The Beatnik Blues Band, with
local members, to perform
The Beatnik Blues Band (left to right): Kevin Drake, Jeff

Hailing from Eugene, The Beatnik Blues Band, a
quartet comprised of two Heppner natives, Kevin Drake
on guitar and Jeff Currin on bass, as well as Scott Klein on
drums and Olivia Bagdade, singing and on keyboard, will
perform at the fair on Thursday.
The group originally banded together to play at a
party for the U of O’s “Brain Development Lab”, where
three of the band members work, and have since been per­
forming in Eugene.
Beatnik members say they are thrilled to bring their
funky alternative rock to Morrow County this summer. They
will perform on Thursday at noon and 6:30 p.m.
Morrow County 4-H helps build character
Raising children to
become decent and respon­
sible adults is a complex
and challenging job that
is becoming increasingly
difficult in our society. To
be a person of good char­
acter, youth must develop
strengths of the 4 “H’s”:
head - they must know
what is good; heart - they
must desire to do the good;
hands - they must be will­
ing to do good; and health
- they must develop a life­
style that supports the desire
and willingness to do good.
The Morrow County 4-H
program strives to develop
good character in 4-H mem­
bers.
Qualities that define
good character have been
debated by various groups
but in 1992, the Josephson
Institute of Ethics with the
help of scholars, parents,
youth workers, and others
published the “Aspen Dec­
laration ”, This declaration
has become the cornerstone
for the character develop­
ment education programs
in the United States. The

Aspen Declaration states:
1. The next generation
will be the stewards of the
world.
2. The well being of soci­
ety needs citizens with good
character.
3. People do not automati­
cally develop good moral
character. Children must be
taught so that they develop
the values and abilities nec­
essary for moral decision
making and conduct.
4. Character education is
based on core ethical values
- pillars of character devel­
opment - trustworthiness,
respect for others, responsi­
bility, fairness, caring, and
citizenship.
5. These core values tran­
scend cultural, religious,
and socio-economic differ­
ences.
6. Although character edu­
cation is first and foremost
an obligation of faith com­
munities, the community in
general, schools, and youth
and family serv ing organiza­
tions are also responsible.
7. Youth have a better
chance of learning moral
values if all groups work to­

moral values.

responsibility to model and
teach the pillars of character

“You can see, that
although this Declaration
was only developed in 1992,
4-H, as the youth program
of the land-grant Universi­
ties (Oregon State Univer­
sity) has been using similar
guidelines for the past 75
years,” said Morrow County
Extension agent Bill Brod­
erick.
Lions Club to
sponsor mobile
health testing at
the fair
The Heppner Lions
Club will have their mobile
health testing unit at the fair
on Friday and Saturday. The
unit will do vision, blood
sugar and other screenings.
Admission cost to
the fair is required, but the
screenings are free.
The testing unit will
be parked behind the pavil­
ion building.
