’s Day
All Saints Episcopal Church will celebrate ‘All
Saint’s Day” on Sunday, October 25.
Rebecca Hendricks, Circuit Rider from Milton
Freewater, will do supply on Sunday. Her Aunt and
Uncle lived in Heppner and she has fond memories of
visiting.
Cheerleading workshop
hosted in lone
Ashley Kannard of Pendleton has always wanted
to be a Round-Up princess and this year her dream came
true. Kannard is now walking in her mother’s footsteps
as she was also a Round-Up princess in 1980.
A 2008 graduate of Pilot Rock High School,
Kannard has finished her first year at Blue Mountain
Community College and has bee accepted into BMCC’s
dental assistant program.
Kannard is the daughter of Forrest Kannard of
Pendleton and Shane and Cindy Dougherty Leasy of
Pendleton. She is the granddaughter of Pat Dougherty of
Heppner and the late Jerry Dougherty.

Morrow County
Health Department is con­
ducting a free flu shot clinic
on October 6 from 3:30-
7:30 p.m. or until the regu­
lar flu vaccine is gone. The
clinic will be held in con­
junction with the Riverside
High School open house
event in Boardman.
Last year Morrow
County Health Department
held a free flu shot clinic at
Heppner High School. The
flu clinic offered this fall at
Riverside High School con­
cludes a two year exercise
plan to test mass dispensing
procedures in north and
south county locations w ith
free flu vaccine provided by
the Oregon Public Health
Division for this purpose.
At the October 6
flu clinic the regular flu vac­
cine will be offered along
with information about the
HIN 1 (“Swine” ) flu vac­
cine expected soon.
MCHD appreciates
the cooperation of the Mor­
row County School Dis­
trict, Heppner High School
(2008), Riverside High
School (2009), and public
health volunteers that have
or will assist with the larger
flu clinics.

Morrow County Court
weekly meeting held
An Association of
Oregon Counties meeting
was scheduled for Sep­
tember 16. To allow the
commissioners to attend
this meeting, the Morrow
County Court met on Sep­
tember 15 at 2 p.m. in Hep­
pner with Judge Tallman
and Commission Grieb in
attendance. Following is
a summary of the meeting
provided by Leann Rea.
The court reviewed
and approved accounts pay­
able, payroll payables and
retirement taxes for a total
of $354,644.17 net.
The court conduct­
ed the following business:
-R eview ed and
signed the following con­
tracts: Morrow County Cost
Allocation Plan proposed
rates with the updated cer­
tificate of indirect costs and
an indirect cost negotiation
agreement re Cost Alloca­
tion Plan.
-Reviewed a let­
ter from the Heppner City
Council declaring excess
property (Reservoir #4)
which is located in Town­
ship 2S, Range 26, Sec­
tion 35, Tax Lot 200. Greg
Sweek, county assessor,
reported that in 1974 there
was an agreement to trans­
fer ownership of this prop­
erty from the county to the
city. However, the transfer
did not occur, therefore, the
property still belongs to the
county.
-The county also
reviewed a request from
the Heppner City Council
to assist the city with a
redevelopment plan for
the property currently oc­
cupied by the May Street
Apartments. The topic was
discussed, hut no action
was taken.
-The 2008 Material
Recovery Report (Recy­
cling) from DEQ was re­
viewed. The county’s 2008
goal was 20% however the
report disclosed a recovery
rate of 24.7%.
-Ms. Wolff provid­
ed the court with the status
review of the 2008 Needs &
Issues projects. As of Sep­
tember 14 requested pay­
outs totaled $203,262.35
with $330,489.65 still to
be claimed. If you were
awarded funding through
the Needs & Issues Pro­
cess, please keep the court
apprised if you will not be
able to expend the funds
before the end of the year.
This request is not neces­
sary if you have applied
for funding of a multi-year
project.
-Ms Wolff reported
on the Local Government
Personnel Institute (LGPI)
conference that she recently
attended.
Morrow SWCD Board
meeting to be held
The Mor r ow
SWCD Board has a meet­
ing scheduled for Tuesday,
October 6, at 6 p.m. at the
Ag Service Center in Hep­
pner.
Agenda items in­
clude: September 09 meet­
ing minutes, treasurer’s
report, written staff report,
OACD Convention up­
date, and agency reports.
A conference call may be
necessary.

Misti Stefani has been hosting a cheerleading workshop on
Sunday and Monday nights for K-5 graders. The girls all
dress up and perform at the half time of the football games.

Holly Rebekah Lodge to
hold October card party
Holly Rebekah Lodge will be hosting October’s
card party this Saturday, October 3, starting at 7 p.m.
at the Odd Fellow Lodge hall in Lexington. The cost is
$5 per person and is open to the public. Snacks will be
provided throughout the evening.
