Club held its first meeting on
Monday, Feb. 26, at the lone
Community School. Club
leaders are Darla Vandever
and Clint Carlson. President
is Teonna Vandever, and
Vice President is Alex Carl­
son. All fifteen m embers
were in attendance.
The first item o f
business was election of the
other officers. The results are

calling and hunting experts
judged the entries, Ed Glenn
of Boardman earned third in
the Laminated Call division
of the NW TF’s Grand Na­
tional Decorative Duck and
Goose.
Some of the world’s best
callmakers showcased their
work during the convention
in front o f thousands of
sportsmen and women who
understand how a call is sup­
posed to look and sound.
The NWTF callmaking com­
petition is considered the
“Callmakers enter our con­
test because it’s North Amer­
ica's prem ier callm aking
contest and if they can win
this c o n te st, they know
they're the best there is,”
said Rob K eck, N W TF
CEO.
Contestants competed in
D ecorative Turkey C all,
Hunting Turkey Call, Deco­
rative Duck and Goose Call

the contest, the calls are auc­
tioned at the convention,

UM ESD touted in statewide
ESD efficiency report
T he U M ESD was
given a large pat on the back
in an efficiency study on Or­
egon ESD ’s conducted by
the G ib so n C o n su ltin g
Group, an education-con­
sulting firm in Austin, Tex­
as. The rep o rt, released
Tuesday, presents the results
of a statewide study of ESDs
commissioned by the Ore­
gon Department of Educa­
tion, and specifically autho­
rized by the Oregon Legis­
lature. The focus of the study
was to assess the efficiency
o f the state system of 20
ESDs and to determine how
effective they are in contrib­
uting to the efficiency of
Oregon school districts.
“This has been a re­
ally high priority for the gov­
ernor,” said UMESD Super­
intendent George Murdock,
who also is the executive di­
rector of the Oregon Small
Schools A ssociation and
president of the Oregon As­
sociation of ESDs. “The
state recognizes that the ed­
ucation enterprise should be
a unit rather than individual
entities. This report finds a
way to pool resources to­
gether for better efficiency in
education. T h ere’s never
going to be enough money,
so the more you can create
efficiencies, the better we
can make the classroom s
with what we do have.”
The report recom ­
mends the state’s ESDs, the
Oregon Department of Ed­
ucation, school districts and
other agencies work togeth­
er in various partnerships to
become more efficient. Mur­
dock completely agrees, and
noted the UMESD already
sets this standard.
While the efficiency
rep o rt does reco m m en d
standardizing ESDs around
the state - including imple­
menting some of the pro­
gram s and serv ice s the
UMESD has established for
itself - Murdock said stan­
dardizing all aspects of ESDs
isn’t a good idea.
“ I think there are
certain services that all ESDs
should provide, but ESDs
need to be able to cater to
individual communities at
the same tim e,” M urdock
said.

A1 Meunier, a veter­
an Umatilla County educa­
tor, has been named interim
superintendent of the Uma-
tilla-Morrow Education Ser­
vice D istrict (U M E SD ).
Meunier will officially take
over his new duties on April
2 when current Superinten­
dent George Murdock be­
comes full-time editor and
publisher of the East Orego­
nian. Murdock has been at
the ESD since 1999.
M eunier, w ho a l­
ready has an office at the
ESD, currently oversees an
em erg en cy m an ag em en t
grant and provides adminis­
trative training in Eastern
Oregon for Lewis and Clark
College. He retired as super-
in te n d e n t o f sch o o ls in
Pendleton in 1999 and then
served as interim superinten­
dent for the Athena-Weston
School District during the
2000-01 school year.
M eu n ier cam e to
Pendleton from Hermiston
1991. He had been superin­
tendent of schools in Her­
miston from 1984 until he
took over the job in Pendle­
ton. Meunier first joined the
staff in Hermiston as a teach­
er in 1970. He became as­
sistant principal o f H er­
miston High School in 1974
and principal of the middle
school in 1974. He was
moved to assistant superin­
tendent in 1980.
The UMESD Board
also announced that it has
hired Dr. D ennis Ray of
Northwest Leadership Asso­
ciates to meet with UMESD
staff and administrators and
local school district person­
nel from March 12-14. Ray
w ill then m eet w ith the
Board at its March 14 meet­
ing in Boardman at the Port
of Morrow to discuss pro­
cedures and recommenda­
tions for the conduct of a
search for a permanent suc­
cessor.
The initial goal of a
search will be to have a new
superintendent in place by
July 1; however, the Board
discussed the possibility that
it may take until the follow­
ing year to find the right can­
didate.
