On or about July 18, 2008,
Oregon Housing & Commu­
nity Services will submit a
request to HUD for the release
of HOME Investment Partner­
ships Program funds under Ti­
tle II of the Cranston-Gonzalez
National Affordable Housing
Act passed by Congress in Oc­
tober, 1990, and amended by
the Housing and Community
Development Act of 1992, to
undertake a project known as
St. Patrick’s Senior Housing,
for the purpose of rehabilita­
tion of 19 units of affordable
housing for senior citizens and
disabled persons.
The activities proposed are
categorically excluded un­
der HUD regulations at 24
CFR Part 58 from National
Environmental Policy act re­
quirements. An Environmental
Review Record (ERR) that
documents the environmental
determinations for this project
is on file at Oregon Housing
and Community Services, 725
Summer Street NE, Suite B,
Salem, Oregon, and may be
examined or copied weekdays
from 8:00am to 5:00pm. There
is never a charge for examin­
ing the ERR. Any copying
requested may be subject to
charges as specified in OHCS
Public Records Request policy
#70-010.01.
PUBLIC COMMENTS
Any individual, group or
agency may submit written
comments on the ERR to Or­
egon Housing & Community
Services. All comments re­
ceived by July 18,2008 will be
considered by Oregon Housing
and Community Services prior
to authorizing submission of a
request for release of funds.

accept the jurisdiction of the
Federal Courts if an action is
brought to enforce responsi­
bilities in relation to the envi­
ronmental review process and
that these responsibilities have
been satisfied. HUD’s approval
of the certification satisfies its
responsibilities under NEPA
and related laws and authori­
ties, and allows the City of
Heppner Housing Authority to
use program funds.
OBJECTIONS TO
RELEASE OF FUNDS
HUD will accept objections
to its release of funds and Or­
egon Housing & Community
Services' certification for a
period of fifteen days follow­
ing the anticipated submission
date or its actual receipt of the
request (whichever is later)
only if they are on one of the
following bases: (a) the certi­
fication was not executed by
the Certifying Officer of Or­
egon Housing & Community
Services; (b) Oregon Housing
& Community Services has
omitted a step or failed to make
a decision or finding required
by HUD regulations at 24 CFR
Part 58; (c) the grant recipient
has committed funds or in­
curred costs not authorized
by 24 CFR Part 58 before ap­
proval of a release of funds by
HUD; or (d) another Federal
agency acting pursuant to 40
CFR Part 1504 has submit­
ted a written finding that the
project is unsatisfactory from
the standpoint of environmen­
tal quality. Objections must
be prepared and submitted in
accordance with the required
procedures (24 CFR Part 58)
and shall be address to HUD

tential objectors should contact

Sheriff’s Report
The Morrow County
Sheriff’s Office reports han­
dling the following busi­
ness:
May 12: MCSO re­
ceived a report from a caller
in Irrigon that two lambs
w ere loose and w alking
around the area.
M CSO received a
report from a caller in Hep­
pner that a cat was caught in
a trap. The cat was taken to
Pet Rescue.
MCSO received a re­
port from a caller in Irrigon
that two sheep were killed
and one disembowled.
MCSO received a
report from a caller in Hep­
pner that a male subject was
trespassing on the caller's
property again. It was an
ongoing issue.
MCSO received a
report from a caller in Ir­
rigon that the neighbor's
dogs were trying to get the
caller’s chickens and rab­
bits; there were about 15
dogs. The dog owner was
advised to keep the dogs in
their own yard.
M CSO received a
request for a deputy contact
from a caller in Heppner re­
garding harassment issues.
M CSO received a
report from a caller in Irri­
gon of a drunk driver. A dep­
uty arrived at the scene and
advised the vehicle is in the
river. Paul Alan Lienig, 34,
w as arrested for DU 11 (B AC
.20) and arrested for Reck­
less Endangering of Another
x5. He was lodged at the
Umatilla County Jail. The
vehicle was impounded.
M CSO received a
report of a disabled vehicle
on Highway 74/Piper Can­
yon Road; it was determined
the subject was looking at a
snake on the road.
M CSO receive d
a report from a caller in
Boardman that a large wa­
ter pump was stolen; it was
determ ined the irrigation
district took the pump for
repairs but didn't tell anyone
about it.
M CSO received a
report from a caller in Irri­
gon from a game violation;
a subject just pulled into an
illegal sturgeon.
