Request for Proposals
Sewer Line Extension, South
Main Street, Heppner Oregon
The City of Heppner is re­
questing proposals from qualified
engineering firms to design a
sewer extension to serve proper­
ty of residents in the City of Hep­
pner that are currently unserved.
These properties lie south of the
end of the sewer main on South
Main Street and are along Shobe
Creek.
Proposals will include pre­
liminary design for approval by
the City of Heppner and DEQ,
sufficient iterations to satisfy the
City and DEQ, a public hearing
to present the proposed plan and
cost estimates, and final design
draw ings sufficient for soliciting
bids.
Proposers shall state their
qualifications and experience
applicable to performing the
above engineering design work,
their availability to perform the
necessary work, a schedule of
tasks and estimated time for com­
pletion along with a schedule of
estimated costs.
All proposals must be sub­
mitted to the City of Heppner, PO

YOUR DRINKING WATER
Tests Showed Coliform Bacteria
in City of Heppner Water
Our water system recently
violated a drinking water stan­
dard. Although this incident was
not an emergency, as our custom­
ers, you have a right to know
what happened and what we did
to correct this situation.
We routinely monitor for the
presence of drinking water con­
taminants. We took two samples
to test for the presence of
coliform bacteria during August.
Both samples showed the pres­
ence of total coliform bacteria.
The standard is that no more than
I sample per month may test pos­
itive.
What should I do?
• You do not need to boil
your water or take other correc­
tive actions. However, if you
have specific health concerns,
consult your doctor.
• People w ith severely com­
promised immune systems, in­
fants, and some elderly may be
at increased risk. These people
should seek advice about drink­
ing water from their health care
providers. General guidelines on
ways to lessen the risk of infec­
tion by microbes are available
from EPA's Safe Drinking Wa­
ter Hotline at I (800)426-4791
What does this mean?
This is not an emergency. If
it had been, you would have been
notified immediately. Coliform
bacteria are generally not harm­
ful themselves. Coliforms are
bacteria which are naturally

present in the environment and
arc used as an indicator that oth­
er, potentially-harmful, bacteria
may be present. Coliforms were
found in more samples than al­
lowed and this was a warning of
potential problems.
Usually, coliforms are a sign
that there could be a problem
with the system’s treatment or
distribution system (pipes).
Whenever we detect coliform
bacteria in any sample, we do
follow-up testing to see if other
bacteria of greater concern, such
as fecal coliform or E.coli. are
present. We did not find any of
these bacteria in our subsequent
testing.
What happened? What was
done?
We hav e increased sampling
for coliform bacteria to catch the
problem early if it recurs. We
have also chlorinated the water
system and are doing additional
investigative work to ensure that
the water system remains safe.

ple in apartments, nursing homes,
schools, and businesses). You

seeks proposals.
The Morrow' County Com­
mission on Children & Families
is seeking proposals for a con­
tracted part-time person to recruit
and support child care providers
to expand child care services in
Morrow County. Approximately
$9,800 is available for the time
period beginning approximately
in October, 2002, and ending
June 30,2003. Funding availabil­
ity could change, depending on
finalization of the State of Ore­
gon budget. It is anticipated that
the contractor will provide 10-15
hours of service per week. Prefer
candidates with post-secondary
coursework in early childhood
care and education. All propos­
als must fall within CCF guide-
lines/goals of supporting Strong
Nurturing Families, Healthy
Thriving Children, Healthy
Thriv ing Youth, or Caring Com­
munities. The deadline for these
proposals is Thursday, Septem­
ber 19, 2002. Proposals must be
in the Commission office by 5

Office (MCSO) reports handling
the following business:
-MCSO, Oregon State
Police received a report of a
possible DUII on 1-84
westbound. The vehicle pulled
into a Boardman rest area.
-MCSO received a report
from a caller in Irrigon of a dog
barking and yelping all night. The
dog stopped barking and no
contact was needed.
-MCSO, Boardman Police
Dept, officers cited Santos
Ledesma Hernandez, 24. for
DUII (BAC .08), No Operator’s
License and Driving Uninsured.
He was cited and released. The
vehicle was impounded.
-MCSO received a report
from Oregon State Police that
Russell Gene Whitbeck, 42,
was arrested on a Morrow
County Circuit Court warrant for
Failure to Appear/Possession of
a Controlled Substance Sch. 2.
He was lodged at the Umatilla
County Jail.
-MCSO received a request
for a deputy contact in Irrigon for
a domestic verbal situation. The
parties were separated. Upon
further inform ation it was
determined the second party was
not in the house and was on her
way from Hermiston.
-MCSO, Irrigon Fire Dept.,
Irrigon Ambulance received a
report from a caller in Irrigon of
a fire w ith a large cloud of black
smoke.
-MCSO, Oregon State Police,
Boardman Fire Dept, received a
report from a caller on 1-84 of a
vehicle on fire. The vehicle was
fully engulfed. All the occupants
of the vehicle were out.
-MCSO received a report
from a caller in Irrigon that her
ex-husband had threatened to
have her beaten up and also
threatened to trash and burn her
house.
-MCSO received a relayed
message from a subject in irrigon
who wanted to sign a do^
complaint.
-MCSO received a report
from a caller in Heppner of an
injured deer just south of
Lexington that needed to be put
down.
-MCSO received a relayed
report of a female subject, w ho
has no valid driver’s license,
driving from Umatilla to
Boardman.
-MCSO received a report
from a caller who had been sick •
for three days. He didn't w ant an
ambulance and adv ised he would
call back if he needs an ^
ambulance. He said he would call
the hospital for advice.
-MCSO received a report »
from UCSO of a non-blocking
motor vehicle accident on
Highway 730 at the county line.
-MCSO, Boardman Police
Dept, received a relayed report
from a caller in Boardman of the
theft of personal checks from her
residence. The account had been
closed but checks were being
cashed in towns around the area.
The caller had spoken to a deputy
earlier and w as adv ised to contact
UCSO. The caller called back to
advise i>f two possible suspects,
both female, who w ere know n to
the caller.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman that a male
subject pulled the caller out of his
apartment and ripped his shirt.

-MCSO received a relayed
report of a possible domestic ,
situation in progress near Greg’s
Tavern in Irrigon. It was
determined all was okay; it was a
verbal dispute and the male
subject had left.
-MCSO received a report
from a caller in Irrigon of two
horses in his yard. Numerous
attempts were made by the caller
to contact the owners, with
negative results. Another caller
called to report the horses were
in her yard. She thought they
were suppose to be in the pasture
next to her house and would
attempt to contact the owners.
-MCSO received a report
from a caller at a business in
Irrigon that three males tripped
her. The caller is two months
pregnant. The male subjects w ere
still at the scene.
-Boardman Police Dept,
officer cited Sarah Lee Morse. 42.
for Failure to Obey Traffic
Control Device.
-MCSO received a report
from a caller in Irrigon that a male
subject propositioned her and
exposed him self three times.
David J. Flanagan. 33, was
arrested on Probable Cause
charges of Sexual Harassment
(x2). Private Indecency and
Endangering the Welfare of a
Child. He was lodged at the
Umatilla County Jail w ith $24.000
bail.
-MCSO, Boardman Police
Dept, received a report from a
caller that his wife had unwanted
contact with a male in the vicinity
of the Columbia View Apts.
-MCSO., Oregon State Police
received a relayed report of a
possible DUII that left Boardman
headed on 1-84 westbound.
-MCSO. Boardman Police
Dept, received a report from a
caller in Boardman of a male
assaulting a female in a park
across the street The caller could
only hear the assault.
