the
celebration.
Monahan wrote
an article about Morrow
County sheep herding for the
second
St.
P a tric k ’s
Celebration. "Jimmy Farley
(the fo u n d er of the
celebration) really liked that
article and asked what more
we could do to promote the
c e le b ra tio n ,” M onahan
relates. “ 1 was living in
Washington, D.C., at the
time and was able to get a
letter from President Ronald
Reagan acknowledging the
next
St.
P a tric k ’s
Celebration. Another time he
arranged an interview with
the Irish ambassador, which
was then played on the radio
during the Coffee Hour.
“ I was

School board reinstates
Heppner High School vo-ag
The Morrow County
School Board unanimously
approved reinstating a vo-ag
program for Heppner High
School at its regular board
meeting held Thursday,
March 7. at the district office
in Lexington.

reconfiguration of the full­
time equivalent positions for
Morrow County schools
indicated that Heppner High
School was eligible for an
additional full-time teacher.
He said that hiring a teacher
for the HHS vo-ag program
would not take a teacher
from another area or from
another school.

Frank Kilkenney, arrived in
Morrow County in 1890
together with his brother,
John Kilkenney. Dom=s
paternal grandfather. Frank
Monahan, was one of at least
four Monahan brothers who
immigrated first to Boston
and then to O m aha and
finally arrived in Morrow
County. All o f D om =s
forbears eventually found
them selves in the sheep
business, which was the
m ainstay
o f M orrow
County’s economy up until
World War 1. Dom is one
of four children. His older
brother Michael lives in
Portland, and his younger
brother. Bill, resides in
Hermiston. Dorn’s sister,
Burrows said that
reconfiguration also resulted
in the reduction from two
business tech teachers at
Irrigon High to one.
The n u m b er of
teachers for each school is
determined by each school's
budget, which, in turn, is
determined by the number of
students in attendance at
each of the schools. When a
school gains or loses
stu d en ts, its budget is
affected. The amount of
money the entire district
receives in state funding is
also determined by student
population and other factors
such as the n u m b er of

not run for another term.

assistant DA for three-and-
a-half years. Prior to that she
worked with troubled youth
as a treatment coordinator.
Ballard, originally
from Iowa, received a
b a c h e lo r ’s degree
in
psychology from Western
State College in Missouri.
She received a doctor of
ju risp ru d e n c e from the
University o f Oregon in
2002 .
Ballard said she was
especially concerned about
the
m eth am p h etam in e
problem. “It is so pervasive,”
said Ballard. “I am pleased
to see the action that our
legislature has taken. It is
one of the strictest laws in
the county, prohibiting the
over-the-counter sales of
pseudophedrine. But it's also
concerning that more meth
may be brought in from
Mexico which may be more
potent and additional
property crim es may be
committed to support the
user’s habit. I’m also very
concerned about children
and fam ilies, which, o f
course, meth impacts.”
