Federal funds will be used
to assist in the rehabilitation
of 19 units of affordable rental
housing at St. Patrick’s Senior
A partm ents, 190 N. Main
Street, Heppner, Oregon. This
building was formerly known
as the Heppner Hotel and is
listed on the National Register
of Historic Places. The pro­
posed work includes repair and
upgrading of interior finishes,
replacement of windows, exte­
rior painting, and other related
work to maintain the integrity
of the building. There w ill be
no change to the building size
or footprint.
Executive Order 11988 re­
quires a determination of the
practicability o f alternatives
to having a project in a flood
area. To make this determina­
tion, the following factors were
analyzed: ( 1 ) the natural envi­
ronment including topography,
habitat, hazards; (2) social
concerns including aesthetics,
historical and cultural values,
land use patterns; (3 ) economic
aspects such as costs of space,
construction, services, and re­
locations; (4) legal constraints
including deeds and leases;
(5) modification of design; (6)
practicable alternatives; and
(7) measures of mitigation..

Community Services Depart­
ment will consider all com­
ments received or postmarked
within 15 days of this pub­

2S 26. The property is zoned
Exclusive Farm Use (EFU)
and is located east of Heppner
just south of Highway 74 along
the eastern line of the Hep­
pner Urban Growth Bound­
ary. Request is to partition a
1076-acre parcel to create two
"non-farm” dwelling parcels
and to allow the siting of two
"non-farm” dwellings. Criteria
for approval include the Mor­
row County Zoning Ordinance
Article 3 Section 3.010; Article
6 Sections 6.020 and 6.030;
and the Morrow County Sub­
division Ordinance Article 5
Land Partitioning.
Opportunity to voice sup­
port or opposition to the above
proposals or to ask questions
will be provided. Failure to
raise an issue in person or
by letter or failure to provide
sufficient specificity to afford
the decision maker an oppor­
tunity to respond to the issue
precludes appeal to the Land
Use Board o f Appeals based
on those issues.

The female recipient, Kylee
Svetich works hard and con­

Kylee is headed to Central
Washington U niversity in
Ellensburg, WA, where she
will study human relations.
“The male recipient,
Kevin Fowler, has shown
much o f the grow th and
maturity that Stormy started
to display during his fresh­
man year o f high school.
Kevin has learned to work
with adults and his peers.
He has found goals in life
and is working hard to attain
those desires. Kevin has
been involved in school and
community functions and
often finds a way to make
those with him smile and
laugh.” Kevin is headed
to Linn Benton Community
College and will transfer
to Oregon State University
after he earns his associate's

flavor-45 points; and tex­
ture-10 points.

Pie Plate Pie Crust

For an 8-inch pie: 1-1/2
cups flour
1-1/2 Tablespoons sugar
I scant teaspoon salt
Vi cup oil
2 Tablespoons milk
For a 9-inch pie: 2 cups
flour
2 Tablespoons sugar
1 teaspoon salt
2/3 cup oil
3 Tablespoons milk
Measure ingredients into a
pie plate. Using a fork, mix
ingredients until all are
mixed. Using hands, press
dough around sides and
bottom of pie pan. Add till­
ing to pie shell and bake as
usual. If desired, reserve a
scant % of dough mixture,
add 3-4 Tablespoons flaked
coconut. Mix and crumble
on top of pie. (Especially
good for peach, berry or
apple pies.) If for a cream
pie, hake pie shell at 350
degrees for 15-20 minutes
or until pie shell is golden
brown. This is also a good
pie crust for quiche.
The Boardman City
Council, during their June
3 m e etin g , a d o p te d the
2008-2009 fiscal year budget
o f $6,038,200.00, according
to a city o f Boardman news
release. Property taxes will
be levied at a rate o f $4.2114
per $ 1000 o f assessed valu­
ation and $425,000 will be
levied for bonded indebted­
ness not subject to Measure
5 or Measure 50 limitations,
said the release.
The city 's finance
director. Tom Kligel said,
“Although the 2008-09 bud­
get is tight, the city is braced
for development, and will
be able to do projects as
necessary.”
In other city busi­
ness, co u n cilo rs heard a
presentation from Sanitary
Disposal regarding an in­
crease in g arb ag e rates.
Councilors will address the
garbage rates during their
next regular meeting.
The next meeting o f
the Boardman City Council
will he Tuesday, June 19, at
7 p.m.
