    Planning Commissions hear public
testimony on proposed subdivision

A proposed new sub­
division in Heppner was the
subjeet o f a joint eounty and
eity planning commission
meeting last Tuesday night
in Heppner.
The tw o planning
commissions met together
because part o f the proposed
110 acre development part
lies inside the city limits,
and part outside. Tuesday's

meeting was a chance for
the public to give its input
and comments ranged from
its needed for the town to
grow, to co n cern s about
water run off.
The property is lo­
cated abov e Rock Street on
the hill to the East o f Hep­
pner and will consist o f a
street with a cul-de-sac on
the end running parallel to
Rock Street North. Access
into the subdivision will
be through Willow Street
off Rock Street and also a
“ p rim itiv e” road com ing
up the back side from o f
Fairv iew Way.

cerns from the a p p ro x i­
mately 35 members o f the
public at the meeting were
about how' the city and the
developer (the property is
owned by Merlyn Robinson
o f Heppner, how ever her
son Kyle is handling the
project) would handle storm
water run off from the sub­
division. Residents o f Rock
Street directly down hill
from the project, and some
from Fairview to the north,
were concerned in the event
o f heavy rains that residents
directly dow nhill w ould
receive an unm anageable
amount of run off.
It was reported that
the city will require standard
catch basins. Collection w ill
be run to the north end o f the
property using bar ditch or
diversion ditches down to
Fairview Way. This would
be temporary until property
is developed and a drainage
plan may be needed to be
addressed.
All utilities will be
built to city standards and
specifications as well as
streets which will be 38 feet
curb to curb with five foot
sidewalks and a two foot
utility strip on the back side
o f sidewalks. The w ater and
sewer mains will both be
eight inches.
The planning com­
missions for both the city
and the county did not take
action on the subdivision
request, but continued the
meeting to meet adequate
public notification rules,
until N ovem ber 12 when
they are expected to take
action.

had gotten into a verbal al­
tercation w ith her estranged
husband David Dyer, 44, of
Heppner.
According to a re­
lease from the MCSO, when
Sunday Dyer was attempting
to leave the residence, David
Dyer fired several shots at
her vehicle from a .22 pis­
tol. Some of the rounds did
impact the vehicle. Sunday
Dyer was not injured in the
incident.
The weapon was re­
covered at the scene and Da­
vid Dyer was arrested on the
following charges: Unlawful
use of a weapon; Pointing a
firearm at another; Criminal
M ischief II. Reckless En­
dangering; Harassment; and
Menacing.
He was lodged at
the Um atilla C ounty Jail
with an initial bail amount
,4 $47,000.
The case is still un­
der investigation.
