Sheriff's Report
The Morrow County Sheriff’s Office reports handling the following business:
M arch 13-M CSO
received a report that a bike
was stolen from the Stable
of Youth in Heppner. The
bike was three-wheeled with
a white basket.
-MCSO received a
report that a male juvenile
was driving unsafely and was
rude to the staff at Lexing­
ton Shell Station.
-MCSO received a
report that the reporter has
four kids and one of them
was being abused.
-M C SO a ssisted
BPD with an arrest for Driv­
ing While Suspended. BPD
arrested and MCSO was
stood down.
-BPD found a car
parked on Ju n ip er St in
Boardman with the dome
light on. There did not ap­
pear to be any damage to the
vehicle and the doors were
locked. Dispatch called reg­
istered owner's phone and
left message that a light was
on.
-BPD issued a cita­
tion to Heather Marie Payne,
21, for driving uninsured.
-BPD issued a cita­
tion to Veronica Andrade,
27, for illegal window tint­
ing.
-BPD received a re­
port that four juveniles on
four-wheelers tearing up a
gravel road. Juveniles were
warned that it was private
property.
-BPD received a re­
port that behind Skills Re­
search Building several cars
had their lights on.

Theresa Lynn Jensen, 45, for
failing to pay fine for posses­
sion of less than an ounce.

Chieng Sitthideth, 36, for
driving while suspended.
-BPD issued a cita­
tion to Able L. Verduzco, 20,
for driving while suspended.
-H eppner A m bu­
lance assisted a 91-year-old
male who had a temperature
of 102 degrees.
-Boardman FD re­
ported they were training.
M ar. 14: -M CSO
received a report that a re­
p o rte r ad v ised that she
needed EMS from Arlington
to respond for her husband
who was co n scio u s and
breathing but having a sei­
zure.
-MCSO received a
report that while the reporter
was driv in g som eone
dropped a box that splat­
tered in the right lane.
-M C SO a rre sted
Francisco Torres, 24, for fail­
ing to appear for driving
while suspended.
-MCSO received a
report that a reporter was re­
ceiving phone calls from a ju­
venile who hangs up. The ju ­
venile was warned not to
play on the phone.
-MCSO was advised
that a vehicle was going high
rates of speed on hwy 730
going tow ard s U m atilla
County Line.
-MCSO received a
report about a non-injury
Motor Vehicle Accident. The
vehicle hit a cow. The cow
ran off. The car was dam­
aged was drivable.
-An UPS truck
driver advised MCSO that a
car was traveling at a high
rate of speed swerving in and
out of traffic.
-BPD issued a cita­
tion to Able L. Verduzco, 20.
for driving while suspended.
-BPD officer was
out with a vehicle at the
N orth Shell S tation in
Boardman. A citation was
issued to Alejandro Alamilia
Moreno, 18, for driving un­
insured.
-BPD issued a cita­

Sepulveda Francisco, 37, for
failing to carry proof of in­
surance.
-BPD received a re­
quest to be contacted re­
garding that vehicles are dis­
regarding the posted speed
sigh and flying by his house
and he has children playing
outside.
-BPD noticed that
the scoreboard was all lit up
and it wasn't that way ear­
lier.
-BPD issued a cita­
tion to M aria De Jesus
Flores Madrigal, 35, for fail­
ing to obey traffic control
device and driving unin­
sured.
-Boardman FD re­
ceived a fire alarm at Line 5
building. The smoke detec­
tor was in quality control.
The situation turned out to
be a false alarm.
M arch 15: -MCSO
issued a citation to Fernando
Serrano Reyes, 22, for go­
ing 84 mph in a 55 mph zone,
no operating license and
driving uninsured.
-M C SO a rre sted
James Jeffery Nelson, 41, for
contempt and failing to pay
fine.
-MCSO received a
report that the Irish flag in
front of Hair 1 Am had been
stolen.
-M C SO
deputy
stopped for what he felt was
a disabled vehicle. The sub­
ject was just bird watching.
-M C SO arrested
Leobardo Jacquez, 55, for
Probation Violation.
-MCSO received a
911 hang up call. It was just
a child playing with the
phone.
-M C SO arre sted
Lawrence Allen Perrin, 29,
for driving while suspended.
-MCSO received a
rep o rt that a reg istered
GMC Jimmy was swerving
all over the road and almost
hit multiple vehicles and a
guardrail.
-MCSO received a
report about goats out near
Laurel and Wilson.
-MCSO received a
report about a stolen cam­
era.
-MCSO received a
report that the re p o rte r’s
neighbor’s dog was barking
all day and night. The dog
was penned.
-MCSO received a
rep o rt about a p o ssib le
drunk driver EB on 1-84.
-MCSO received a
report with the reporter ad­
vising that her husband was
getting physical with her. He
was trying to force himself
back into the house. A
deputy responded.
-MCSO received a
report of a 1960's flatbed
pickup not maintaining its
lane. A second reporter ad­
vised that he was driving in
the w rong lane. G eorge
Patrick Winston, 61, was ar­
rested for DUII BAC .22 and
fail to carry and present
driver’s license. Same sub­
ject issued for open con­
tainer.
-BPD received a re­
port that a 17-year-old bicy­
clist hit a detective’s vehicle.
There were no injuries and
the bicyclist refused an am­
bulance.
March 16: -MCSO
issued a citation to Nidia
SoledaCruz, 19, for driving
while suspended and failure
to carry proof of insurance.
Jakob Matthew Dufloth, 20,
was issued a citation for per­
mitting unlawful operation
of a vehicle.
-MCSO issued a ci­
tation to Jeffrey Huff, 34, for
violation of the speed limit
by going 85 in a 65.

-MCSO received a
report stating that the re­
porter had received a call
from someone saying they
were from Dish Network
and wanted her bankcard
number and social security
number.
-MCSO received a
report of a possible runaway.
Brother is at home sick and
cannot go after him. Father
is at work and believes his
son is eith er at the high
school or elementary school.
Says his son is not a run­
away, he just did not want
to stay home and went to
play basketball.
-MCSO received a
report of two little sports
cars going at least 100. No
one in the area, given to
OSP.
-MCSO received a
report of juveniles walking
the road and not moving for
traffic. Juveniles were ad­
vised to walk a little off the
road so traffic would not be
disrupted. Warned for im­
proper position on a highway
by a pedestrian.
-MCSO received a
report of a wallet found by
ODOT at grain elevators on
207. Wallet was placed in
evidence.
-MCSO received a
report of a male subject try­
ing to hit a female subject on
her horse. The re p o rte r
stated that the female subject
tried to kill her husband (the
male subject) two years ago
in a car accident. Male sub­
ject is in violation.
-M C SO , H eppner
Ambulance, and Heppner
Fire Department received
reports stating that a guest
had fallen and hit his head
but was co n scio u s and
breathing. The 80-year-old
male was getting something
out of a trunk and fell back­
ward.
-MCSO received a
call from a male subject at
Bucknum's to see if a deputy
could come down to verify
that an ID was valid. ID was
verified. Bartender still did
not allow female to go in.
-MCSO received a
report of subject hitchhiking.
Subject was given a ride to
Heppner.
-MCSO received a
rep o rt o f tw o v eh icles
parked behind the Shell sta­
tion. One of the vehicles is a
red Ford car and the other
car is an unknown type. Re­
porter states that one vehicle
has a lot subjects inside it.
Reporter would like the ve­
hicles to leave. A deputy con­
tacted the people in the car.
They are leaving and going
home.
-MCSO assisted the
BPD looking for subjects
that were propositioning.
-MCSO deputy re­
ceived a call reporting a dirt
bike in the area at high rates
o f speed. Jam es W esley
Coffman, 41, was cited for
no ops-no motorcycle en­
dorsement.
-BPD issued a cita­
tion to Alexander A. Moline,
21 for driving while sus­
pended, violation o f the
speed limit by going 80 in a
65, failure to obey traffic
control device, and follow­
ing to close.
-BPD received a re­
port of a male subject call­
ing the reporter two to five
times a day and threatening
to her son from her. She ad­
vised she had saved some of
the messages on her answer­
ing machines.
-BPD received a re­
port of a 2x4 in the middle
of the road.
-BPD received a re­
port of an elderly female in a
blue hat w alking around
looking for her car. Female
seems disoriented. Reporter
requested BPD do a welfare
check on her make sure she
is okay. Female stated she is
not lost and has a destination
in mind and headed there
now.
-BPD received a re­
port of a noise complaint.
There was a gathering of a
large party with music and
drinking. Persons were ad­
vised to turn down music.
-BPD received a re­
port from a citizen co n ­
cerned about her safety. She
stated a man came in the
night before asking about
“lot lizards.”
-BPD issued a cita­
tion to Gregary Wayne Terry,
21, for driving while sus­
pended.
March 17: -MCSO
received a report of a female
subject with a fake ID at
Bucknum's. The female sub­
je c t was tre sp a ssin g in
Bucknum's...
-MCSO received a
request for a deputy. Caller
wanted two people escorted
from the building. Both sub­
jects were given a ride to the
residences they were staying
at.
-MCSO received a
report that Stanfield Police
had arrested Robert Loren
Lester, 32, on Irrigon Justice
Court warrant for failure to
complete alcohol treatment.
-MCSO received a
report from a female subject
statin g her 15-year-old
daughter, 14-year-old son.
and daughter's 15-year-old
friend were missing from the
residence. They were last
seen at 10:45 p.m. on Friday.
Reporter believes they are
with a 19-year-old subject in
a gray N issan M axim a.
Umatilla PD located the ve­
hicle and juveniles and other
subject at the ZipTrip in
U m atilla. Juveniles were
given a ride back to the resi­
dence by MCSO deputy.
-MCSO received a
report from a deputy about
a male subject sitting on the
fence at Huwe’s Has It All.
Subject refused to provide
any ID. Subject was asked
to leave due to the store be­
ing closed and he left.
-MCSO received a
report of a young male sub­
ject wearing a light gray coat
with reflective piece on the
front of the coat looking into
vehicles behind Bucknum’s.
Subject was last seen near
the white vehicles that the
county uses.
-MCSO received a
rep o rt from M ultnom ah
County Jail that Jimmy L.
Campbell, 39, was arrested
on Irrigon Justice Court war­
rant for failure to pay fine/
failure to appear.
-MCSO issued a ci­
tatio n to S h erill M ark
Garrett, 50, for failure to use
seat belt.
-MCSO issued a ci­
tation to Leon Marco Urieta,
18, for violation of the basic
rule by going 79 in a 55.
-MCSO received a
report of a dead crow in the
re p o rte r’s yard. R eporter
would like someone to come
and get it.
-MCSO received a
report of someone blocking
the entrance to their shop
and is unable to get vehicles
in. Reporter would like a
parking ticket to be issued.
MCSO issued a citation to
Charene Ann Bracher, 30.
for illegal parking.
-MCSO issued a ci­
tation to Vesta Ann Kilkenny.
74, for illegal parking.
-MCSO received a
report that som eone had
backed into the reporter’s
vehicle and he needed to

Little, 50, for illegal parking.
-MCSO issued a ci­
tation to Eleuterio Rolon
Lozano, 27, for violation of
the basic rule by going 75 in
a 55.
-MCSO received a
report of a lost purse. The
purse was returned to its
owner.
-MCSO received a
report from a deputy stating
he was stopping outside of
Bucknum ’s for a possible
disturbance. There was no
disturbance.
-MCSO received a
report of a tree on fire, no
structures being threatened.
-MCSO received a
report from a deputy out
with a vehicle by the golf
course. MCSO issued a ci­
tatio n to D aniel C olin
Murdock for possession of
less than an ounce of mari­
juana and defective lighting.
-MCSO received a
report in which the reporter
stated his daughter was in­
toxicated and someone is
providing alcohol.
-MCSO received a
report of lots of cars revving
up, parking and going up to
a duplex half a block away
and leaving quickly.
-MCSO received a
report of a possible party/
drug activity.
-MCSO did an area
check for H eppner High
School. A teen dance was
going on.
-MCSO received a
deputy report of an open
gate at the mill zone. Situa­
tion was okay.
-BPD received an
officer report of a possible
fight between a male and fe­
male. Determined not to be
a fight. They were playing
around.
-BPD officer out at
the Boardman M arina on
foot. Possibly sees some ac­
tivity. Determined to be the
reflection of lights off the
water.
-BPD had a reporter
stop a deputy to advise that
his brother-in-law had just
abused his sister. Reporter
would like the deputy to fol­
low him to her home to
speak with her. Brother-in-
law is not at the residence.
-BPD issued a cita­
tion to M aria De Jesu s
Flores Madrigal, 35, for vio­
lation of the speed limit by
going 51 in a 30.
-H eppner Fire De­
partment received a call to
clear the landing pad for
lifeflight.
-H ep p n er A m b u ­
lance received a report that
a 55-year-old female had
fallen from a standing dis­
tance. Subject was conscious
and breathing but very weak,
was able to talk, was breath­
ing okay, and had no pain or
bleeding. Subject was trans­
ported to Pioneer Memorial
Hospital.
-H ep p n er A m b u ­
lance received a request to
be standing by at the fair­
grounds for the Motocross
event.
-H ep p n er A m b u ­
lance performed EMS trans­
port.
-Irrigon Ambulance
performed ambulance mu­
tual aid.
-Irrigon Fire Depart­
ment had a fire call.
M arch 19: -MCSO
assisted BPD with a report
that advised a female subject
came into the North Shell
station, wrote her address on
a sheet of paper and left if
for the clerk. The note ad­
vised that the husband is
threatening the femafe sub­
ject and to send law enforce­
ment to a residence. Children
were inside the residence.
The female subject left the
business in a blue car. The
reporter was not able to get
a name on the female sub­
ject.
-MCSO, Boardman
Fire D ep artm en t, and
Boardman Ambulance re­
ceived a report from OSP
dispatch reporting an un­
known injury motor vehicle
accident at milepost 151 in
the median. They received
reports of blood running out­
side the vehicle. The vehicle
type was unknown. A second
caller reported that the ve­
hicle rolled and the left top
corner was bashed in. One
person was inside the vehicle
with a possible head injury,
the subject was breathing but
not conscious or alert.
-M C SO arrested
Craig S. Lomsky, 47, for IJC
warrant for failure to appear/
driving while suspended.
-MCSO received a
report of a vehicle parked il­
legally. Vehicle was just un­
loading equipment.
-MCSO received a
report from Hermiston PD
stating they had arrested
Jamie Antonid Montez, 36,
on IJC warrant for failure to
pay fine and failure to ap­
pear.
-MCSO received a
report stating that a female
subject had punched, hit. and
pulled the hair of the re­
porter. Deputies spoke to the
fem ale subject who said
there was a confrontation in
which she was trying to get
the reporter out of her house
and the reporter refused to
leave. Subject was pushing
the reporter out of the house
and the reporter was hitting
her saying she did not have
to leave. There are ongoing
problems between the par­
ties. R eporter called and
changed her story three dif­
ferent tim es. W hen c o n ­
fronted about the d iffer­
ences, the reporter became
upset and said everybody
was lying, including the
cops. Deputy told the re­
porter to stay away from the
female subject and she said
she would.
-MCSO received a
report that a male subject
had b roken into the
reporter’s friend's vehicle in
McNary. The male subject
stole her purse and the car
stereo. The call was trans­
ferred to UCSO.
-MCSO and Irrigon
Ambulance received a report
of a 73-year-old female who
had fallen and the reporter
cannot get her up. Patient re­
fused an ambulance.
-H ep p n er A m b u ­
lance received a call from the
Willow Creek Terrace As­
sisted Living. Patient trans­
ported to the hospital.
-Boardman A m bu­
lance received a report of a
67-year-old male, conscious
and breathing, who needs
transport to Good Shepherd
Hospital.
