Morrow County Court weekly meeting held
The Morrow County
Court met on February 25
at the Port o f Morrow of­
fices with Judge Tallman
and Commissioner Rea in
attendance. Following is a
summary o f those meeting
prov ided by Leann Rea.
-The court approved
A ccounts Payable in the
amount o f $69,218.35.
-The court heard a
report from the planning
director, Carla McLane re­
garding the proposed Idaho
to Boardman power trans­
mission line and an upcom­
ing meeting to be held in
Baker City. Those in atten­
dance at this meeting will
be planners, commissioners
and/or judges from Malheur,
Baker, Union, Umatilla, and
M orrow C ounties. These
individuals will be meeting
with representatives from
Oregon Fish & Wildlife, Bu­
reau of Land Management,
and Oregon Dept, o f Energy,
Idaho Power. The planning
director also shared w ith the
court, a department update
that had been shared with
the Planning Commission at
the commission's last meet­
ing held on February 24.

Dept, director provided a
quarterly update to the court.
Informed the court they had
provided 1,263 flu injections
or FluMist, 273 doses Tdap
(Whooping Cough), 33 dos­
es Pneumonia vaccine.
The court reviewed
and approved the minutes
from the February 2 special
m eeting held at the Port
o f M orrow. The m eeting
was held for the purpose
o f discussing the Columbia
River Enterprise Zone ap­
plication.
-The Court received
the following Road Report:
Depot Lane-continuing w ith
shoulder work along Depot
Lane from Eighth Street out
to Paterson Ferry Road. Re­
ported that one side has been
completed and the crew w ill
be completing the last piece
this week (February 26th’.
The crew is w orking on
culvert extensions, erection
of mailbox stands, signs and
touching up in some areas.
The main excavation will
be completed so the rented
excavator will be returned.
Misc: Have plowed snow
and sanded on Willow Creek
Road as necessary. Grader
operators have been grading
roads as weather allows. The
contractor driving the pilings
for the Road Canyon bridge
has mobilized the equipment
needed to the bridge site
and will start driving pilings
February 25th.
- The court again met
w ith three residents from the
lower Willow Creek area
regarding the noise gener­
ated by the new' wind tow­
ers. The Court informed the
gentlemen that Invenergy
had been informed o f their
complaint and that an entity
was going to be providing
the county w ith a “Scope of
Work” within the next 10
days or so. The court told
the residents they would
keep them informed o f the
outcome o f the research.
-After the courts de­
cision last week on how the
funds received from Pacific
Ethanol E nterprise Zone
would be dispersed, it was
brought to their attention
that the Boardman Rural
Fire D istrict was expect­
ing the entire payment o f
$37,320. The co u rt w ill
review the minutes from the
executive sessions where the
conditions o f the tax abate­
ment considerations were
decided and the Enterprise
Zone contract and make
their final decision at the
next meeting.
-The City o f Board-
man and the Port of Morrow
held a telephone confer­
ence with the county court
to d iscu ss the proposed
“ Intergovernmental Agree­
m en t” for the C olum bia
River Enterprise Zone. Final
language was agreed on and
the document will be signed
by each entity after receiv­
ing agreem ent from their
respective Commissions or
Boards.
-The court reviewed
their portion of the budget in
preparation of the upcoming
budget hearings. Additional
information will need to be
obtained in certain areas.

the Umatilla Chemical De­
pot and to Senator Wyden
regarding the B oardm an

-The court approved
an OLCC Application for
Temporary Use o f Annual
License to T ay lo r’s R es­
taurant & Lounge o f lone,
allowing service at the Mor­
row County Fair Grounds
March 7.
-The court reviewed
and authorized the refund of
$1,219.25 in property taxes
to the Morrow Soil & Water
Conservation District.
