The primary eligibility re­
quirements to be in the Wel­
fare to W ork Program are
having received Temporary
Assistance for Needy Fami­
lies (TANF), also known as
cash assistance, (1) in the
past 24 months, (2) being el­
igible to receive TANF or (3)
currently receiving TANF. El­
igible families must also be
in good standing with Com­
munity Human Services (for­
merly known as AFS). Addi­
tional screening by the Hous­
ing A u th o rity w ill be done
once the application is re­
ceived.
The Welfare to Work Pro­
gram is designed to help fam­
ilies becom e self-sufficient
while assisting with housing
needs. The Section 8 Rental
A ssistance Program funds
this service; therefore, in­

garding passage of an ordi­
nance amending the Heppner
Comprehensive Plan, the Hep­
pner Zoning Code and the Hep­
pner Subdivision Code facilitat­
ing and implementing the Hep­
pner revised Transportation
System Plan, providing for
Downtown Development Dis­
trict, adjusting street standards,
parking requirements, street
access requirements, landscap­
ing requirements, and declar­
ing an emergency. The hear­
ing will be held at 7:00 PM at
188 W. Willow, Heppner, Ore­
gon. Copies of the proposed
ordinance are available for
