The
City
of
Heppner’s Beautification/
Parks and Land Commission
recently
presented
certificates of recognition to
Moore Excavation, Inc., of
Portland, and to Kenneth
“Sparky” McGrew, Moore's
local project manager for the
city water line replacement.
They were all
recognized for their
volunteer work at the old
swimming pool site, which
had become an eyesore and
potential hazard since being
abandoned in 1991. Moore
Excavation’s workers and
equipment attempted to
dismantle the old pool, but
were unable to do so because
of
extensive
rebar
reinforcement in the
concrete. They then brought
in fill and leveled the site.
Grant money is
being sought to turn the area
into a “Welcome to
Heppner” site with a piece
of antique agricultural
machinery and signage both
lit with uplights. Plans are for
minimum upkeep with a
gravel covered lot and
perhaps a dripline for hardy,
drought tolerant plants.
The Beautification
Commission was created in
1999 by the Heppner City
Council to educate, advise,
promote and recognize
attractive environments
within the city limits. This
year it was combined with
the Parks and Land
Commission.

Electric Co-Op to
test utility poles in
area
Columbia Basin
Electric Co-Op, and their
subcontractors, will be
conducting their annual pole
testing operation throughout
parts of the service territory
during the next two months.
Periodic testing of poles is
required by REA and RUS,
and helps reduce failure rates
and power outages. Crews
visually inspect each pole
unit for damage and bore a
test hole in the pole to
inspect for soundness. All
poles in the service territory
are inspected on a 10-year
rotation basis. Specific areas
to be tested this fall include
the cities of Heppner and
Lexington, Clarks Canyon,
East Baseline area, Willow
Creek up to Cutsforth Park,
Blakes Ranch and Shobe
Canyon lines. Vehicles
should be marked with
“National Wood Treating
Company” or “Columbia
Basin Electric Co-Op”
signage. Crews will be
operating 4-wheelers while
traveling from pole to pole
along the power lines.

program may be made to
