The Morrow County Sheriff's Office reports handling the following business:
Nov. 27: -M CSO
issued a citation to Phillip
John Coleman, 48, for Not
Operating with a License.
-M C SO re c e iv e d
a report about from ADT
about an accidental alarm.
-MCSO received a
report that a male student
was defying authority. A
parent was there with the
student in the office. The
reporter was told to call the
police on the student.
-MCSO received a
report that the reporter had
a juvenile runaway in his
vehicle. The female subject
was a runaw ay from the
Pendleton Academy.
-MCSO received a
report that the reporter had
bum spots on his property
with debris possibly burn
ing the wire that had been
stolen.
-MCSO and BPD re
ceived a report about a small
fire on the side o f a build
ing near the ice machine in
Boardman. Boardman FD
responded.
-Irrigon Ambulance
received a request for mu
tual aid regarding a 45 year
old female who had fainted
and hit the back o f her head.
The subject was conscious
and breathing and non-trans
port. Boardman Ambulance
received the report as well.

ceived an alert from a fire
alarm.
-Boardman Ambu
lance transported a 60 year
old m ale who got dizzy
and fell, possibly from a
seizure to Good Shepherd
Hospital.

lance transported a nine
month old girl who was hav
ing difficulty breathing to
Good Shepherd Hospital.
Nov. 28: -MCSO is
sued a citation to a juvenile
female for violating the Ba
sic Rule by going 76 mph in
a 35 mph zone.
-MCSO received a
report about suspicions o f a
young man who was living
with the reporter’s mother.
-MCSO arrested Jo
seph A M anning, 21, for
Contempt o f Court.
-MCSO received a
report that a male subject
had been parking his pick-up
at a location listed illegally
and the reporter has told him
multiple times to remove the
vehicle and the male subject
has refused. The reporter
requested deputy contact.
-MCSO arrested Mi
chael Gene Frandsen, 39, on
a Colorado Springs Warrant
for Fraud.
-MCSO received a
report that the re p o rte r’s
house was broken in to and
the reporter saw the suspect
leave in a burgundy 1993
Chevy.
-MCSO received a
request for agency assis
tance from USCO regarding
a male caller who reported
that the mother o f his chil
dren took the children in
violation o f custody order.
It was determined that there
was joint custody and the
daughter chose to go with
the mother.
-MCSO received a
report from a reporter who
stated that when they came
home they found all o f their
stuff gone through. It was
concluded that nothing was
taken,just ransacked.
-M C SO and BPD
received a report that the
reporter’s boyfriend was hit
ting her sister in the head.
-MCSO received a
report that a female sub
ject had hit the reporter’s
fence with a pickup and then
left the scene. The reporter
called back and advised the
female subject came back
and will pay for fence dam
ages.
-MCSO received a
request for a welfare check
on the reporter’s son. Over
the phone the reporter had
heard her ex-husband yell at
the juvenile and then heard
the juvenile cry. A deputy
made contact with juvenile
and father.
-Lexington FD as
sisted a controlled burn.
Nov. 29: -M C SO
received a report from the
Road Department about a
vehicle in a ditch in the area
between Homestead and the
Onion Plant. BPD provided
agency assistance.
-MCSO received a
report that the reporter had
rolled his vehicle. It was
Non-injury and the reporter
was the only on in the ve
hicle.
-MCSO received a
911 call involving a women
screaming on the line and
then the call was discon
nected. On the second call
attem pted they contacted
the female subject and she
advised the situation had
calmed down. Her children
were fighting.
-MCSO received a
report that the re p o rte r’s
boyfriend was due in court
and was going to use a fake
ID which had his one year
old sons name on it.

were both called out and
stood down. There was no
body or property damage.
-MCSO was on the
scene o f a reported Motor
Vehicle Accident involving
a copper color sedan slid
ing into the media getting
stuck. MCSO stayed on the
scene to possibly slow traf
fic down and to prevent any
more accidents.
-MCSO received a
report from a fem ale re
porter who advised a male
subject was harassing her
in front o f her children,
calling her names making
crude suggestions in front
o f her. This had happened
more than one occasion. The
female reporter requested
deputy contact to advise her
o f her options.
-MCSO issued a ci
tation to Scott Irving Law-
ley, 53, for going 73 mph in
a 55 mph zone.
-MCSO received a
report about a heavily intox
icated female who did not
know where she was at. The
subject was transported by
Good Shepherd Hospital.
-Irrigon Ambulance
and Boardman Ambulance
assisted a female who had
severe stomach pain, vom
iting, and severe pain in the
lower back on the left side.
The subject was also suf
fering from chills and then
sweating.
-BPD issued a cita
tion to Jorge Miranda Lugo,

Limit by going 38 mph in a
25 mph zone.
-BPD was notified
that the Oregon State Flag
was stolen from a building
in Hermiston.
-BPD received a re

rested Chester Brent Par-
adiso, 36, on LSA warrant
by P&P.
-MCSO received a
theft com plaint involving
two trailers, electrical wires,
tools and other m ultiple
items having been taken. A
male subject was seen tak
ing the items before Thanks
giving.
-M CSO was n o ti
fied that a male subject had
been following the reporter
around town for the past
week. The reporter stated
that the subject was having
his family member follow
her as well.
-MCSO received a
call from a female subject
stating that her husband had
been in a non-injury MVA.
The call was transferred to
OSP.

lance received a 911 call
concerning an 83 year old
subject who was vomiting.
The subject had a stroke
about two months ago. The
subject requested that an
ambulance respond.
Dec. 5: -MCSO re
ceived a request for a dep
uty to make contact with a
subject regarding the theft
o f guns from the subject’s
residence from people that
had lived there for about two
to three months.
-MCSO received a
driving complaint regarding
a pickup driving carelessly
at a high rate o f speed with
several teen ag ers in the
cab.
-M C S O re c e iv e d
a driving com plaint o f a
possibly intoxicated driver
whose vehicle was all over
the road. A citatio n was
issued to Fermin Sanchez
Campos, 45, for failure to
maintain lane.
-MCSO received a
rep o rt o f tw o g u n sh o ts.
The reporter stated that the
gunshots sounded close to
her residence. MCSO was
unable to locate anything.

a disturbance report o f a
possible fight in progress
involving someone loudly
screaming “leave me alone.”
MCSO determined that it
was just kids playing.
