    High algae levels found at Willow Creek Reservoir,
could produce toxins harmful to humans and animals

blue-green algae w ere found
in Willow Creek Reservoir,
n e a r H e p p n e r.
W ater
sampling has confirmed the
presence of blue-green algae
in concentrations w hich can
produce toxins harmful to
humans and animals. The
Corps has notified state and
county health departments.

should be avoided, as well
as skin contact with water
by humans or animals. The
toxins cannot be removed by
boiling, filtering or treating
water.

associated with increased
w ater te m p e ra tu re s and
nutrients in lake water. Algal
blooms are rapid buildups o f
algae that are often found
near the shore due to w ind
and waves, and are visible
as masses o f green, yellow
or bluish-green slime.
Exposure to toxins
can produce symptoms o f
n u m b n ess, tin g lin g and
dizziness which can lead
to d iff ic u lty b re a th in g
o r h e a rt p ro b le m s and
require immediate medical
attention. Sym ptom s o f
skin irritation, weakness,
diarrhea, nausea, cramps and
fainting should also receive
medical attention if they
persist or worsen. Children
and pets are particularly
susceptible.

proper precautions to avoid
water contact, people are
encouraged to visit Willow
Creek Reservoir and enjoy
activities such as camping,
hiking, biking, picnicking,
catch-and-release fishing
and bird watching.

July Committee has selected
Wayne Hams as grand marshal
for this year's celebration.
“ Wayne has made
many contributions to the
lone community and school
and has helped make the town
a great place to live," said the
Fourth o f July Committee.
“His hard work, dedication,
and time consuming projects
have enhanced the lone com­
munity, school, and way of
life. Wayne is very visible
working on any project that
lone is participating. He is
a wonderful volunteer that
silently does what needs to he
done. He is acting Mayor, has
been past mayor and serv ed
on the lone City Council as
council president.”
W ayne's p a re n ts,
Vester “Stubb” and Lorraine
Hams, lived in Hardman
when Wayne was bom. He
was bom in Heppner. He
lived in Hardman until third
grade and then mov ed to lone
where he grew up, along w ith
brother, Lee, and sisters, Karen
Haguewood and Cheryl Ploy-
har. Wayne attended school
there until graduation in 1%2.
He played sports and was on
the championship football
team from lone in 1961. He
attended college in Montana
and played varsity football.
Wayne married Di­
anna Pettyjohn of lone. They
had five children, sons, Jeff,
Craig, Shawn, and daughters,
Deena Hansen and Leslie Kay,
now deceased. They also hav e
nine grandchildren.
Wayne worked for
Pettyjohn Oil Company of
lone. He is now employed
by Morrow County Grain
Growers.
Wayne is a member
ofNorthwest Steelheaders ( )r-
ganization, .the lone Booster
Club and Hardman Commu­
many other sports. He helps
with clean-up w ith ODOT's
Adopt -a-Highway, SOLV,
BLM, Morrow County His­
torical Society, Four Oregon
Trail Sites, and Sportsman
Access Points along the John
Day River. 1 le is an av id fisher­
man and enjoys watching his
grandsons play ball.

deserv ing grand marshal to
represent lone and a person
w ho is the first to volunteer,”
said the committee.

honoring retiring and new
city employees on Friday,
June 29, from 1-3 p.m. at
the city hall. Punch, cook­
ies, cake and coffee will be
served. Everyone is inv ited
to attend.

Skaggs convicted
of assault, disor­
derly conduct

aggs, 22, o f Heppner, was
co n v icted o f A ssault II,
Assault IV and Disorderly
Conduct on June 20, accord­
ing to a news release from
Morrow C ounty D istrict
Attorney Elizabeth A. Bal­
lard. The charges stemmed
from an incident occurring
in dow ntown Heppner in the
late hours o f May 19, 2006
and early m orning hours
o f May 20, 2006, when
Skaggs struck and injured
another individual with a
beer bottle.
A 12-person M or­
row County jury deliber­
ated for approximately 1-1/2
hours before returning a
guilty verdict. The state
was represented by Ballard
and Tom Ditton represented
the defendant. After hearing
arguments from both sides.
Circuit Court Judge Dan Hill
sentenced Skaggs to the cus­
tody o f the Oregon Dept, of
Corrections for a period of
70 months. Additional terms
o f the sentence included that
Skaggs pay restitution to
cover the victim's medical
bills, and a recommendation
that she participate in anger
m anagem ent co u n selin g
while incarcerated.
