Common School Fund to distribute
monies for schools Secretary o f State and State
At the end o f December,
the Oregon Division o f State
Lands will distribute nearly $25
million from the Common SCI
Fund, including a one-tim e
supplem ental distribution o f
$17.7 million for use by K-12
public schools.
T he
su p p le m e n ta l
distribution was ordered earlier
this year by the third special
session o f the legislature. The
funds will come from revenue
deposited in the Common School
Fund during the past 50 years
from activities such as w aterway
leases, permit fees and fines. The
remaining $7.3 million allocation
comes from earnings on the CSF.
County treasurers will forward
the funds to school districts w ithin
two weeks o f receipt.
DSL distributed $7.8
million from the CSF for schools
in June. By law, the funds are
d ed ic a te d to “ su p p o rt and
maintenance of common schools
in each school district.” County
population ages 4-20 determine
each county's share o f earnings.
The Oregon Constitution
established the State Land Board
as trustee of the C ommon School
Fund. DSL is the administrative
agency o f the State Land Board,
com posed o f the G overnor,
Treasurer. At statehood, the
federal governm ent granted
Oregon roughly six percent of the
new state’s land for the use of
sch o o ls. T he C o n s titu tio n
dedicated the school lands and
their mineral, timber and other
re so u rc e s to th e C om m on
School Fund.
The State Treasurer and
O regon Investm ent Council
invest the fund. Fund values in
recent years have ranged from
$600 million to $800 million,
depending on market conditions.
Twice a year, earnings from
investments are distributed to
counties for the support o f
schools according to a formula
established by the State Land
Board.
