The Morrow County Sheriff’s
Office (MCSO) reports handling
the following business:
-MCSO, Boardman Police
Dept, officers arrested Todd
Patrick Copenhaver, 20, for DU1I
and Possession of a Controlled
Substance II. He was lodged at
the Umatilla County Jail, with
$7500.
-MCSO received a report that
Jesus M artin Roa, 21, was
arrested on an Irrigon Justice
Court warrant for Failure to Pay
F ine/D riving w hile License
Suspended, No Insurance and
Failure to Register Vehicle. He
was lodged at the Umatilla County
Jail, with $510 bail.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardm an that she
received a notice that clutter was
moved to clean inside her house
without a note.
-MCSO received a report
from a caller in Heppner of a cat
missing for three days.
-MCSO received a report of
cows out on Highway 74/Willow
Creek Road. The possible owner
was contacted.
-MCSO received a report of
an alarm at the H eppner
Elementary School.
-MCSO received a report
from a caller in lone that her
husband moved out and took
vehicles. The caller had questions
regarding the ow nership o f
vehicles. The caller was advised
it was a civil matter.
-MCSO received a report
from a caller that she believed
someone stole her pickup while
she was incarcerated.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman who had an
odd message on his answering
machine.
Aug. 8: -MCSO, Boardman
ambulance received a report from
a caller in Boardman that a one-
year-old child had fallen and was
bleeding from the mouth. No
transport was made.
-MCSO received a walk-in
report of property left behind at a
vacant house that needed
disposing.
-MCSO received a report of
abandoned property at a resident
in Irrigon. The VIN number could
not be located.
-MCSO, Boardman Police
Dept, received a report of a fight
in progress. A male subject was
arrested for Minor in Possession
by Consumption, Harassment and
Menacing. He was lodged at the
Umatilla County Jail.
-MCSO received a report
from a caller that his ex-wife
keeps calling him at work. A
deputy contact was requested.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardm an that the
caller’s grandson was stung by a
bee and they don’t have a bee
sting kit. The grandson is allergic.
No transport was made.
-Boardm an Police Dept
officer cited two subjects in
separate instances for Failure to
Use Seatbelt.
-MCSO received a report
from a caller in Boardman that a
male subject came to her
residence and harassed her son.
There is a valid restraining order
against the male subject.
-MCSO received a report
from a caller in Boardman that a
male subject and his wife were
moving things back into a house
but there is a valid restraining
order against him.
-MCSO, Heppner Fire Dept.,
Heppner ambulance received a
report from a caller of a motor
vehicle accident on Highway 74
between the Heppner golf course
and Kinzua mill. John Looney, 21,
was cited and released for DUII.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman at the C&D
parking lot that a male subject was
throwing bottles and a knife at his
car.
-M CSO, Boardman Fire
Dept, received a report from a
caller on 1-84 eastbound that he
could see a lot of smoke.
-MCSO deputy cited Samuel
Jonathan P ritchett, 33, for
Violation of the Basic Rule, 73
mph in a 55 mph zone.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman that a husband
and w ife were having a
disagreement and the husband
wouldn’t let the wife back into the
residence.
-MCSO received a report
from a caller in Heppner of three
subjects water skiing at the Willow
Creek Reservoir. They had no
running lights on and had possibly
been drinking.
-M CSO, Boardm an and
Irrigon ambulances received a
report from a caller in Irrigon that
an elderly woman had been left
alone at a residence in Irrigon.
She was confined to bed and has
only one leg. The caretaker was
named. The patient was
transported to Good Shepherd
Medical Center in Hermiston.
Aug. 9: -MCSO received a
report of a vehicle speeding on I-
84, vehicle spotted at Boardman
Texaco, attendant said subject
reported problems with the turbo.
-MCSO dispatched to
Boardman Police Dept, a report
o f a possible prow ler in
Boardman.
-MCSO cited Juvenal Amaya
Guevara, 67, for Failure to Carry
Proof of Insurance and failure to
Yield to Emergency Vehicle.
-MCSO received a report that
a vehicle would be repossessed
from 1095 Knapp Road, Irrigon.
-MCSO received a
report that a subject was sleeping
in the caller’s son’s car after
being advised to stay off the
property.
-MCSO received a
request for a deputy to contact
caller regarding damage to his car.
-MCSO received a report that
the occupants of a suspicious
vehicle were attempting to locate
a Mr. Simpson. Unable to locate
subjects.
-MCSO received a report that
an audible alarm was going off at
Riverside High School’s shop door
and tech lab. Subscriber reset
alarm.
-MCSO cited M ichael J.
Moore, 53, for no operating lights.
-MCSO impounded a 1993
Dodge.
-MCSO cited a subject for
Driving while Suspended and no
insurance.
-MCSO received a report that
the caller’s two boys were staying
with their grandmother and it is
time for them to be picked up but
caller has been able to contact
anyone at the residence for two
days.
-MCSO received a report that
the paint horse at Doc Huber’s
residence is mistreated; it has no
shelter or water. Caller says she
will sign a complaint.
-MCSO cited Terri Jo Sapp,
33, for Failure to Obey Traffic
Control Device and Driving while
Suspended.
-MCSO cited Shannon
Shelton, 25, for keeping a dog as
a public nuisance.
-MCSO received a report of
an unknown male with numbness
in arm and trouble breathing.
-MCSO received a report that
a subject was moving out of her
residence and her land lord
moved people in without letting
her get all her belongings.
-MCSO received a report of
a vehicle speeding eastbound
Kunze Rd.
-MCSO towed a vehicle from
490 E, Hwy 730, Irrigon.
-MCSO received a report of
a pick up driving at a high rate of
speed.
-MCSO received a report of
a drive o ff at the Boardman
Texaco. Officers contacted driver
who said it was a mistake and will
return and pay.
-MCSO received a request
for officer contact regarding a
previous motor vehicle accident
in Boardman.
-MCSO received a report of
a vehicle racing up and down 13th
St in Irrigon with no front plate.
-MCSO
dispatched
Boardman Public Works to
respond to a request to locate
utilities on 123 Second St.,
Boardman.
-MCSO arrested Daniel Joe
Hum, 26, for Failure to Appear in
Court, Contempt of Court. Hum
was lodged at Umatilla County
Jail, with $ 10,000 bond.
-MCSO received a report that
a pick up was driving up and down
the road, in Heppner, spotlighting
deer. Officers were unable to
locate vehicle.
-MCSO received a report of
loud noise and possible MIP party.
Aug. 10: -MCSO received
a report of an unknown medical
problem in Irrigon. There was a
language barrier. The problem
was determ ined to be an
unconscious male with shallow
breathing and chest pains, possibly
caused by drugs and alcohol. The
patient was transported to Good
Shepherd Medical Center in
Hermiston.
-MCSO deputies arrested
Oscar Jimenez Hernandez, 32, for
DUII (BAC .18), No Operator’s
License, No Insurance, and Open
C ontainer. The vehicle was
impounded.
-Boardm an Police Dept,
officer arrested Gabino Montes
Ramos, 22, for DUII (BAC .13).
The vehicle was impounded.
-Boardm an Police Dept,
officer cited a male subject for No
O p erato r’s License and No
Insurance. The vehicle was
impounded.
-MCSO, Boardman Police
and Fire Marshall received a
report o f an illegal burn in
Boardman. It was a bum barrel
and the owner just walked into the
residence at the location.
-MCSO received a request
for a deputy contact and Service
to Children and Families from a
caller in Boardman regarding a
subject at his home.
-MCSO deputies cited Travis
Copenhaver, 26, for Driving while
License Suspended-Infraction
and No Insurance.
-MCSO received a report of
Heppner Gazette-Times, Heppner, Oregon Wednesday, October 9, 2002 - FIVfT
an audible alarm in Irrigon. The
building was secure.
-MCSO deputy cited Bruce
Jim, Jr., 20, for Driving while
License Suspended-Infraction,
No Operator’s License and No
Insurance. The vehicle was
towed.
-MCSO received a hang-up
911 call from a residence in
Irrigon. The call was unfounded.
-MCSO received a report
from a caller in Irrigon of six
steers and one heifer on his
property, possibly from the dairy.
-MCSO received a report of
two dogs missing from the caller’s
residence.
-MCSO deputy cited Deann
C hristine Deming, 32, for
Violation of the Basic Rule, 70
mph in a 55 mph zone.
-MCSO deputy cited a
female juvenile for Violation of
the Basic Rule, 73 mph in a 55
mph zone.
-Boardm an Police Dept,
officer cited Larry Dale Medley,
53, for No Operator’s License
and Failure to Carry Proof of
Insurance.
-MCSO, Oregon State Police
received a report from a caller on
1-84 eastbound of a vehicle that
was driving suspiciously.
-Boardm an Police Dept,
officers cited Joel Colon-Agosto,
22, for Violation o f the Basic
Rule, 43 mph in a 30 mph zone,
No Operator’s License, Giving
False Information and Attempting
to Use Identification Not His. The
vehicle was impounded.
-MCSO received a report of
a barking dog in Heppner. It is an
ongoing problem. A deputy was
unable to locate the dog.
-MCSO received a report
from a caller in Heppner of lights
on at a house that is supposed to
be empty. It was determined the
lights have been on for several
weeks; the building was secure.
-MCSO, Irrigon Fire Dept,
received a report of a fire alarm
at A.C. Houghton Elementary
School in Irrigon. It was a false
alarm and the building was
secure.
Aug, 11: -MCSO received a
report from a caller in Irrigon that
her boyfriend left her residence
and was intoxicated. A deputy
was unable to locate the vehicle.
-MCSO deputies arrested J.
Roberto Mendoza, 26, for DUII
(BAC .16). The vehicle was
impounded.
-Boardm an Police Dept,
officer cited M ario G abriel
Pacheco M endoza, 20, for
Endangering Child Passenger.
-MCSO received a report
from a caller in Irrigon o f a
runaway. The juvenile was found
and issued a citation for
Possession of Less than One Oz.
M arijuana. The juvenile was
returned to the parents’ custody.
-MCSO, Boardman Police
Dept, received a call from a caller
at the Boardman Texaco who
requested a ride to her residence
in Boardman as she arrived on the
bus earlier than expected. The
caller was given a courtesy ride.
-MCSO, Boardman Police
Dept, received a hang-up 911 call
from Boardm an. It was
determined to be a telephone
malfunction.
-MCSO received a request
for a cover assist in the arrest of
a male subject.
-MCSO received a hang-up
911 call from the Boardman
Marina. It was determined to be
juveniles in the area making calls.
-MCSO deputy cited a
female juvenile for No Operator’s
License and No Insurance. The
vehicle was impounded.
-MCSO, Boardman Police
Dept, received a report from the
Nomad Restaurant in Boardman
that an intoxicated female subject
had been thrown out but wouldn’t
leave.

Dept, received a report of three
juveniles in Boardman between
the Texaco station and Bank of
Eastern Oregon trying to start
fires.
-MCSO deputy cited Mindy
Lee Binschus, 22, for Maintaining
a Dog as a Public Nuisance.
-MCSO, Oregon State Police,
Umatilla Police Dept, received a
report from the Irrigon 76 station
of four male subjects in a verbal
confrontation in the parking lot.
The caller called back and said
there was a fifth male subject
with a stick. An off-duty deputy
arrived to determine the males
were leaving the area.
-MCSO received three hang­
up 911 calls from a residence in
Irrigon. It was determined to be
a juvenile problem.
-MCSO received a relayed
report from a caller that his boat
was stranded between Boardman
and Umatilla near Blalock Island.
The boat was towed to the marina.
-MCSO received a report of
two males with long hair and
baggy pants throwing rocks at
vehicles on 1-84 eastbound.
-MCSO received a request
from a caller in Hardman to assist
in m oving her friend from
Heppner at an unknown address.
A deputy was unable to locate the
individual.
-MCSO received a report
from the U m atilla County
S heriff’s Office that Alberto
Torres-Lopez, 23, was arrested on
an Irrigon Justice Court warrant
for Failure to Appear/Giving False
Information to a Peace Officer.
UCSO also had a warrant and
other local charges.
-MCSO, Oregon State
Police, Boardman Police Dept,
received a report of a drive-off
o f $20 from the Boardman
Texaco.
-MCSO received a
report from a female caller in
Irrigon that a female subject

rammed the caller’s vehicle twice
(the vehicle was on blocks being
worked on), then left headed
towards Umatilla. The female
subject then called MCSO from
Irrigon reporting a male subject
had her son and won’t give him
back. Yvette Focht, 32, was cited
for Careless Driving and Failure
to Carry Proof of Insurance.
-MCSO received a
report from a caller in Irrigon that
a male subject was camping near
the fish hatchery and left a lot of
garbage all over the campsite.

male and female stole some
watermelons.

suspect walking home to Irrigon.
