Sheriff's Report
Feb. 5: -MCSO received a
report that Salem PD arrest­
ed Todd Patrick Copnehav-
er, 24, for failing to appear
for PCS II.
-MCSO received a dropped
call reporting a dark-colored
vehicle traveling at 20 mph
with its left blinker on.
-MCSO received a report
that a boxer and lab pup that
had been running around the
area for the last three days.
She also saw them jumping
up on the kids at the bus stop
at one time.
-MCSO issued a citation to
Maria Del Rosario Frias, 39,
for failing to use seatbelt.
-MCSO received a report
that juveniles were smoking
behind a residence.
-MCSO issued a citation to
M aria D olores S trella
Torres, 38, for failing to use
a seatbelt.
-MCSO received a report
that a speed sign was
knocked down in Irrigon.
-MCSO received a report
about a break-in at a resi­
dence outside of lone. This
was the second break-in.
-MCSO received a report
there were dogs barking at a
residence in Heppner. The
reporter requested contact
and possibly wanted to sign
a complaint.
-MCSO received a report
that a deputy was out with a
vehicle that was just pulled
over.
-MCSO issued a citation to
Richard Lee Rice, 68, for no
operating license.
-MCSO received a request
to be transferred to OSP re­
garding a cement truck that
was speeding and tailgating.
-MCSO received a report
that the male reporter was
simultaneously getting calls
and then hanging up. The
reporter advised there were
no threats made. MCSO re­
sponded that the best thing
for the reporter to do was
change the number.
-MCSO received a report
that the reporter had evict­
ed a subject on January 2 and
they had not moved out yet.
They left their two dogs in­
side the residence. The re­
porter was not sure if they
were living there or not.
-MCSO received a report
that the reporter advised that
they had received a tele­
phone call from WK Medi­
cal and that she thinks it is
scam.
-MCSO received a report
about a Motor Vehicle Ac­
cident that involved a dark
blue pickup that had rolled
into a ditch.
-MCSO received a report
that male subject was taking
stuff from the rear of the
bowling alley in Heppner.
The male subject was strip­
ping stuff off and taking the
copper wire to sell. A depu­
ty has already advised the
subject before not to be back
behind the bowling alley tak­
ing stuff.
-MCSO assisted BPD with
a missing girl that was last
seen at the elem en ta ry
school in Boardman.

Sanchez Flores, 44, for fail­
ing to pay fine for Driving
Under the Influence.
-MCSO received a report
that the wife was trying to
get her husband to leave and
he wouldn't. The husband
would not leave anybody
alone.
-BPD received a report that
the re p o rte r loaned her
moped to someone and did
not know whom.
Feb. 6: -MCSO received a
report that advised the re­
porter was in non-injury
Motor Vehicle Accident in
Klickitat County, Washing­
ton. The call was transferred
to Klickitat County SO.

-MCSO received a report
that Heppner Ambulance re­
ported that the Senior Bus
disabled. It was blocking one
of the travel lanes.
-MCSO received a report
that a black Chevy with a
white camper was in front of
the re p o rte r’s residence,
blocking the driveway. The
driver stepped out of the ve­
hicle and urinated in front of
the residence. The driver was
arrested for disorderly con­
duct, Criminal Trespassing II
x3.
-MCSO issued a citation to
Juan Manuel Flores Lemus,
39, for violating the basic
rule by going 75 mph in a 55
mph zone.
-MCSO received a 911 call
from a Spanish-speaking fe­
male. The dispatch advised
this was 911 and she said
sorry and hung up. The dep­
uty made contact at the res­
idence.
-MCSO received a report
that someone had hit a row
of mailboxes in Hardman
across from the Community
Building.
-M C SO a rre sted Jacob
James Richards, 33, for fail­
ing to pay fine for Theft III.
-MCSO arrested Michelle
Lee Smith, 28, for failing to
appear for driving while sus­
pended.
-MCSO received a report
that the reporter’s daughter
had lost her cell phone some­
where between Bakes and
their residence in Irrigon.
-MCSO received a report
that the reporter's ex-hus-
band was at her house yell­
ing but by the time 911 was
called he had left the resi­
dence.
-MCSO issued a citation to
Cristina Lynh O'berry, 47,
for violating the speed limit
by going 50 mph in a 35 mph
zone.
-MCSO received a report
that someone threw rocks at
the reporter’s residence.
-M C SO arrested David
Lloyd Kelly, 53, for failing
to register as a sex offender.
-BPD received a report that
there was a burglary at the
Port o f M orrow M ainte­
nance shop in Boardman.
-BPD arrested Lois Anne
Hibbitts, 40, for Driving un­
der the Influence.
-BPD received a report that
the reporter who is the man­
ager of the Trail Apartments
in Boardman advised that a
male subject who was kicked
out was on the property.
-BPD received a call about
an 85-year-old male who had
fallen and had a small lacer­
ation on top of the forehead.
Boardman Ambulance was
toned out.
-BPD officer was stopped
by two vehicles where he
was asked for directions.
-BPD received a report that
officers were doing a house
check on a vacant home.

transported an 87-year-old
male who had fallen. lone
EMS received the report.
Feb. 7: -MCSO checked
on a new home being built
in Irrigon to make sure there
was no theft.
-MCSO issued a citation to
Beverly Alisha Titus, 27. for
violating the speed limit by
going 85 mph in a 65 mph
zone.
-MCSO deputy was trans­
porting a subject from Jail to
St. A nthony’s hospital in
Pendleton then on to Bend
for evaluation.
-MCSO received a report
that a gray wolf type of dog
was running at large. The
dog was headed west to­
wards the fairgrounds from
the reporter’s residence.
-MCSO received a report
that the reporter’s purse was
stolen from her residence.
-M CSO deputy advised
that OSP had a call come in
about a reckless diver on
Hwy 730 W bound. The car
was reported to be driving
all over and stom ping on
their breaks.
-MCSO issued a citation to
Jacob Leon Kinsey, 27, for
driving while suspended.
-MCSO received a request
for deputy assistance in the
courtroom. The subject that
was due for court was high­
ly agitated last time towards
the judge.
-MCSO received a com ­
plaint about a possible intox­
icated driver.
-MCSO, Boardman Police
Dept, assisted DHS in the
removal of children from the
home.
-MCSO responded to a re­
port about a parking issued
on Gilmore St. in Heppner.
The reporter was worried
that if they were to need to
get the EM S to travel
through it wouldn’t be pos­
sible.
-MCSO received a report
about a dog that was running
in and out of traffic in Irrig­
on.
-MCSO office is holding a
valid warrant on Jill Rene
Christian. 38, for failing to
pay fine for negotiating bad
checks.
-MCSO received a report
from a caller in Boardman
that a male subject came into
a store and was asked to
leave. He was rude and out
of control. The caller re­
quested a deputy contact.
-Boardman Police Dept,
received a request from Ger-
vais Police Dept, to take a
signed stolen vehicle.
-Boardman Police Dept,
received a report from a call­
er in Boardman that she was
locked out of her house and
requested help getting back
into the house. An officer
responded and discovered
the door was already opened
for the caller.
-Boardman Police Dept,
officer cited Veronica Torres.
30, for Failure to Use Seat
Belt.
-Boardman Police Dept,
officer cited Rafael Leon
Torres, 21, for Failure to
Obey Traffic Control De­
vice.
Feb. 8: -MCSO issued a
c ita tio n to Jo se Ram on
Mares, 27, for violating the
basic rule by going 65 mph
in a 55 mph zone.
-MCSO assisted Heppner
Ambulance with a female
who had fallen and was not
able to get out of the bath­
tub.
-MCSO deputy advised he
was out on location in Irrig­
on for an animal complaint.
The dogs were using the lot
between the neighbors. Both
parties were contacted and
they resolved the issue.
-MCSO assisted BPD with
a fight in progress. The par­
ties were separated.
-MCSO deputy was out at
Shamrock Lanes in Heppner
w ith a v eh icle that was
blocking one side o f the
road. The deputy spoke with
the driver and the driver was
packing stuff into the trailer
to move it out of the build­
ing.
-MCSO received a report
from a male caller who ad­
vised that there was a Green
Suzi SUV along the side of
the road with two females
standing outside, the females
looked like they had phones
with them and may have
been calling for help. The
information was relayed to
Tri-comm.
-MCSO issued a citation to
David G ustavo Zaragoza
Estrada, 24, for violating
basic rule by going 90 mph
in a 55 mph zone.
-MCSO issued a citation to
Pedro Avila Bedolla, 26. for
driving while suspended.
-M CSO received a call
from a male subject who said
he was arrested by UCSO on
Idaho Street and he wanted
his items from his car. The
dispatch contacted UCJ and
they advised that no one by
that name had been in jail
b efo re and they had no
record of him in their system.
-MCSO received a report
about a blue Honda that was
passing the reporter and then
hitting their brakes as if to
cause a Motor Vehicle Acci­
dent. The reporter pulled off
and was safe but did request
OSP be notified.
-MCSO arrested Terrence
Alcott Wilson 11,31, for fail­
ing to appear.
-MCSO assisted BPD with
a possible Driving under the
Influence.
-MCSO received a report
that tw o young g irls
knocked on the reporter’s
door and advised there was
a man with a gun west of the
reporter's white trailer in Ir­
rigon. MCSO responded and
the subject had an air soft
gun, he was given a warning
for using those in the city
limits.
-MCSO received a report
that there was warrant being
held for James Alvin Gandy,
53, for Probation Violating
on a charge of Count II Ha­
rassment.
-BPD officer received a re­
port about a female having
possible medical problems at
the Napa store in Boardman.
Boardman Ambulance as­
sisted.
-BPD received a report that
there was a confused male in
the bank and requested as­
sistance. BPD responded
and the subject had lost his
family and was reunited with
his grandson.
-BPD received a report that
the reporter was w orried
that her vehicle was missing.
-BPD arrested Jam es J.
Nelson, 41, for five counts
of Contempt of Court and
for failing to pay fine for giv­
ing false information to a
police officer.
-BPD received a report that
a subject was knocking on an
empty unit’s door.
-BPD received a report that
a subject was warned for no
break or tail lights in the
back. The subject is waiting
for a friend to follow him
into Arlington to see if he can
get some lights.
-Heppner Ambulance as­
sisted a female who had fall­
en and could not get out of
the bathtub.
-H ep p n er A m bulance
transported a female who
had fallen to Pioneer Memo­
rial Hospital.
-H e p p n e r, A m bulance
transported to Lexington
Airport.
-Heppner FD responded to
a report of a smell of smoke
in the kitchen.
-Heppner FD responded to
a report of someone burning
plastics.
-B oardm an A m bulance
transported a patient with
Low Blood Sugar.
Feb. 9: -MCSO and BPD
received a report about a
vehicle that was parked by a
singlewide mobile home in
Boardman. There was no
one in the vehicle.
-MCSO received a request
for extra patrol in an area in
Boardman.
-MCSO received a report
that the reporter advised she
found a license plate at a
storage unit in lone.
-MCSO arrested Billy Joe
Parker, 2 1, for failing to pay
fine for Theft III.
-M CSO was out with a
subject at the gravel pit. The
subject was cited for Theft
III and Trespassing III.
-MCSO received a report
about pigs running loose in
the road. All the pigs got out
and the owner was attempt­
ing to round them up.
-M CSO arrested Irma I.
Garza, 33, for failing to pay
fine for driving while sus­
pended.
-MCSO received a report
about a fight in progress.

Gutierrez, 21, for failing to
appear.
-MCSO received a report
that a gentleman was knock­
ing on the door at 8:30 at
night, wanting to wash win­
dows. This has happened
before to the reporter and it
was the same guy.

Scott Houst, 53, for failing
to appear.
-BPD was out with a vehi­
cle at the car wash in Board-
man. The driver was just
waiting for his girlfriend to
get off work.
-BPD arrested Alonzo Al-
caraz Ramirez, 30, for fail­
ing to pay fine for Criminal
Mischief II.
-BPD issued a citation to
Terrell Lee Rea, 41, for driv­
ing uninsured.
-BPD issued a citation to
Randall Jay Sifford, 47, for
violating the speed limit by
going 37 mph in a 25 mph
zone.
Feb. 10: -MCSO issued a
citation to Lonnie Marvin
Mayes, 31, for driving while
suspended.
-MCSO received a report
about a lost or possibly sto­
len cell phone.
-MCSO received a report
that an off duty OSP troop­
er spotted a stolen vehicle.
-MCSO received a report
that there was a subject on a
four-wheeler. The subject
was warned for being on the
road.
-MCSO received a report
that three young girls were
walking along the freeway.
The juveniles were runaways
out of Hermiston. The call
was transported to BPD and
contact was made with the
parents.
-MCSO received a report
that a there was a black and
white cow on the north side
of the freeway by Boardman.
The owner was contacted
and he was putting the cow
back and fixing the fence.
-MCSO received a report
that there was a vehicle with
its hood up.
-MCSO received a report
from an off duty officer that
there was a suspicious vehi­
cle by the Rail Road Tracks.
-MCSO issued a citation to
James D. Thurman Jr., 21,
for driving while suspended.
-MCSO received a report
that mail boxes were dam­
aged.
-MCSO received a report
that someone was standing
in a fog line in underdraw­
ers.
-MCSO received a report
that a vehicle was being fol­
lowed that was failing to
yield.
-BPD issued a citation to
Oscar Cruz-Morales, 25, for
failing to obey traffic control
device.
-BPD issued a citation to
Gonzalo Coria Madrigal for
failing to obey traffic control
device.
-BPD received a report
about three young children
that were out and did not
know where they lived.
-BPD issued a citation to
Maria Elaena Andrade for
driving while suspended.
-BPD issued a citation to
Earl Leon Aylett, 53, for vi­
olating the speed limit by
going 48 mph in a 30 mph
zone.
-BPD issued a citation to
Zachary Guy Baker, 21, for
not wearing a seatbelt and
for failing to carry proof of
insurance.
-BPD issued a citation to
Guadalupe Galvan, 31, for
violating the speed limit by
going 36 mph in a 25 mph
zone.
-BPD issued a citation to
Juan Luis Ayala Garduno,
25, for violating the speed

about a female w ho had got
out of her vehicle and the
vehicle was still parked
there. The female was there
to pick up another vehicle.
-BPD issued a citation to
Guillermo Ermelindso Cas­
tro, 39, for driving while sus­
pended and failing to yield.

transported a patient to St.
Charles Hospital in Bend.
Feb. 11: -MCSO received
a report that a male subject
went against his parole and
was at a bar in Heppner.
-MCSO received a report
that a stop sign was leaning
against the guide wire. The
sign was still up and visible
it just needed to be put back
in the ground.
-MCSO received a report
about a vehicle off the shoul­
der on its side by Boardman.
Boardman Ambulance and
Boardman FD assisted.
-MCSO received a report
that a subject was letting
goats roam all over the re­
porter's neighborhood.
-MCSO received a report
that Beaverton Police arrest­
ed Shane Mayberry, 20, for
failing to pay fine for failing
to appear.
-MCSO advised three juve­
niles not to ride their motor­
cycles and three-wheeler on
the road.
-MCSO received a report
that the reporter's employ­
ers had some welding equip­
ment that was stolen.
-BPD issued a citation to
Rigoberto Rios, 24, for an
open container.
-BPD issued a citation to
Roberto Rios Lemus, 29, for
an open container.
-BPD was out with a stray
cow. The owners were found
and were going to take care
of the cow.
-BPD arrested a juvenile
subject for Assault IV Felo­
ny.
-BPD received a report
about a suspicious vehicle at
the gas station in Boardman.
The subject was just taking
a nap.
Feb. 14: -MCSO received
a report that dogs were over
at the reporter's residence
and killed and injured sever­
al o f the large birds she
owns.
-MCSO arrested Orlando
Cruz Lopez, 22, for failing
to pay fine for driving while
suspended.
-MCSO received a report
that someone had parked a
4d sedan on or around the
reporter’s property, along
with two four wheelers.
-MCSO deputy removed a
small kids pool from the mid­
dle of the road.
-MCSO sheriff out at a lo­
cation on a parking issue.
There was semi parked un­
lawfully. The sheriff made
contact with driver and he
advised he would not park
there anymore.
-M CSO deputy was out
contacting a subject that ap­
peared to be intoxicated and
was attempting to get inside
a vehicle and driver off.
-MCSO received a report
that a brown dog had killed
a chicken outside the report­
e r’s residence.
-MCSO received a report
that the reporter's dog was
shot through the throat. The
reporter believed that he
knew who the male subject
was that shot his dog. The
dog was taken to the vet.
