Drought conditions in Mor
row County, Oregon led to a
declaration of drought emer
gency by Gov ernor Ted Kulon-
goski on April 7. 2005. The
Bureau of Reclamation in co
ordination w ith the U S Army
Corps o f Engineers (Corps),
which constructed, operates
and maintains Willow Creek
Dam and Reservoir, is current
ly accepting applications from
water users seeking to enter
into temporary contracts for the
2005 irrigation season for the
use of stored water in Willow
Creek Reservoir to supplement
existing water supplies on lands
that have water rights and are
already irrigated All applica
tions must be submitted in w rit
ing and mailed, postmarked no
later than May 14. 2005. to the
Bureau of Reclamation. Atten

Each application must pro
vide the following: (1) the total
quantity of water, in acre-feet,
desired from storage for use
during the 2005 irrigation sea
son. (2) the approximate peri
od of use, (3) the estimated rate
of water application expressed
in acre-feet per day over the
period of use. (4) the total num
ber of acres of land to be irri
gated. (5) a map showing the
location of the land to be irri
gated within each quarter-quar
ter section (a 40 acre tract) and
the location of the point o f di
version from Willow Creek,
and (6) a description o f the
method of diversion. An exam

under a temporary contract
would be $8 per acre-foot plus
payment of a contract admin
istration fee. The minimum
contract administration fee is
typically $100. In the event
that the costs of ev aluating and
processing the application are
in excess of the minimum con
tract administration fee. a state
ment of the reimbursable costs
for which pay ment is required
would be provided to the ap
plicant.
Due to abnormally dry con
ditions this winter and spring,
the Corps was not able to fill
the reservoir significantly
above its normal low winter
pool elevation of 2.063 feet.
Given the current below aver
age amount of stored water and
tentative plans to release water
for irrigation use. Willow
Creek reserv oir could be drawn
down near elevation 2.047 feet,
the minimum pool elevation
The reservoir has been drawn
down near this low level only
once since it was constructed
In 1992, the reservoir reached
elevation 2.050 feet after not
filling in the winter and spring
and upon releasing water for
irrigation due to the state de
clared drought
In the event that the total
amount of stored water request
ed exceeds the total amount
available for contracting, the
total amount of storage water
available would be divided by
the total number of acres to be
irrigated so that each applicant
would receive an equal amount
of stored water per acre All
