Heppner Ranger District begins
public involvement process for
West-End OHV Project
The Heppner Ranger
D istrict, o f the U m atilla
National Forest, is soliciting
public input to help identify
designated routes for off
highway vehicles (OHV) on
public lands on the west side
of the district.
“T his is a public
process. If you care which
trails or roads should be
open or closed to m otor
vehicles, we hope to hear
from you,” said Tom Mafera,
Heppner D istrict Ranger.
“ We intend to use a
collaborative approach to
engage the p ublic and
co o rd in a te w ith state,
county, local and trib al
governments.”
In 2005, the Forest
Service published a new
travel management rule for
providing m otor vehicle
access to national forests and
grasslands. The new rule
calls for the designation of
roads, trails and areas open
to m o to rized trav el to
provide:
-better opportunities
for sustainable motorized
recreation,
-better protection of
the environment,
-better protection of
cultural resource values,
-in c re a se d public
safety,
-ample high-quality
access to the National Forest
System (NFS) for
all users, and
-reduce effects on
big game.
D esignated routes
for m otorized travel are
already in place on most of
the Umatilla National Forest.
The Forest’s one exception
is the 91,000-acre area west
of the Monument-Sunflower
Flat Road #22. In order to
