Sheriff's Report
The Morrow County
Sheriff’s Office reports han­
dling the follow ing busi­
ness:
Sept 3 continued:
-H eppner A m bulance re­
ceived report o f a 45-year-
old fem ale in L exington
complaining o f chest pain
and shortness o f breath.
The subject, who has severe
asthma, was transported to
Good Shepherd Hospital in
Hermiston.
-B oardm an Fire D ep art­
m ent, B oardm an A m bu­
lance received report o f a
single-vehicle accident on
1-84 near Boardman. The
vehicle had blown a tire and
a tow was called.
Sept. 4: -Morrow
C ounty S h e riff’s O ffice
received a 911 hang-up call
from a Lexington residence.
MCSO called back several
times with static on the lines
or a busy signal. Deputies
responded.
-M CSO received
report from a Heppner sub­
ject that someone had used
her garbage receptacle to
dump their garbage. Deputy
was unable to locate vehicle.
Reporter was advised to put
a lock on their dumpster dur­
ing hunting season.
-M CSO received
report of a brown and white
cow out near the road on
Highway 74 in Heppner.
Deputy was unable to locate
the cow.
-M CSO received
report from an Irrigon sub­
ject that her friend stole her
nebulizer while she helped
her move.
-M CSO received
report o f a m ale subject
shooting a shotgun in Ir­
rigon. The subject left the
scene.
-MCSO cited Roy
Keith Henry, 57, for Failure
to Use Seatbelt (child).
-Boardman Police
Department received report
of an audible alarm and an
intruder alarm at Boardman
Pharmacy.

report o f suspected gang

males yelling “white power”
in front o f apartm ents in
Boardman.

report o f a brown dachs­
hund found on Kunze Rd.
in Boardman. The caller said
she would keep the dog until
someone claimed it.

request to go to the Heppner
senior center and enforce
the “tenant only” reserved
parking space in their park­
ing lot.
Sept. 5: -MCSO re­
ceived report o f a Black
A ustralian Shepherd and
border collie chasing the
reporter’s horse in Irrigon.
The reporter said it was a
co n tin u o u s problem and
that he shot a pellet gun, but
aimed low and did not hit
the dogs.

having problems with bar
patrons parking in tenant
parking spaces. The tenants
have leased spaces and cards
inside their vehicles that
identify them.

Heppner Justice Court war­
rant for Failure to Pay Fine/
U nnecessary N oise. She
was lodged at the Umatilla
County Jail and the $99 fine
paid in full.
-MCSO received re­
port of a border collie get­
ting into a subject’s kennel
in Heppner.
-MCSO received re­
port o f a stray dog at an lone
residence that attacked the
reporter’s poodle. The dog
was captured and taken to
Pet Rescue.

Department arrested Danny
C harles Sproul, 50, and
Frank Edward Plumb, 46,
for Criminal Trespass I and
Offensive Littering. They
w ere lodged at U m atilla
County Jail.
-BPD arrested James
Jeffery Nelson, 41, on a Cir­
cuit Court warrant for Fail­
ure to Appear/Contempt of
Court and a probable cause
charge of Escape 111. He w as
lodged at UCJ with $26,000
bail.
-BPD received re­
port o f a $6.45 drive-off
from Boardman Chevron.
Officer was unable to locate
the vehicle.
S ept. 7: -M orrow
C ounty S h e riff’s O ffice
cited Joshua Lee Kent, 20,
for Violation o f the Speed
Limit, 98 mph in a 55 mph
zone, and a Driving While
Suspended.
-MCSO cited Philip
James Herrera for DUII, bac
.13, and Failure to Maintain
Lane.
-MCSO received re­
port o f a horse in a person’s
d riv ew ay in B o ard m an .
The horse was reported to
be “not friendly or in good
shape.”
-MCSO received re­
port of third to fourth grade
kids standing at a bus stop in
Irrigon throwing rocks.

another report from a dif­
ferent subject o f a white
unfriendly horse in the re­
porter’s yard.
-MCSO received re­
port of several old car parts
on the reporter’s property.

report o f littering/illegal
dumping at the Irrigon Cem­
etery.

report of a runaway in Hep­
pner. The child returned.
-MCSO received re­
port of an elderly female not
breathing in Boardman.
-MCSO received re­
port o f a dog with a broken
back off and on the report­
e r’s property for the past
two months. The dog was
transported to Pet Rescue.
-MCSO received re­
port from a subject who said
he hit a deer and it was still
alive. The animal was taken
care of.
-MCSO received re­
port concerning a subject
and his medication through
behavioral health.

violation.

Violation of the Speed Limit,
55 mph in a 40 mph zone.

mph in a 25 mph zone.
-BPD received a re­
port from a Boardman sub­
ject that his ex-wife would
not m eet him halfw ay to
exchange their children. He
requested police contact.
-BPD arrested Gil-
berto Franco Torres, 28,
for DUII. He was also cited
for Violation o f the Speed
Limit, 37 mph in a 25 mph
zone.

received report from an Ir­
rigon woman that there was
something in her back yard.
D eputies w ere unable to
locate anything.
-MCSO cited Keith
Allen Axtell, 38, for No Op­
erator’s License, Failure to
Carry Proof o f Insurance.
-MCSO received re­
port that helicopters would
be doing live fire at the
Bombing Range the next
day.
-MCSO cited Susan
Howry, 55, for Violation of
the Basic Rule, 77 mph in a
55 mph zone.
-MCSO received re­
port of a subject driving in a
no-trespassing area and also
violating a driving while
suspended.

report of juveniles tearing
up the trees at the park in
Heppner.
-MCSO received re­
port o f a possible rape and
child neglect at Penland
Lake. MCSO forwarded the
report to the Department of
Human Services.
-MCSO received re­
port that three dogs came
into the reporter’s yard and
harassed her dogs. She said
that neighbors with R ot­
tw e ile rs com plain about
her dogs barking, but the
other dogs are coming into
her yard.
-MCSO received re­
quest from the Hermiston
Police Department to check
an Irrigon residence to pos­
sibly locate tw o m issing
juveniles out o f Pasco. The
juveniles were not at the
residence.
-MCSO received re­
port of a car alarm going off
at the CSEPP building near
the alternative school. The
alarm was deactivated.
-MCSO, Boardman
Police Department arrested
Karina Farias Flores, 22, for
Driving While Suspended.
She was lodged at U m a­
tilla County Jail with $6,000
bail. She was also cited for
Failure to Obey Traffic Con­
trol Device.

o f his vehicle at a Boardman
gas station and drove off.
The subject came back to
look for the wallet.

Medrano Carrillo, 21, for
Failure to Carry Proof o f
Insurance.
-BPD received re­
port of a stop sign down at
S.W. Wilson and Paul Smith
roads.
-BPD cited Justin
Brent M cNamara, 18, for
driving 97 mph in a 65 mph
zone.
-BPD received report
o f a possible sex crime.
-BPD received re­
port of truck drivers getting
into a small non-injury mo­
tor vehicle accident. The
semis were still connected.
-BPD cited Cristina
Crisantema Rodriguez, 44,
for driving 48 mph in a 30
mph zone.
-BPD received re­
port o f a vehicle possibly
run off the rqad at Wilson
and Main. Officers deter­
m ined that it w as ju s t a
vehicle parked off the road.
The subject was lost. O f­
ficers gave him directions
to Irrigon.
-BPD cited Indira
Vanesa Sanchez Cambero,
29, for V io latio n o f the
Speed Limit, 50 mph in a 40
mph zone.
-Heppner Fire D e­
partment received report o f
a fire in front o f the assisted
living in Heppner.

lance received request for
an am bulance for a male
in his 80s experiencing an
insulin reaction.
S e p te m b e r 10:
-MCSO was notified that
an OSP trooper had arrested
Simon Paz Ibarra, 32, for
DUII.
-MCSO was notified
that someone had dropped
o ff a trailer onto the re ­
porter’s rental property. The
reporter stated that the rent­
ers had seen who dropped
the trailer off. A wallet was
found near the trailer.
-MCSO was notified
that a reporter had noticed a
vehicle parked at the west­
bound rest area with two
different plates on it. The
v eh icle’s plates w ere re ­
turned stolen out o f Marion
County.
-MCSO was notified
by a reporter that his soon-
to-be ex-wife was cutting
the bolts on the storage unit
that the reporter rents. The
female advised that there
was no threat o f violence
and she did not try to break
into the car.
-MCSO issued a ci­
tation to Enrique Guzman,
36, for dog at large. The
owner was given two weeks
to have the dog vaccinated
for rabies and licensed.
-MCSO received a
911 hang up call from a cell
phone.
-MCSO was notified
that W ashington C ounty
Sheriff’s Office had arrested
Antonio Cox on a warrant
for failure to complete BHS
classes.
-A BPD officer was
flagged down and advised
that people were banging
on the windows o f the re­
porter’s house.
-BPD received a 911
call from an address with
earlier contact. The reporter
advised that everything was
ok but the people were back
outside. A deputy was un­
able to locate anyone.
-A BPD heard five
shots fired but was not able
to locate anyone.
-BPD issued a cita­
tion to M aria De Lourdes
Carrillo Barajas for violat­
ing the speed limit by going
44 mph in a 30 mph zone.
B arajas’ O regon ID card
was seized.
-BPD issued a cita­
tion to Jose De Jesus Diaz-
Arana for violating the speed
limit by going 48 mph in a
30 mph zone.

missing juvenile report from
Windy River.
-BPD received a re­
port o f a Ford pickup with a
camper pulling a boat that
almost hit someone.
-B P D re c e iv e d a

caught on tape.
-BPD was notified
that the reporter’s window
was shot out.
-BPD received a re­
port o f a green dryer that
was stolen off the reporter’s
property.

a 17 year old male with a
possible dislocated ankle at
the practice field.
S e p t. 11: -M CSO
received a 911 call in which
a female stated that a ve­
hicle was on fire. The caller
was transferred to Benton
County 911.
-M CSO received a
panic alarm from the ju ­
venile department. It was
determ ined to be a false
alarm.
-M CSO received a
report o f illegal dumping
from the City o f Heppner.

-MCSO followed a
vehicle into Umatilla where
UPD perform ed a traffic
stop. The subject was ar­
rested for DUII.
-MCSO arrested Pe­
ter James Rupe, 27, on an
LSA warrant out o f Uma­
tilla.
-MCSO received a
911 call statin g that the
lights were out at the Irrigon
Marina. Usually lights are
on for the boats to be visible.
MCSO responded.

partment received a report
o f a controlled bum.
S ep t. 13: -M CSO
issued a citation to a male
subject for failure to travel
in lane, minor in possession
o f alcohol, and possession
o f less than an ounce o f
marijuana.
-MCSO issued a ci­
tation to Juan Angel Garza,
49, for violating the speed
limit by going 68 mph in
a 55 mph zone and failure
to drive on the right side o f
the road.
-MCSO received a
report o f dog having been
dumped at city hall some­
time during the night.
-M C S O a rre s te d
Dane Lyle Scholl, 42, for
violation o f a no contact
order issued in Washington
state.
-MCSO was notified
that both o f the commodes
in the reporter’s rental had
been stolen.
-MCSO issued a ci­
tation to Kayla Ann Bing­
ham, 18 for failure to carry
proof o f insurance.
-A M CSO deputy
was out with three subjects
walking down the middle
o f th e road and m aking
vehicles go around them. Ju­
venile males were cited for
minor in possession alcohol
consumption.
-M C SO was n o ti­
fied that a parent grabbed
a student that was not their
child by the shirt at a game.
The reporter wanted to re­
port the incident in case the
parent o f the student wants
to pursue.
-BPD issued a ci­
tatio n to In d ira V anessa
Sanchez Cambero, 29, for
failure to yield to a pedes­
trian in a cross walk.
-BPD issued a cita­
tion to Dustin Allen Trin-
klein, 18, for failure to stop
for a pedestrian in a cross
walk.
-B P D re c e iv e d a
report o f a nine year old
female that had fallen and
w as h aving a hard tim e
breathing.
-BPD received a re­
port o f an intoxicated male
subject that pushed the re­
porter at the reporter’s resi­
dence. The subject left the
residence and the reporter
locked him out. W illiam
Charles Reed Jr., 28, was
arrested for dom estic ha­
rassment and interference
with 911.
S ep t. 14: -M CSO
was notified that the report­
e r’s son had been grounded
for receiving an MIP the day
before and was gone from
the house this morning. The
reporter would like a deputy
to make phone contact.
-MCSO was notified
that the reporter was walk­
ing his dog and a brown pit
bull tried to attack his dog.
MCSO responded and the
owner o f the dog was con­
tacted and he was given a
warning to keep the dog on
their property.
-An MCSO deputy
was stopped and advised
that there was some activ­
ity going on at the far east
end o f the marina. MCSO
responded.
-MCSO received a
911 call regarding a semi
driving all over the road
eastbound on 1-84. The call
was transferred to OSP.
-MCSO was advised
that sometime during the
night approxim ately h alf
a cord o f wood was taken
from the reporter’s drive­
way.
-M C S O issu e d a
citation to A leksey Alex-
seyevich Sokolov, 24, for
driving while license sus­
pended violation and viola­
tion o f the basic rule.
-MCSO issued a ci­
tation to Jody Leroy Givens,
42, for violation of the basic
rule by going 80 mph in a 55
mph zone.
-MCSO was notified
that Noe Enriquez, 28, was
arrested by Hood River on
an IJC warrant for false info
to police.
-MCSO was notified
o f a male slumped over the
steering wheel in a vehicle.
It was determined that the
subject was on a cell phone
and was waiting for assis­
tance.
-BPD issued a cita­
tion to Joshua Ryan Reeve,
24, for failure to obey a traf­
fic control device.
-BPD issued a cita­
tion to Bruce Douglas Har­
ris, 36, for failure to obey a
traffic control device.
-BPD issued a cita­
tion to a male juvenile for
no operator’s license and
operating a class 1 ATV on
the highway.
-BPD issued a cita­
tion to a male subject for
violating the speed limit by
going 39 mph in a 25 mph
zone.
-Irrigon Ambulance
received a report o f a 47
year old male with chest
pains. The patient refused
transport.

Chair Auction to
be held
Friends o f the Hep­
pner Library, along with the
Voc/Ag Department o f the
Heppner High School, will
be holding a Book, Bear and
Chair auction on Saturday,
September 29 at 6:30 p.m. at
the Heppner High School.
Item s can be p re­
viewed and pre-bid on. Lo­
cal merchants in Heppner
will be showcasing the items
along with a pre-bid sheet.
