A public hearing will be held
at 7:00 PM on March 10,2003 at
Heppner City Hall, 188 W Wil­
low Street, to receive public tes­
timony regarding entering into a
contract with the State of Oregon
to finance the water system im­
provements described in the Wa­
ter System Master Plan adopted
by the City o f Heppner on April
8, 2002. By entering into a con­
tract for the construction of the
water system improvements de­
scribed, the City will be borrow­
ing $4 million at an interest rate
of 1 % for a term o f 30 years with
$250,000 o f the loan principal
forgivable. Revenues from water
fees would be used to repay the
loan. A copy of the plan and con­
tract documents may be viewed
at Heppner City Hall, 188 W
Willow Street between the hours
