motor cycle traveling at 108

call stating that the reporter’s
husband was at the residence
breaking stuff. The reporter
wanted her husband to leave
and requested a deputy to
respond. The reporter later
advised that her husband
had left the house and she
was going to leave as well
and did not need a deputy
to respond.
-BPD issued a cita­
tion to Derek Scott Grieb,
23, for Violation of the Basic
Rule by going 119 mph in a
65 mph zone.
. -BPD received a
theft complaint of an old
bike being stolen.
-BPD issued a cita­
tion to Casey Daniel Ro­
driguez, 34, for Failure to
Carry Proof of Insurance.
-BPD issued a cita­
tion to Agustin Sanchez
Saucedo, 51, for going -50
mph in a 30 mph zone.
-lone EMS respond­
ed to a call involving an 84
year old female who had
fallen and cracked her head
open. MCSO assisted. The
patient was transported to
Pioneer Memorial Hospi­
tal.
Jan. 1 3 : -MCSO re­
ceived a report from a caller
at the Boardman rest area
that a female subject driving
a vehicle with Washington
plates was in the area for
over an hour and the subject
kept going up to every car
that came into the rest area
and asks for money.
-MCSO received a
report from the Oregon State
Police that a vehicle on 1-84
westbound was going 100+
mph. Morrow County units
were out of the area; Gilliam
County was advised.
-MCSO received
a report from a caller in
Boardman that two motor­
cycles were going up and
down the canal, making a lot
of noise, spinning cookies
and tearing up the roads. A
deputy contacted a female
subject and advised her that
the kids were not supposed
to ride on the canal, she
said she would talk with
her child.
-MCSO deputy cited
a male juvenile for Viola­
tion of the Speed Limit,
85 mph in a 65 mph zone;
and cited another male ju­
venile for Violation of the
Speed Limit, 85 mph in a 65
mph zone. Boardman Police
Dept, officer assisted with
the citations.

lance received a report from
a caller on 1-84 eastbound
that there was a motor ve­
hicle accident; a vehicle was
up against a fence and there
was no one by the vehicle.
-MCSO received a
report from a caller on 1-84
westbound that he hit a deer
and the vehicle rolled. It was
a non-injury accident.
-MCSO received a
report from a caller in Ir-
rigon that a male subject
called her and asked her if
she wanted to go on a date
with him. She said no. The
incident was related to an
earlier incident.
-MCSO deputy was
out with a male subject on
Highway 730/Patterson Fer­
ry Road; it was determined
the subject was walking to
Portland.
-MCSO received a
report from a caller in Irrig-
on that a neighbor’s dog just
killed one of her chickens.
-MCSO received a
report from a caller in Ir-
rigon that a subject driving
a pickup was trespassing
on private property. Deputy
contact was requested.
-MCSO received a
report from a caller that he
believes he knows where
his missing $3,000 dog is.
The caller reported the dog
stolen to his local police de­
partment but he thought they
didn't want to do anything
about it.

a male juvenile for Careless
Driving.
-MCSO received a
report from a caller that wire
was stolen from grain eleva­
tors sometime in the last
couple of weeks. An extra
patrol was requested.

for Driving while License
Suspended-Violation.
-MCSO received a
report from Harney County
that Michael Lee Staggs,
23, was arrested by Har­
ney County on a Morrow
County Circuit Court war­
rant for Failure to Appear/
Theft-I x2, Reckless Driv­
ing, Reckless Endangerment
and other charges. Staggs
was lodged at the Harney
County Jail.
-MCSO received a
report from a caller on 1-84
westbound that a driver in
a pickup hauling a trailer
was all over the road and
the caller thought the driver
may be intoxicated. The
call was transferred to Tri-
Comm and Oregon State
Police.
-MCSO deputy cited
a female juvenile for Failure
to Use Seat Belt.
-MCSO received a
report from a caller on 1-84/
Highway 730 and advised a
pickup was parked and caus­
ing a hazard. Two vehicles
almost hit it. The vehicle
was towed as a traffic haz­
ard.
-MCSO received a
request from a caller in Ir-
rigon to contact a male sub­
ject whose son and daughter
had not talked to him in
10 years. They wanted the
male subject to call them. A
deputy attempted to contact
the male subject but the
residence was vacant.
-MCSO received a
request for assistance from a
caller in Irrigon whose rent­
ers had not paid their rent in
two months and they would
not leave. A deputy con­
tacted the caller and advised
him of his options.

Police Dept., Boardman
ambulance received a report
from a caller at a business
in Boardman that a female
subject was injured - her
shin was broken. The patient
was transported to Good
Shepherd Hospital.
-Heppner Fire Dept.,
Heppner ambulance re­
ceived a report from a caller
in Heppner of a possible
flue fire at a house across
the street.
-Boardman Police
Dept, received a report from
a caller in Boardman that
the caller’s daughter has a
bruise on her face and fam­
ily members thought a male
subject hit her.
-Boardman Police
Dept, officer cited Fran­
cisco Cruz Hernandez, 61,
for Driving while License
Suspended-Violation, Open
Container and Driving Un­
insured. The vehicle was
impounded.
-Boardman Police
Dept, received a report of
a family disturbance in
Boardman. An officer was
requested to mediate. The
officer gave a male subject
a courtesy ride to another
location.
Jan. 15: -MCSO re­
ceived a report from a caller
on Tower Road of a motor
vehicle accident. (Circle
pivots were not shielded
from the road and caused
two slick spots on the road.)
Coal Fire Plant EMTs and
fire responded; all was okay.
The caller requested a depu­
ty contact.

Angelique Rayleen Wood-
all, 32, for Driving while
License Suspended and
Driving Uninsured.
-MCSO received a
report from a caller in Hep­
pner that a door is open on
the vacant house across the
street. It was determined
that improvements are being
made on the house.
-MCSO received a
report of a suspicious ve­
hicle on Frontage Lane in
Boardman. A deputy advised
it belongs to an employee of
a tree trimming crew.
-MCSO received a
request from a caller in Ir­
rigon for a deputy to contact
a male subject and advise
him not to call his sister
in Arizona and harass her
anymore.
-MCSO deputy ad­
vised there was a fire near
Lexington. It was deter­
mined to be a controlled
bum and the property owner
was advised to call in con­
trolled bums.
-MCSO received a
report from a caller in Ir­
rigon that his brother-in-law
was calling his residence and
threatening the caller and his
family. The male subject
was advised not to call any
of his family members.
-MCSO received a
report from a caller that a
vehicle ran a stop sign and
almost hit her (at the Echo
Junction on Highway 207).
The vehicle continued south
and stopped and RJ’s in
Lexington.
-MCSO received a
report from the Umatilla
County Jail that Michelle
Marie Hottel, 41, was ar­
rested on an Irrigon Justice
Court warrant for Failure
to Pay Fine/Driving while
License Suspended.

received a report from
Tillamook County Sheriff’s
Office that Tyrell Edward
Camper, 20, was arrested
on a Morrow County Circuit
Court warrant for Failure to
Appear/Criminal Trespass.
Camper was lodged on lo­
cal charges at the Tillamook
County Jail.

Gabriel Levi Owen, 33, for
Violation of the Basic Rule,
75 mph in a 55 mph zone.
-MCSO deputy cited
Jarrod Ryan Baird, 25, for
Driving while License Sus­
pended.
-MCSO received a
report that Crystal Irene
Glass, 40, was arrested on
a Morrow County Circuit
Court warrant for Parole
V iolation/Possession of
a Controlled Substance-
Methamphetamine. Glass
was lodged at the Douglas
County Jail.
-MCSO received a
report that a safe belonging
to an Irrigon resident was
found.

man Police and Fire depts.,
Boardman ambulance re­
ceived a report of a fire alarm
at a residence in Boardman.
The owner advised they are
working on the alarm and
cannot get it to turn off, but
otherwise all is okay.
-MCSO received a
report from a caller in lone
that a male subject won’t
leave the house and the
caller had requested he leave
multiple times. A deputy
responded and the male
subject gathered his things
and left the property.
-MCSO received a
report from a caller in Ir­
rigon that her granddaugh­
ter had been bitten by a
neighbor’s dog. The caller
request a deputy talk to the
owner. A deputy advised the
owner that the dog needed a
license, shots and not be out
again or a citation would be
issued.
-MCSO received a
report from a caller in Ir­
rigon that a female subject
had broken a no-contact or­
der between her and another
subject, three children were
also involved. The caller has
information regarding the
children visiting the female
subject, and other informa­
tion. A deputy contact was
requested.
-MCSO, Irrigon am­
bulance received a report
from a caller in Irrigon that
he has severe chest pain,
difficulty breathing, was
cold and shaky, and was
vomiting. The patient was
transported to Good Shep­
herd Hospital.
-MCSO deputy cited
Roberto Caldera Flores, 21,
for No Operator’s License
and Failure to Drive on the
Right. He was also arrested
on a Multnomah County
warrant and lodged at the
Umatilla County Jail.

that is being held against

report from a caller in Hep­
pner that a male subject
confronted the caller at work
and was yelling and scream­
ing at the caller about the
caller’s son.

report from a caller in lone
of a theft of wire from a
pivot last night.
-MCSO received a
report from a caller in Irri­
gon that he witnessed a do­
mestic disturbance between
a juvenile male subject and
juvenile female subject at
the marina.

Fire Dept, received a re­
port of a possible brush
fire in Boardman. It was
determined to be only a bum
barrel.
-MCSO received a
report from a caller of a
hitchhiker on 1-84 west­
bound; the hitchhiker had
a white and blue ice chest
with him.
-MCSO received
a report from a caller in
Boardman that some juve­
niles were over visiting her
son and when they left items
had been taken. A deputy re­
sponded and the items were
returned.
-MCSO received a
report from Oregon State
Police that a van was parked
along the shoulder on 1-84
eastbound and a male sub­
ject got out and was stum­
bling around in traffic; the
subject was possibly intoxi­
cated.
-MCSO received a
report from a caller in lone
that she and her father had
an argument so she went to
a friend’s house for the night
but now she wanted to go
back and get her things for
school, but without an argu­
ment. A deputy spoke with
the caller’s parents and both
parties agreed that she could
get her things.

report from a caller in Ir­
rigon that a male subject
was caught trespassing on
the property and the caller
wanted the subject cited for
trespassing.
-MCSO received a
report from the Hermiston
Police Dept, that Jason Eu­
gene Holz, 25, was arrested
on a Morrow County Circuit
Court warrant for Failure to
Appear/Aggravated Theft I,
Theft I, Felon in Possession
of a Firearm, Theft II and
Theft III. Holz was lodged at
the Umatilla County Jail.
-MCSO received a
request for information from
a caller in Irrigon regarding
a vehicle on his property he
would like towed.
-MCSO received a
report from a caller in Hep­
pner that a Kirby Vacu­
ums salesman came to his
residence. The caller asked
about a soliciting ordinance.
MCSO dispatch contacted
Heppner City Hall about a
business license; city hall
advised they did not have a
business license. A deputy
was unable to locate the
salesman.
-MCSO received a
report from a caller on 1-84
westbound that a vehicle
was failing to maintain its
lane. Oregon State Police
was also advised.
-MCSO received
a report from a caller in
Boardman of four horses
that were not being fed. A
deputy responded and con­
tacted a neighbor who said
the horses were being fed
and he was working with
the neighbors regarding the
horses.
-MCSO received a
report from a caller in Ir­
rigon that for the last three
days a caller identifying
himself as being from the
Social Security department
claimed she won a gift and
would receive $500 for six
months; he just needed her
bank information. The caller
told him not to call back, but
he continued to do so. The
caller had a phone number
from Caller I.D.

Corps of
Engineers
hold public
hearing
regarding
Willow Creek
Lake

released annually for emer­
gency drought usage. He
said recreation users have
gotten used to using water
allocated to irrigation since
it was not being released
from the dam.
Release of the wa­
ter would cause harm to fish
in the lake Kuhn said, but
there were no endangered
species in the area. He said
pumpkinseed, largemouth
bass and crappie popula­
tions would suffer during
the spawning period through
July 15.
Questions on
water quality at the lake
were also raised. In mid-
August the U.S. Corps of
Engineers issued an algae
advisory due to high levels
of blue-green algae found in
the reservoir.
Water sampling had
confirmed the presence of
blue-green algae in concen­
trations which can produce
toxins harmful to humans
and animals, the advisory
said. The Corps had then
notified state and county
health departments.
The advisory warned
against swallowing or inhal­
ing water droplets as well
as skin contact with water
by humans or animals. The
toxins apparently cannot be
removed by boiling, filtering
or treating water.
The advisory was
lifted in November; howev­
er Kuhn said irrigation draw
downs had minimal effect
on water quality, which was
more related to high nutrient
content coming into the lake
from Willow Creek. He said
the high nutrients would
produce algae blooms, low
dissolved oxygen in bottom
water, increased production
methane, hydrogen sulfide
and ammonia by micro­
organisms in bottom water
and sediment. Aerators
installed in the lake to mix
the top and bottom waters to
alleviate the problem were
partially successful, but
also warmed bottom water
and brought nutrients to the
surface which stimulated
algae growth.
Also at the meet­
ing was Michael Ladd, the
Oregon Water Resourc­
es regional manager from
Pendleton. Ladd explained
the waters rights issues con­
nected to the lake, and said
that there were six irrigators
down stream who would
benefit from the irrigation
contracts.

Corps will be accepting pub­
lic comment on the irrigation
release proposal until March
5, and anyone wishing to
