Oregon East Symphony to host evening con­
certs as part of annual Summer Music Camp

hosts its annual Sum m er
M usic Cam p. This cam p
brings together over 100
participants and 20 faculty
members from around the
region and beyond for a
week o f rehearsals and per­
formances.
On Wednesday, July
16 you can watch the stars
o f tomorrow perform in the
Student Recital.
On Thursday, July
17 join camp faculty for one
o f the most am azing and
eclectic evening o f music
you’ll hear in Pendleton all
year. Last y e a r’s Faculty
Recital included jazz, clas­
sical, spoken word, vocal
p erfo rm an ces, and even
new w orks by com poser
and Pendleton native Chris
Thom as. “ The level and
variety o f the performances
was truly astounding,” says
Oregon East Symphony Ex­
ecutive Director, Christina
van der Kamp, “It was such
an entertaining evening and
I’m really looking forward
to this year’s offerings.”
Friday, July 18 is
the cam p Finale C oncert
with perform ances by the
camp orchestras, jazz band,
choirs, and even an African
drum circle.
All concerts will be­
gin at 7 p.m. in the BMCC
Pioneer Theater. Admission
to each is by donation.

Direct and Counter-Cyclical Payment
signup underway in new farm bill

in Morrow County says that
signup has been announced
for the 2008 D irect and
Counter-cyclical Payment
Program (DCP) which helps
delivers certainty for the
crop year and the option of
a timely advance payment.
Contracts are available at
USDA Service Centers and
signup will continue until
September 30, 2008. US­
DA’s DCP readiness follows
the June 12 availability o f
m arketing assistance loan
and loan deficiency payment
(LD P) provisions, w ithin
three weeks o f commodity
title enactment.
“ W ithin w eeks o f
its becoming law, we want
to begin to put a farm bill
into the field and out into the
county,” said Vial.
Producers can fill
out their 2008 DCP contract
at the Morrow County FSA
office in Heppner. Call the
Morrow County FSA office
at 541-676-9011 ext. 2 to
make an appointment.

DCP payments using base
acres and payment yields
established for each farm.
Eligible producers receive
d irect paym ents at rates
established by statute re­
gardless o f market prices.
For 2008, eligible producers
may request to receive an
advance payment o f 22 per­
cent of the direct payment
for each commodity associ­
ated with the farm. USDA
will issue advance direct
payments as soon as practi­
cal after enrollment. Final
direct payments will be is­
sued after October 1, 2008.
Counter-cyclical payments
vary depending on market
prices, and are issued only
when the effective price for
a commodity is below its
target price (w hich takes
into account the direct pay­
ment rate, market price and
loan rate).
Since 2002, USDA
has issued approxim ately
$40 billion in DCP pay­
ments to America’s agricul­
tural producers. Participants
must submit the completed
DCP contract by September
30, 2008. Applications filed
after this date will not be
approved.

Ballard has released the fol­
lowing report:
-Joel Nathan Hage-
dorn, 28, w as co nvicted
o f sexual abuse in the first
degree, a class B felony, and
was sentenced to 75 months
in the Oregon Department
o f Corrections, 45 months
o f post prison supervision,
other numerous conditions,
and pay $673 in fines, fees
and assessments.
-Jason Eugene Holz,
26, was convicted o f failure
to register fel sex offender,
a class C felony, and was
sentenced to 2 years su ­
p erv ised p ro b atio n , 120
sanction units with 60 jail
units, complete 80 hours of
community service, other
numerous conditions, and
pay $ 1,778 in fines, fees and
assessments.

On June 13, Petra Payne and five Spanish 111 stu­
dents traveled to central Mexico for a chance to experience
the life and culture of Mexico.
The students visited historical sites in Mexico
City and colonial towns such as San Miguel de Allende
that still have pebbled streets. Students also stayed with
host families for five days and experienced daily life in
Mexico. Some o f the favorite activities included: visiting
the market, bargaining, and the food.
Each student was able to practice communicating in
Spanish. The immersion lasted nine days and was a great
experience that was enjoyed by all.

After 614,000 miles Mike and Shari Stahl's will retire their 1993
Ford Festiva. Shari Stahl has driven this car as a contractor
for the Post Office. “The thing just plugs along like there's no
tomorrow," said Shari. The car started on the route 12 years
ago with 68,000 miles on it. The Stahl's paid $7,500 for the car
in 1993 and the car gets 40 mpg. They are looking at replacing
