Morrow County School Board
supports Milton-Freewater bond
measure

Milton-Freewater School
District:
Dear Mr. Chairman:
Morrow County
School District Board of
Directors unanimously
passed a resolution on Oct.
9,2006 in support of Milton-
Freewater’s upcoming bond
measure election. The
benefits that have been
realized because of our
successful bond passage
have been a positive
influence for the students,
staff and the communities of
our district.
We were able to
build two new elementary
schools to ease thef
overcrowding in our existing

classrooms due to lack of
adequate classroom space.
Now there are classrooms
completely furnished with
everything they need to
make their school days a
positive learning experience.
With
the
construction of the new
Irrigon Elementary School,
we were then able to convert
Columbia Middle School
into Irrigon Jr/Sr High
School and return a high
school back to the
community of Irrigon. As
you know, a high school is
the heartbeat of the
community. In addition to
the high school opening
again, the district has just
finished construction on a
state-of-the-art professional-
technical building.
Each
of
our
communities have received
upgrades to existing school
facilities, but the highlight of
a previous successful bond
measure allowed for cutting
edge technology to be
installed in all of our schools.
Again, we sincerely
hope that your school district
is successful in passing this
bond measure and send our
best wishes. The benefits to
the students, staff and
patrons are immeasurable. It
truly does take a village to
raise a child.

ELECTRIC CO-OP ANNOUNCES
PHOTO CONTEST
Columbia Basin Electric Co-Op is again pleased to an­
nounce they w ill be holding their annual Photo Contest this
fall. The Cooperative is looking for entries from which to
select quality prints to be enlarged and put on permanent dis­
play.
Entries will be received at both the Condon and Heppner
offices now through Friday, Oct. 27, closing at 5 p.m. En­
tries must be photographs, either standard or digital, color or
black-and-white, and taken within the C.B.E.C. service ter­
ritory. w ith some indication or reference to electricity or elec­
trical infrastructure. This required element may be very mi­
nor. however. A panel appointed by C.B.E.C. will perform
independent judging o f entries. Judge's decisions will be fi­
nal. There will be two entry classes: entries of people/ani-
mals and entries of landscapes/general interest. The same
photo may be entered in both classes if desired, but a copy
for each class will be required. 8 x 1 0 photos are preferred,
but smaller entries are allowed.
There will be awarded a I st, 2nd. and 3rd place finish for
each class, with prizes granted being $50 for each first place,
$35 for each second place, and $ 15 for each third place award.
Entrants w ill agree to allow Columbia Basin Electric Co-Op
to enlarge, frame, and permanently display winning entries
at C.B.E.C.'s discretion, with no compensation or value paid.
Appropriate recognition will be noted of entrant. All entrants
must be members/consumers of Columbia Basin Electric
Cooperative. Inc. No single entrant may submit more than
four (4) entries in any one class.

Spicer obvious
choice
To the Editor:
It is not only my
pleasure to write in support
of Annetta Spicer for Circuit
Court Judge, but it is my
obligation to do so. 1 have
been a practicing lawyer for
23 years in Umatilla county
in the areas of criminal law
and family law.
First, Mr. Brauer has
never prosecuted a single
criminal case as the primary
attorney in his whole career.
He has never prosecuted a
Driving under the Influence
case in his whole career.
Annetta Spicer served as a
District Attorney and the
trial attorney in the
prosecution of all types of
criminal cases as the morrow
county District Attorney.
She has also defended all
types of criminal cases for at
least the 23 years I have
worked in this county.
Second, Ms. Spicer
has practiced divorce law for
over 23 years in Morrow and
Umatilla County. I have had
the pleasure of working
against her many times. She
is an effective, common
sense advocate for her
clients and is able to apply
law and facts to family law
which is crucial for a judicial
candidate.
Additionally, Ms.
Spicer has a very well
rounded experience in other
areas of the law. which Mr.
Brauer does not have. This
gives her the ability to
understand and reason legal
rulings in all the cases which
would come before her.
I have known
Christopher Brauer for the
whole time he has practiced
in Umatilla County. Unlike
Mr. Brauer. Ms. Spicer is
able to set aside political
considerations, friendships,
and future aspirations in
considering the proper
course of action and the
application of law. Our
courtrooms should not be
governed by political
aspirations, favors for
friends,
political
connections, or how
decisions will affect public
image.
Annetta Spicer is a
woman with family values,
legal expertise, common
sense, good judgment, and
integrity. I trust her as my
Circuit Court Judge to
decide cases based only upon
facts and law. The clear
choice, the only choice for
circuit court judge is Annetta
Spicer.

Insurance office building is
a modem looking structure
and is complimented by
some
very
tasteful
landscaping and lighting.
This latest addition to our
business district has done a
great deal to improve the
looks of the city of Heppner.

To the Editor:
I am writing this
letter to express my strong
support for Congressman
Greg Walden. During my
term as Morrow County
Commissioner, I have
learned much about how
local government works. 1
have also learned the critical
importance of state and
federal elected officials who
take the time and effort to
listen to and assist local
governments.
County
government is at the very
grass roots of the electorate.
Smaller counties are also at
the bottom of the “food
chain” when it comes to
political clout. To often,
state and federal elected
officials are pulled in many
directions by opposing
viewpoints and special
interests. Without their
assistance, small counties
can end up losing battles to
large special interest groups,
larger counties and the state
or federal government.
Meaning they end up with
loss of revenue necessary to
fund mandated programs
already in place and loss of
tax base due to restrictive
legislation and/or regulations
that all too often impact or
restrict local businesses and
economic development.
During my term in
office, Greg Walden and his
staff have always been quick
to respond to Morrow
County Court's questions
and concerns. He has come
to the assistance of Morrow
County numerous times as
we fought for revenues or to
fend of burdensome
legislation or regulations.
That's not just my opinion;
it has been my personal
experience as a county
commissioner.
Greg Walden is a
tried and true voice for
Eastern Oregon. Please
return him to the House of
Representatives so Eastern
Oregon counties will
continue to have a strong
voice in our future.

Horse owner
challenges
neighbors protests
To the Editor:
In response to the
recent article about city
council not allowing horses
in the city limits of Heppner,
I must challenge recent
protests by Rita Woolsey and
Darcy Bergstrom to come up
with something better than
“simply not wanting them
there.” Woolsey and

Bergstrom expressed no
concern over manure or
smell. They “simply did not
want a horse there.”
Keep in mind that
there is plenty of room for a
horse and that Bergstrom
can't even see the horse from
where her house sits. Many
people in town have their
animals on privately owned
lots. It is most unfortunate
that I am not even allowed
the opportunity to fulfill the
requirements of the permit
and prove to those people
that I can be a responsible
horse owner. When I
requested a two-week
extension to seek alternate
housing for my horse, both
Woolsey and Bergstrom
shook their heads no
towards city council
members. Is this anyway to
treat a neighbor? To me it’s
downright vindictive. When
my request was voted on by
city council it was not a
unanimous decision. Several
people on the council did not
want to give me a two-week
grace period. To the
residents of this town I ask.
“Are these the people you
want representing your
town?”
With the slagging
economy in this community
it seems town folk would
welcome people into their
community, however, if this
is how people are treated it's
a wonder anyone would
want to move here at all.
Many dogs run loose in this
area of town and frequent
my yard as their toilet. Do
you see me running to the
sheriff? No, because it's no
way to make friends. I
challenge every livestock
owner in this community to
stand up for your rights or
they will be pulled out from
under you simply because a
neighbor “does not want one
there.” Had I been warned
about the wolves in this
community dressed as lambs,
I may have chosen another
town to spend my money in.

Spicer can give
County
representation
To the Editor:
There is a huge voter
registration
disparity
between Morrow County
and Umatilla County. So it
is a big challenge for a
Morrow County candidate
to get elected as judge in the
two-county sixth judicial
district.
Fortunately, Ann
Spicer rises to challenges.
She did it before, when she
served as Morrow County's
first woman district attorney.
She is doing it again as a
candidate forjudge against
a person with significant
greater name recognition in
the county that has the
significantly greater number
of voters.
But this is an election
about who would be the best
judge, right? It would be
wrong to overlook Ann
Spicer just because you
recognize
the
other
candidate's name and not
hers.
Here are three
compelling things to think
about:
-Both candidates
have district attorney
experience. Ann though has

other legal matters that come
before judges. Did you know
that her husband and son are
also attorneys?
-Ann is a woman.
Has there ever been a
woman on the state court
bench in this judicial district?
A ren’t we progressive
enough for one?
-Morrow County
does not have a resident state
court judge. But doesn't it
make sense for a Morrow
County resident to be one of
the five judges?
Morrow County
voted for Ann Spicer 61
percent in the primary
election. This margin won’t
carry her in the general
election because of the voter
differential. She needs votes
in Umatilla County, too.
Please, Umatilla County
voters, remember the
qualities and character of
Ann Spicer and vote for her.

Spicer aware of
better court
representation
need
To the Editor:
I am writing in
support of Annetta Spicer
for the position of circuit
court judge, serving Umatilla
County and Morrow
County.
At the present time,
we have towns in our
counties that are not being
as well served by the court
as they deserve to be. Ann
lives in Heppner and works
in Heppner and Hermiston.
She is aware of the need for
more expedient court time
for North and South
Morrow County. She has
pledged to make this a
priority and we have a
county courthouse in
Heppner that would help
facilitate her pledge of
service.
Ann is equally
concerned about the lack of
use of the Hermiston
Courthouse. There are
facilities there, ready to be
staffed and made available to
the citizens that support the
day-to-day operation of that
facility.
We need a circuit
court judge that is aware of
the needs of the citizens of
our two counties, one that is
ready to be available for a
variety of tasks and issues
that require a timely, if not
immediate, response... such
as,
search
warrant
applications,
orders,
hearings w hich must be held
within a certain time frame,
domestic
violence
restraining
order
applications and hearings.
We need Annetta
Spicer.
Please join me in
voting for Annetta Spicer as
Circuit Court Judge for
Umatilla County and
Morrow County.
