sufficient specificity to afford
the decision maker an oppor­
tunity to respond to the issue
precludes appeal to the Land
Use Board of Appeals based
on those issues.
Planning Commissioners
will be meeting at the Port of
Morrow Riverfront Center at
5:00 p.m. for a brief tour of
the Port. Following the tour,
the Planning Commission will
take a dinner break. The Pub­
lic Hearing will begin at 7:00
p.m. No deliberations will take
place and no decisions will be
reached prior to 7:00 p.m.

and pick up schedules dur­
ing that time. New student
registration will be held
from 8 a.m. - 12 p.m. on
August 19.
HHS Student Body
officers will provide tours
and help with lockers for
any students wanting assis­
tance from 8 a.m. - 12 p.m.
on that day.
On Wednesday, Au­
gust 20, from 6:30 - 8 p.m.
the HHS coaching staff will
be conducting the 2008-09
HHS sports registration
night in the cafetorium.
This is for all students 7-12
who will be participating in
any sport during the school
year. Parents must register
students and provide insur­
ance information, sign Drug
Testing and Participation
Forms at this time. Fall Pay
to Participate Fees will be
due at this time.

Support your local HEROES
The Adopt A Teach­
er foundation has teamed
up with Heppner Elemen­
tary School to begin a new
program similar to the old
SMART (Start Making A
Reader Today) program.
This new program will be
called HEROES (Heppner
Elementary Reading Or­
ganization for Every Stu­
dent).
Currently the orga­
nization is assisting in the
funding of a new elementary
reading program for Hep­
pner Elementary School.
Prior to this time and for
the past seven years, Hep­
pner Elementary School
participated in SMART. The
SMART program served
35 to 42 elementary school
students in kindergarten
through grade three. Each
student was paired with a
volunteer for a 30-minute
session in which the child
received one-on-one at­
tention to boost the child’s
reading skills. The program
not only increased reading
test scores for Heppner El­
ementary students, it created
a vested interest the students
and their reading success in
the community.
SMART was a non­
profit group that supplied
funding for one facilita­
tor for the school. The fa­
cilitator's job was to train
volunteers and pair them
with students. It was a great
disappointment to learn in
April of 2008 that SMART
was canceling funding for
the program at Heppner
Elementary School. At that
point the Morrow County
School District was unable
to supply funding to keep
the program.
Heppner Schools
Adopt-A-Teacher was de­
signed for just such situ­
ations. It will contribute
$4,000 toward to'keep the
current facilitator employed
during the 2008-09 school
year. It will coordinate oth­
er fund raising efforts to
raise an additional $1,000
to $3,000 needed to keep
and even expand the current
reading program. The new
program will be called HE­
ROES, Heppner Elementary
Reading Organization for
Every Student. HEROES
also plans on keeping the
current SMART program
facilitator, Barbara Moore.

corporation, which incor­
porated March 11,2003. Its

Morrow County Fair, Hep­
pner St. Patrick’s Day cel­
ebration, and assisting with
serving snacks to cyclist at
the Cycle Oregon tour. Addi­
tionally, the group sponsored
a Buy-A-Brick fundraiser.
For a donation, engraved
bricks were purchased and
inlaid in the sidewalk at the
new Heppner Elementary
gymnasium building. On
the average, the group has
organized four fundraisers
a year.
However; as with
all new programs, fund-
irig for this new program
is desperately needed. We
are currently researching
grants and other money
making ventures, but money
and volunteers are needed.
There will be a booth at
the fair with handouts and
pamphlets available to all
who are interested in learn­
ing more. You can contact
any of the Adopt-A-Teacher
board members or HES staff
if you have any more ques­
tions.

ROES.

educational funding in the
State of Oregon has severely
diminished creating a near
crisis loss of programs.
Adopt-A-Teacher was cre­
ated to help stem the loss of
programs by raising funds
and targeting staff and pro­
grams most in need of fund­
ing assistance.
' ’ The'Board ofDirec-
tors is currently made up of
three teachers, one school
district board member and
one parent. Attending the
Adopt-A-Teacher Board
meetings regularly are the
Heppner school-building
principals. With input from
members and advisors, this
group has been successful in
raising funds and identify­
ing and being instrumental
in keeping staff and quality
education programs in Hep-
pner’s schools.
