The M orrow County
Sheriff’s Office (MCSO) re­
ports handling the following
business:
-MCSO, Boardman
Police Dept, received a report
from a caller at K eg ler’s
Sentry Market in Boardman
that a male subject was
detained after attempting to
steal beer. Michael Lee Stover,
19, was cited for Theft III-
Shoplifting and MIP-Alcohol.
-MCSO received a
request for a deputy contact
from a caller in Irrigon
regarding her neighbor across
the street who took her sons’
soccer ball and refuses to give
it back. The caller spoke to him
with no result. There was a
previous history of the
neighbor begin mean to the
caller’s children.
-MCSO received a
report from a caller of a vehicle
parked in a no-parking zone
across the street from the
Irrigon Fire Hall. The caller
also advised there are two
teenagers sitting in the park; it
may be their vehicle.
-MCSO received a
request for a deputy contact
from a caller in Irrigon
regarding the neighbor’s dog
that killed more of his
livestock. It was an on-going
problem. Cesar Campos, 19,
was cited for Maintaining a
Dog as a Public Nuisance.
-MCSO received a
request for a deputy contact
from a caller in Irrigon
regarding ATV laws and
whether they can be operated
on city streets. The caller
advised several people are
riding them in Irrigon. A
deputy was unable to locate the
subjects.
-M CSO, City of
Boardman received a report
from a caller in Boardman that
there was no water at her house
or her neighbor’s house. An
on-call worker advised most of
Boardman was without water
and service should be restored
in a couple hours.
-MCSO, Boardman
Police Dept, received a request
for an officer contact regarding
damage done to his vehicle
from a road hazard. The
vehicle was located near the 76
Station.
-MCSO received a
report from a caller in Irrigon
that she heard two or more
people walking around in her
yard
and
talking
approximately five minutes
ago. The caller no longer hears
them. A deputy was unable to
locate anyone.
M ay 12: MCSO,
Boardm an Police Dept,
received a report from a caller
in Boardman of loud music in
the vicinity of her residence.
-MCSO deputy cited
Felim on Coria, 58, for
Violation of the Basic Rule. 56
mph in a 30 mph zone.
-MCSO received a
request for contact from a
caller in Irrigon regarding
vehicles that were left on her
property three years ago by a
male subject.
-MCSO deputy cited
Todd Christian Franco, 38, for
D riving while License
Suspended Violation.
-M CSO received a
relayed report from a caller in
Irrigon that a cold burglary
occurred at his shop. Several
items were taken.
-MCSO received a
report from a caller at the 76
Station that someone scratched
a saying into the mirror of the
m en’s bathroom sometime
today.
-MCSO received a
report from a caller in Irrigon
that someone broke into her
residence sometime between
Sunday and today. Several
items were taken. The dining
room window and front door
were found open.
-MCSO received a
report from a caller in Heppner
who saw a female buy a bottle
of whiskey, enter her car and
take a couple of drinks from
the bottle. The vehicle was
located; the subject advised
she would have someone else
drive her home.
-M CSO received a
request for an ambulance from
a caller in Boardman for a 35-
year-old female experiencing
a
severe
m igraine,
hyperventilating and nausea.
Transport was refused.
-MCSO, Boardman
Police Dept, received a report
from a caller in Boardman that
8-12 juveniles on bikes were
m essing with the speed
checker across the street.
There were also five juveniles
standing on the checker.
-MCSO received a
report from the Hermiston
Police Dept, that Orin Andrew
Whitbeck, 40, was arrested on
a Morrow County warrant for
Failure to Appear/Burglary II,
Theft II x2, and an Irrigon
Justice C ourt w arrant for
Failure to Appear/Criminal
Mischief II. He was lodged at
the Umatilla County Jail with
two additional agency
warrants.
-MCSO received a
report from a caller in
Boardman of a cold burglary;
several items were taken.
May 13: MCSO cited
Louie Shippentower, 19, for
No Insurance. The vehicle was
impounded.
-MCSO received a
report from a caller in Irrigon
that his apartment window was
broken out by a rock and a
bottle.
-MCSO cites James
Becker, 33, for Violation of the
Basic Rule, 50 mph in a 30
mph zone.
-MCSO cited Maria
Banderas Meza, 30, for Failure
to use Seatbelt on Child
Passenger.
-MCSO received a
report of a semi-truck traveling
80+ mph on 1-84. OSP was
advised.
-MCSO received a
request for a check on a
possible abandoned vehicle at
the Lexington Shell Station.
-MCSO received a
request for contact from a
caller in Heppner regarding a
vehicle sale problem.
-M CSO received a
report from a caller in Irrigon
o f possible anim al abuse.
There was a horse that
appeared very skinny.
-MCSO received a
report from a caller in Heppner
that a residence had four
vehicles parked in front of it
and they were partially
blocking the road.
-MCSO received a
report from a caller in Heppner
that a dog was barking
continuously and possibly
being neglected.
-MCSO deputy was
flagged down in Heppner by a
female who advised that she
heard a female screaming in a
residence. It was determined
that everything was okay.
-MCSO, Irrigon FD
received a report of an illegal
bum in Irrigon.

throw ing rocks at cars on
Wilson Rd.
-MCSO cited Tracy
Baker, 19, for Violation of the
Basic Rule, 38 mph in a 25
mph zone.

received a report from WCSO
that Nabor Cisneros-Cuevas,
27, was arrested on an Irrigon
Justice Court w arrant for
Failure to A ppear/Driving
while Suspended.
-MCSO received a
report from a caller at the
Boardman Rest Area that one
of her two dogs left in her car
had locked her out.

males were tampering with a
radar trailer near the caller’s
residence.

walk-in request for deputy
contact regarding a dog
barking constantly.

from a caller in Irrigon

that a male and female were

his sister. The subject left the

1-84. OSP was advised.

that three males in a van were
trying to give away a bottle of
laundry detergent.

request for contact from the
Heppner Chevron regarding a
Washington ID that has a hole
punched through it and a
subject was using it to try to
buy beer.

report that an elderly couple’s
vehicle was disabled on Hwy.
730, as they were out of diesel.
-MCSO received a
report of a silent burglar alarm
at the Heppner Post Office. It
was
determ ined
that
everything was okay.

report from a caller in
Boardman that an overnight
camper keeps urinating outside
so everyone can see him.
-MCSO received a
report of vandalism at the
men’s restroom at Huwe’s Has
It All.
-MCSO cited Fred
Eugene Stephens, 44, for No
Insurance. The vehicle was
impounded.
-MCSO received a
report that a young boy was bit
by a dog in Irrigon.

Avila Lule, 18, for No
Operator’s License and No
Insurance. The vehicle was
impounded.

report from a caller in
Hermiston that her husband
left the residence with their
daughter and he was possibly
intoxicated. It was determined
that all was okay as the
husband had returned home
right away.

daughter running away.

officers cited a juvenile for

Possession of a Controlled

Oz. Marijuana. The juvenile
was cited and released to
appear at Juvenile Court.

report of an audible burglar
alarm at a residence in
Irrigon. It was determined
no one was home and the
back door was open.

Irrigon for a deputy to assist
in the retrieval of property;
part of the property may
have been stolen.
