Closed January 1st and 2nd
for Umatilla Electric, and
Cindy Finlayson, director
of Regional Affairs, Uma
tilla Electric. The report
was prepared in response to
a request the City made in
June of last year, when Mr.
Rumbaugh presented the
Community Development
report. One of the key rec
ommendations of that report
was to enhance Boardman’s
attractiveness, especially to
new retail business and to
new residents.
The focus of last
nights report was on three
different kinds of actions
that the City can undertake
to enhance Boardman’s at
tractiveness. Mr. Rumbaugh
proposed working with Blue
Mountain Community Col
lege Small Business Devel
opment Center to develop a
virtual business incubator
for emerging businesses. An
incubator nurtures business
es in the critical early phases
when they might otherwise
not start up. The second
proposal was to establish a
storefront improvement pro
gram. This program enables
the City to help businesses
upgrade the appearance of
their storefronts by means of
City grants, private loan pro
grams through local banks,
or third party grant pro
grams. The third proposal
was to focus on streetscape
improvements. Mr. Rum
baugh said it was important
to adopt the Oregon Arts
Commission recommenda
tions made for Boardman
in 1999 and 2004. He also
recommended the council
have a representative sit on
the Boardman Community
Development Association.
He said it was important for
Boardman to be identifiable
from the interstate, perhaps
repainting the water tower,
planting trees, and signage.
Boardman City of
ficials will be discussing
these proposals at future
meetings.
