TEN - Heppner Gazette-Times, Heppner, Oregon Wednesday, April 14, 2004
guarantee that a temporary
contract will be offered.
Each application should pro
vide the following: (1) the total
quantity of water, in acre-feet,
desired from storage for use
during the 2004 irrigation sea
son, (2) the approximate peri
od of use, (3) the estimated rate
of water application expressed
in acre-feet per day over the
period of use, (4) the total num
ber of acres of land to be irri
gated, and (5) a map showing
the location of the land to be
irrigated within each quarter-
quarter section (a 40 acre tract)
and the location of the point of
diversion from Willow Creek.
An example form of applica
tion data sheet is available upon
request. The cost of the stor
age water under a temporary
contract would be $8 per acre-
foot plus payment of a contract
administration fee. The mini
mum contract administration is
typically $100. In the event that
the costs of evaluating and pro
cessing the application are in
excess of the minimum contract
administration fee, a statement
of the reimbursable costs for
which payment is required
would be provided to the appli
cant.
In the event that the total
amount of stored water re
quested exceeds the total
amount available for contract
ing, the total amount of storage
water available would be divid
ed by the total number of acres
to be irrigated so that each ap
plicant would receive an equal
amount of stored water per
acre. All losses incurred in
conveying the stored water to
the point of diversion from its
release at Willow Creek Dam
would be borne by the contrac
tors. A permit or limited license
to divert storage water would
also be required and would be
obtained through the Oregon
Water Resources Department.
State application fees would be
borne by the contractors as
well as statutory fees for wa
ter shepherding and regulation.
