Sheriffs Report
The Morrow County
Sheriff’s Office reports han­
dling the following business:
Sept. 9: Boardman
PD received a report of an
unwanted male at the front
d o o r o f the c a ll e r ’s
residence. The subject was
threatening to kill the caller’s
mother and advised he had a
gun. Juan Jose G arcia
Gomez, 26, was arrested for
Menacing and Telephonic
Harassment. He was lodged
at Umatilla County Jail.
-Irrigon ambulance
received a report of a 79-
year-old male who had fallen
in the fireplace. He was
bleeding from the head and
having difficulty breathing. It
was also determined that the
subject was intoxicated.
S e p t. 10: M CSO
received a report from a
caller in Heppner that a 14-
year-old male hit his mother.
The mother advised she had
hit him also. The female is
very upset and would like a
deputy to respond.

report from a c a lle r in
Heppner that the phone lines
in front of his house were
hanging extremely low and
his vehicle could knock them
down if he tried to drive
under them.

for Violation of the Basic
Rule, 74 mph in a 55 mph
zone.

Violation of the Basic Rule,
82 mph in a 55 mph zone.

report from a caller in Irrigon
that the caller's grandmother
had fallen a couple days
earlier and now has limited
mobility. The caller believed
the subject may have broken
her leg in the fall.

Limit, 68 mph in a 40 mph
zone.

report of a possible DU1I in
Boardman. Librado Balderas
Garcia, 39, was arrested for
DUII (BAC .21). He was
also cited for No Operator’s
License. He was lodged at
Umatilla County Jail and the
vehicle was impounded.

report from a caller in Irrigon
that the neighbor’s dog was
barking all the time and the
caller would like to sign a
c o m p la in t. W illiam G.
Lathrom. 63, was cited for
M ain tain in g a Dog as a
Public Nuisance.
-MCSO received a
rep o rt from a c a lle r in
Boardman (hat the caller’s
husband assaulted her in the
face. Efrain Murillo, 46, was
a rre ste d for A ssau lt IV
felony. He was lodged at
Umatilla County Jail.

F ailure to O bey T raffic
Control Device.
-MCSO received a
report from a c a lle r in
Boardman that young kids
who were gang members
were in her drive way. She
said she was on her way
home and received a call
from someone telling her
that the kids were there.

receiv ed a re p o rt that
Luanne Carolyn Flanagan,
37, was arrested for failing
to pay fine for crim inal
mistreatment.
-M C SO issued a
citation to Marty D. Broadie,
47, for failing to display
plates.
-M C SO issued a
citation to Ramiro Bedolla
Hernandez, for violating the
basic rule by going 73 mph
in a 55 mph zone.
-M C SO issu ed a
citation to Megan E. Marley,
19, for violating the basic
rule by going 75 mph in 55
mph zone.
-MCSO received a
rep o rt about a p erso n al
vehicle that was parked in
front o f the fire hall in
Lexington.
-MCSO received a
report that a female subject
in Heppner received a call
from a male subject w ho said
he w as a UPS man and
w ould be d e liv e rin g a
package later that day. When
the female subject asked for
his name he hung up.
-MCSO received a
rep o rt th at th ere was a
hitchhiker in Boardman that
was going to Chicago.
-MCSO received a
report that a red car full of
juveniles were playing their
music really loud and were
driving recklessly around
Irrigon.
-MCSO received a
report that the rep o rter's
neighbor’s dog was barking
parts in your
car, light truck or sport
utility vehicle, none are

away. That is against the
apartment regulations.

Andrew Mackey, 21, for
violating the speed limit by
going 35 mph in a 25 mph
zone and for driving while
suspended.

Cecilia Montoya Ramos, 42,
for not having an operating
license.
S e p t. 13: M CSO,
Irrigon ambulance received
a report from a caller who
advised he was in his jet boat
and hit a sand bar while
going 40 mph. All four
passengers were thrown out;
two were injured.

report from a caller in Irrigon
of a subject driving unsafely
in front of the Irrigon High
School. M CSO deputy
spoke to the driver.
-MCSO received a
report from a caller on 1-84
of a Vancouver school bus
(with no children inside)
sw erving back and forth
across the lanes, then driving
down the middle of the road.
The caller thought it may be
a medical issue.

Daniel Ragsdale Neil, 26, for
No Operator's License.
-MCSO received a
report from a caller in Irrigon
that a 7 ft. boa constrictor
escaped from the caller's
home and the caller was
w orried it may be eating
small dogs and cats.
-MCSO deputy cited
a male subject for Violation
of the Basic Rule, 75 mph in
a 55 mph zone.
-MCSO deputy was
req u ested to c o n ta c t an
o fficer at the B oardm an
Police Dept, regarding a
towed yesterday but is now
driving another vehicle and
p ick ed up the c a lle r ’s
daughter. The caller believes
the male subject d o e sn ’t
have a d r iv e r ’s licen se.
O ffice rs w ere unable to
locate the vehicle.
-Irrigon ambulance
received a report from a
caller in Irrigon of a 35-year-
old diabetic female who was
unresponsive but is now
responding.

to respond to a residence in
lone for a 74-year-old male
subject with chest pains. The
m ale su b ject refu sed
ambulance assistance and
w as d riv e n to K adlec
Hospital in Kennewick by
private vehicle.
-Heppner Fire Dept,
received two reports of a fire
alarm that went o ff at a
location in Heppner. There
was no fire found and it was
determ ined to be a false
alarm.

Buchanan. 25, for Violation
of the Basic Rule, 75 mph in
a 55 mph zone.
-MCSO deputy cited
James Hamilton Martin, 60,
for Violation of the Basic
Rule, 90 mph in a 55 mph
zone.
-MCSO received a
report from a caller that her
horse had been moved to
Heppner and the caller wants
to get the horse. The subjects
holding the horse advised the
c a lle r ow es m oney for
pasturing her horse.
-MCSO received a
report from a subject in
Irrigon that a female was
assaulted this morning by her
boyfriend. David Lee Earle,
25, was arrested for Assault
II, A ssau lt IV-DV (F ),
Menacing and Strangulation.
He was lodged at the
Umatilla County Jail.
-MCSO received a
rep o rt from P aro le and
Probation that Jared Lee
Wicklund, 30, was arrested
for a Sanction Order. He was
lodged at the U m atilla
County Jail.
-MCSO received a
relayed report in Irrigon that
a bus driver reported a male
su b ject, po ssib ly a high
school stu d en t, rid in g a
bicycle and carrying a rifle.
A deputy checked the area
and was unable to locate
anyone.

called her and advised they
just called the residence and
the phone was busy. No one
should be at the residence.

drinking for days. The caller
wanted to put her into detox.
The caller advised a male
subject was coming to the
phone and the phone was
then hung up.

report from a caller in Irrigon

driving around the area with
its lights off. The vehicle
parked and three males took
off running east. A juvenile
m ale was a rre ste d for
Unlawful M anufacture of
Marijuana and MIP-C. Gina
Delores Roberts, 42, was
cited for Furnishing Alcohol
to Minors. A male subject,
20, was cited for MIP-C.
One juvenile fem ale was
cited fo r M IP-C . Five
juvenile males were cited for
MIP-C.
-MCSO received a
911 hang-up call from a
location in Irrigon. On call­
back the line was open and a
child was talk in g in the
b ack g ro u n d .
It
was
determined the child trying
to dial 922.
