p r o c e d u r e . I am h o n e s t,
understanding, knowledgeable
and fair. There can be tw o
sides to a story. 1 will take time
to listen carefully to both sides
before making a decision.

has announced her candidacy
for Justice o f the Peace.
B urns’ occupational
experience has been as an
o f f ic e c le r k w ith C S U
Transport Inc. in Arlington for
the past six years and as a
sm all business ow ner for 12
y ears. She h as le a rn e d to
communicate effectively with
a w ide variety o f people, is
organized, and has cultivated
b usiness m an ag em en t and
computer skills.
Bums graduated from
California State University at
Los A ngeles with a degree in
Political Science and History.
B u rn s h a s b e e n a
resident o f lone since 1995,
along with her husband o f 33
years. Loyal. They had tw o
g ro w n c h ild r e n a n d tw o
grandchildren. She has been
active in the com m unity as a
p a st p re s id e n t an d b o a rd
m e m b e r o f th e M o rro w
County U nited Way and as a
present board m em ber o f the
U m a tilla -M o rro w U n ite d
Way. She is also a m em ber of
the lone C om m unity A gri-
B u s in e s s O r g a n iz a tio n
(IC A B O ) a n d th e lo n e
Education Foundation.
Burns explained that
w hile the only qualification
needed to become a Justice of
the Peace is residency, that if
elected to office she w ould
also be required to participate
in a m inim um o f 30 hours of
education programs every two
years, w hich are conducted,
supervised or approved by the
C hief Justice o f the Suprem e
C o u rt. S he s ta te d th a t if
elected, she w ould m ake it a
goal to p a rticip a te in this
education as well as other
c o u rse s
that would
b
e
beneficial
t
o
performing
her duties.

interested in the law,” stated
Bum s. “ It is an interesting
challenge.”

business experience has also
prepared her for the position
because the county is run like
b u s in e s s , w ith n e e d fo r
budgets, m anagem ent and
public relations. Her business
experiences have taught her
so lid c o m m u n ic a tio n and
listening skills, as w ell as
thoughtful and fair decision
making skills.
Burns also hopes to
help educate people on the
jo b o f Justice o f Peace. “ I
know and want others to know
it is about m ore than ju st
m a r r y in g p e o p le .” S h e
explained that as Justice of the
Peace, she w ould deal with
traffic, boating, w ildlife and
other violations, as well as
some small claims matters.

Clerk for the City of The Dalles
for five years. During those five
years, tw o years w ere also
served as a Deputy Municipal
Judge for the C ity o f T he
Dalles.
Gray graduated from
S h o relin e H igh S chool in
S eattle, WA. She has also
com pleted the non-attorney,
general course, at the National
J u d ic ia l C o lle g e ; a n d
completed the yearlong Legal
I n s titu te at th e N a tio n a l
Judicial C ollege, covering
c o u rse s on C o n stitu tio n a l
C rim in a l L aw , P ro p e rty ,
U niform C om m ercial Code,

Contracts. G ray has also had
25 years o f continuing legal
education.
Gray has been married
to D avid Gray, a corrections
officer at EOCI in Pendleton,
for 32 years. They have tw o
grown sons.
A ccording to Gray,
“A Justice o f the Peace is first
o f all a judge. A Justice Court
Judge has the same duties and
responsibilities as a Municipal
Court Judge and many similar
duties and responsibilities as a
C ircuit C ourt Judge. W hile
C irc u it C o u rts h a n d le all
aspects o f the judicial system,
a Justice C ourt ju d g e will
handle minor violations, which
include boat, fish and wildlife,
w e ig h m a s te r a n d tr a f f ic
violations. The Justice Court

“ A J u s tic e C o u rt
judge must know not only the
O re g o n law o f th e c a se s
appearing before him or her in
the Justice Court, but must
a lso k n o w w hat c a se law
applies, where to find the case
law and if not already known
to know how, and w here to
find the specific case law that
applies.
“ A J u s tic e C o u r t
ju d g e m ust be able to know
the Rules o f Evidence and be
able to sustain or overrule an
o b je c tio n ,
know
th e
sentencing laws for each case,
and the guidelines governing
the issuing o f both Search
Warrants and Warrants for the
arrest o f people. The Justice
C ourt ju d g e stands betw een
you and the police making sure
that your freedom rem ains
intact unless the police have the
proper criteria to curtail that
freedom.
“ A J u s tic e C o u rt
judge m ust also be able to
conduct a jury trial with all of
its complexities.
“In M orrow County,
a Justice o f the Peace m ust
also be able to do all o f the
clerk work involved in running
the Ju stic e C ourt. T h is is
because there are tw o courts.
One is in H eppner and one in
Irrigon. Although, the Irrigon
Court has a full time and a part
tim e c le rk to p ro c e ss the
paperw ork, there is none in
Heppner and the Justice o f the
Peace must function not only
as a ju d g e, but as a clerk as
well.

education, and 30 years ?s a
court d e rk , I am the candidate
w h o a lr e a d y h a s th e
qualifications to handle the
Morrow County Justice Court.
“I am a law -trained
judge. I received a scholarship
and c o m p le te d a o n e-y ear
course at the Judicial College,
University o f Nevada- Reno,
c o v e r in g
c o u rse s
on
Constitutional Law, Property,
U niform Com m ercial Code,
R e m e d ie s ,
T o rts
and
Contracts. This course is equal
to the first year o f law school.
H ow ever, this course is no
longer available.
“ In addition, 1 have
availed m yself o f the judicial
e d u c a tio n a l o p p o rtu n itie s
necessary to keep me updated
on the changes o f law and
p r o c e d u r e s th a t h a v e
occurred.
“It is true that there is
no legal requirement other than
residency to be a Justice of the
Peace. However, if the jo b is
to be done and done well, the
person you choose should
already have the know ledge
and experience necessary to
do the jo b on Jan. 3 ,2 0 0 5 .”

his work, he gained experience

interrogation and investigation.

over 30 years experience in
supervisory roles in companies
s u c h as C S C h a m p la in ,

sim p lo t. In his supervisor

positions, < he has
fair and honest and ¿6 see all
sides o f an issue. He has also
had two years of education in
criminal justice.
Piper was bom and
raised in the H eppner area,
graduating from Heppner High
School. His roots in the area
are deep as his grandfather
hom esteaded Piper Canyon.
He has six grown children.
