from a caller who had been sick
for three days. He didn’t want an
ambulance and advised he would
call back if he needs an
ambulance. He said he would call
the hospital for advice.

from UCSO o f a non-blocking
m otor vehicle accident on
Highway 730 at the county line.
-MCSO, Boardman Police
Dept, received a relayed report
from a caller in Boardman of the
theft of personal checks from her
residence. The account had been
closed but checks were being
cashed in towns around the area.
The caller had spoken to a deputy
earlier and was advised to contact
UCSO. The caller called back to
advise of two possible suspects,
both female, who were known to
the caller.

Dept, received a report from a
caller in Boardman that a male
subject pulled the caller out of his
apartment and ripped his shirt.
-MCSO received a relayed
report o f a possible domestic
situation in progress near Greg’s
Tavern in Irrigon. It was
determined all was okay; it was a
verbal dispute and the male
subject had left.
-MCSO received a report
from a caller in Irrigon o f two
horses in 'h is yard. Numerous
attempts were made by the caller
to co n tact the ow ners, w ith
negative results. Another caller
called to report the horses were
in her yard. She thought they
were suppose to be in the pasture
next to her house and would
attempt to contact the owners.
-M CSO received a report
from a caller at a business in
Irrigon that three males tripped
her. The caller is two months
pregnant. The male subjects were
still at the scene.

from a caller in Irrigon that a male
subject propositioned her and
exposed him self three times.

Office (MCSO) reports handling
the following business:
-MCSO, Oregon State Police
received a report o f a possible
DUI1 on 1-84 westbound. The
vehicle pulled into a Boardman
rest area.
-M CSO received a report
from a caller in Irrigon o f a dog
barking and yelping all night. The
dog stopped barking and no
contact was needed.
-MCSO, Boardman Police
Dept, o ffic ers c ite d Santos
Ledesm a H ernandez, 24, for
DUI1 (BAC .08), No Operator’s
License and Driving Uninsured.
He was cited and released. The
vehicle was impounded.
-M CSO received a report
from Oregon State Police that
Russell Gene Whitbeck, 42, was
arrested on a Morrow County
Circuit Court warrant for Failure
to A p p ear/P o ssessio n o f a
Controlled Substance Sch. 2. He
was lodged at the Umatilla County
Jail.
-MCSO received a request
for a deputy contact in Irrigon for
a domestic verbal situation. The
parties were separated. Upon
furth er in fo rm atio n it was
determined the second party was
not in the house and was on her
way from Hermiston.

Irrigon Ambulance received a
report from a caller in Irrigon of
a tire with a large cloud o f black
smoke.
-MCSO, Oregon State Police,
Boardman Fire Dept, received a
report from a caller on 1-84 o f a
vehicle on fire. The vehicle was
fully engulfed. All the occupants
of the vehicle were out.
-MCSO received a report
from a caller in Irrigon that her
ex-husband had threatened to
have her beaten up and also
threatened to trash and bum her
house.
-MCSO received a relayed
message from a subject in Irrigon
who w anted to sign a dog
complaint.
-MCSO received a report
from a caller in Heppner o f an

Lexington that needed to be put
down.

July 22: MCSO received a
report from a caller in Irrigon that
her friend’s vehicle tires had been
slashed.
-Boardman Police Dept, of­
ficers arrested Pablo Honorato
Gilvon Ojeda, 31, for DUII (BAC
refused). No Operator’s License
and Driving Uninsured. The ve­
hicle was towed.
-MCSO received a report
from Oregon State Police that
Jamie Jimenez Ventura, 23, was
arrested on an Irrigon Justice
Court warrant for Failure to Pay
Fine/Driving while License Sus­
pended. The subject was cited
and released.
-MCSO, Boardman Police
Dept, received a report from
Boardman of a gasoline drive-off.
An Attempt to Locate was initi­
ated.
-MCSO deputy cited Richard
Flaiz, 53, for Driving while Li­
cense Suspended Infraction.
-MCSO received a report
from a caller at the fairgrounds
that the drip lines to the planters
had been cut.
-MCSO received a report of
a material spill on Highway 74
near H eppner from the g o lf
course to the city limits. ODOT
and Morrow County Road Dept,
were notified.
-MCSO received a report
from a caller from the Heppner
Public Works that the dog that
was being kept at the water treat­
ment plant was no longer there
and was last seen on July 19.
-MCSO received a walk-in
report at the Irrigon Justice Court
o f Theft III and Unauthorized
Use o f a Motor Vehicle.
-MCSO, Oregon State Police
received a report o f a black cow
in the right-hand lane on 1-84
westbound.
-MCSO deputy cited Luanne
Flanagan, 33, for Maintaining a
Dog as a Public Nuisance.
-MCSO deputy cited William
Cartwright, 71, for Failure to
Drive in Lane, No Insurance, and
Switched Plates.
-MCSO, Boardman Police
Dept, received a request for an
officer from a caller in Boardman
regarding his family being ha­
rassed.
-MCSO received a request
for information from a caller in
Irrigon who wanted to know if her
husband could be at her residence.
The husband has a no-contact or­
der for the residence and for his
son. The husband was currently
at the residence.
-MCSO deputy advised he
stopped a motorcycle in Irrigon.
It was towed and impounded.
James Daniel Elliot, 24, was cit­
ed for Driving while License Sus­
pended.
-MCSO received a report
from a caller in Irrigon that he
needed assistance; he had driven
his wheelchair off his driveway
and was stuck in the dirt.

Dept, officers arrested Ralph Carl
Greer, 42, on a Umatilla County
Sheriff’s Office warrant for Fail­
ure to A ppear/D U II. He was
lodged at the Umatilla County Jail
with $10,000 bail.
-MCSO received a report
from a caller in Irrigon that her
husband assaulted her. Richard
Johnson was arrested for Assault
IV and lodged at the Umatilla
County Jail.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman of bearing a
female screaming for help from
a residence behind hers. It was
determined to be kids playing.
-MCSO, Boardman Police
Dept, officers arrested Ronald C.

County Sheriff’s Office felony

residence in Boardman. There
was a language barrier but it was
advised that an ambulance was
needed.
-MCSO received a report
from a caller in lone that he re­
ceived an anonymous tip about
who was tampering with his ve­
hicle and trailer hitch.
-MCSO received a report
from a caller in Heppner of a dish­
washer or washing machine in the
middle of the road on Highway
74. The object was removed from
the roadway.
July 23 : MCSO received a
report from UCSO that Thad
Thomas Marti, 33, was arrested
on an Irrigon Justice Court war­
rant for Failure to Pay Fine/Driv­
ing while License Suspended. He
was cited and released.
-MCSO, Oregon State Police
received a report from a caller in
Irrigon that her father’s pickup
was stolen.
-MCSO, Oregon State Police
received a report o f an erratic
driver going 85 mph+ on 1-84 east-
bound.
-MCSO received a report
from a caller in Lexington that
someone tore up her sprinkler
system in her pasture.
-MCSO received a report of
a controlled bum at the county
line.
-MCSO deputy located a sto­
len vehicle in Irrigon. The owner
o f the vehicle was notified.
-MCSO received a report
from a caller in Irrigon that his
neighbor witnessed three men
going into the caller’s outbuildings
and stealing food. This apparent­
ly happened a few times during
the week.
-MCSO, Oregon State Police
received a report from a caller in
Irrigon of one adult and two chil­
dren with no helmets on riding up
and down by the turkey shoots.
-MCSO deputy cited Jesse
Lee Fisher, 21, for Failure to Reg­
ister Vehicle.
-MCSO received a report
from a caller in lone that her hus­
band is having problems with his
ex-wife and the caller thought the
ex-wife was using their name and
identification.
-MCSO received a report
from a caller in Irrigon of a possi­
ble break-in that had just oc­
curred. Jason Carl Jones, 20, was
arrested for Burglary II, Theft III
and Criminal Trespass II and on
a UCSO warrant for Failure to
A ppear/Possession o f a C on­
trolled Substance II and Carrying
a Concealed Weapon. He was
lodged at Umatilla County Jail
with $80,000 bail. Another male
subject was also charged with
Burglary II, Theft III and Crimi­
nal Trespass II.
-MCSO, Heppner Fire Dept,
received a report of a lightening
fire on Rhea Creek Road, north
o f the Treo Lodge. It was thought
the fire was out, but another call
later reported the fire had flared
up again.
-M CSO deputies arrested
Mario Contreras Garcia, 24, for
Assault IV and Menacing. He
was lodged at the Umatilla County
Jail with $ 12,000 bail.
-MCSO received a report
from a caller in lone o f a fire west
o f the lone just off of McNabb
Road.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman that a juve­
nile stole cigarettes from the call­
er’s patio. An 11 year old juvenile
was cited for MIP-Tobacco.
-MCSO, Heppner Fire Dept,
received another report of a fire
along Rhea Creek.
-MCSO received a request
for a welfare check on the call­
er’s mother-in-law in Irrigon. The
caller couldn’t get an answer at
the door or phone.
-M CSO, U S. Navy, U.S.
Army Fire depts. received a re­
port o f a fire on the Bombing
Range southeast of the PGE pow­
er plant. Mutual aid was request­
ed from the Boardman, lone and
Irrigon Fire depts.
-MCSO, Boardman Police
Dept, received a 911 hang-up call
from Boardman. Contact was not
established; the phone would not
receive calls. Interviews were
done for a disturbance that oc­
curred; all was okay.
-MCSO deputy cited Chris­
topher Michael Elliott, 22, for
•Driving while License Suspend­
ed violation and Failure to Carry
Proof of Insurance.
July 24: M CSO, City o f
Heppner received a report from
a caller in Heppner that the pumps
at the swimming pool sounded
very loud, like their motors were
racing.
-Boardman Police Dept, of­
ficer cited Hector Guerrero Muro,
27, for Failure to Obey Traffic
Control Device.
-M CSO received a report
from a caller that his vehicle had
broken down on Highway 74. The
vehicle was off the road; the own­
er would take care of it the next
morning.
-M C SO deputy arrested
Jesus Cervantes Martinez, 45, on
a Morrow County Circuit Court
w arrant for Possession o f a
Forged Instrument I and on a
UCSO w arrant for Failure to
Appear/DUII. He was lodged at
the Umatilla County Jail with
$10,000 bail.
-MCSO received a request
for a deputy contact from a call­
er in Heppner regarding people
running a stop sign. The caller
also said someone hit her vehicle
again last night, but she didn’t
have a suspect.
-MCSO received a report
from the Morrow County Road
Dept, of a vehicle stuck offTow-
er Road in a wheat field. Several
male subjects were trying to get
it started. The caller was con­
cerned they would start a fire in
the field if they got the vehicle
started. A deputy was unable to
locate the vehicle.
-M C SO , U.S. N avy Fire
Dept, received a report of a flare-
up of the fire along the Bombing
Range Road and Juniper Canyon.
-MCSO received a report
from a caller in Irrigon that a male
subject with the same name in
Pendleton was giving the caller’s
name to the male subject’s cred­
itors. The report was relayed to
the UCSO.

-MCSO received a report
from a caller in Heppner o f an
abandoned bicycle by her resi­
dence.
MCSO deputy cited Eloisa
Barrera, 38, for Failure to Main­
tain Lane.
-MCSO received a report of
a fire and lots o f smoke; it was
determined to be a fire on the U.S.
Navy property. Later, mutual aid
was requested for the lone Fire
Dept from the Army Depot.
-MCSO received a relayed
report from a caller in Irrigon that
a 20-year-old male had fallen and
hit his head on a rock. He was
conscious but not alert and bleed­
ing from the mouth. The patient
was transported to Good Shepherd
Medical Center in Hermiston.
-MCSO received a report
from a caller in lone o f a fire one
mile up Rhea Creek off Highway
74. Officials were unable to lo­
cate the fire.
-MCSO received a report
from a caller in Heppner that a
trailer was parked in his driveway
and he didn’t know whom it be­
longed to.
-MCSO deputy cited a male
juvenile for Violation o f the Basic
Rule, 80 mph in a 55 mph zone.
-MCSO, Oregon State Police
received a report from a caller of
a severe dust storm on 1-84 east-
bound, with limited Visibility on I-
84.
-M CSO, A rlington, lone,
Heppner, Irrigon, Boardman Fire
depts., ODOT received several
reports of a fire on Highway 74
towards lone. It was a large ranch
fire with buildings threatened.
Highway 74 was closed. Umatilla
County units also responded for
mutual aid.

a report from a caller in Boardman
that trees were on fire from the
power line at the caller’s location.

Dept, received a report of a fire
west o f Tower Road on Three-
Mile Canyon.

Dept, received a report o f a fire
on W ilson Road/Toms Camp
Road.
-MCSO deputy cited Micha­
el Steven Moore, 19, for Posses­
sion of a Controlled Substance
Less than One Oz. Marijuana. He
was cited and released.

Dept, received a request for of­
ficer contact from a caller in
Boardman regarding a subject
stealing and using checks.
-MCSO received a report
from a caller in Boardman of a
fire near Kunze Road. Officials
were unable to locate the fire.
-MCSO received a report
from the Umatilla Police Dept, of
two vehicles racing on Highway
730. A deputy was unable to lo­
cate the vehicles.
July 25 : MCSO received a
report from a caller in Irrigon that
he was chased by another vehi­
cle from Umatilla.
-MCSO deputy cited and re­
leased Lee Tilander for DUII-Re-
fusal. The vehicle was impound­
ed.
-MCSO, Boardman Public
Works Dept, received a report of
a broken w ater m ain in
Boardman. The water was turned
o ff.
-MCSO deputies arrested
John Martinez Frutos, 55, for Pos­
session of a Controlled Substance
Sched. II, Distribution o f a Con­
trolled Substance Sched. II, Pos­
session o f Less than One Oz.
Marijuana, Failure to Obey Traf­
fic Control Device, and on a
Umatilla County warrant for Fail­
ure to Appear/Possession o f a
Controlled Substance Sched. II.
He was lodged at the Umatilla
County Jail with $70,000 bail.

Dept, received a report from a
caller in Boardman o f an 80-year-
old man experiencing numbness
in both arms and a sore throat.
The patient was transported to
Good Shepherd Medical Center
in Hermiston.
-MCSO received a report
from a caller in Irrigon o f dam­
age to the CSEPP tower at the
Columbia Middle School. The
damage was caused by a storm.
-MCSO received a report
from a caller in Junction City that
her ex-husband in Heppner was
calling her, yelling and threaten­
ing her. A deputy contact was re­
quested.
-MCSO received a report
from a caller in Irrigon that an
unknown person used the caller’s
name and address to open four
credit card accounts.
-MCSO, Heppner ambulance
received a request for an ambu­
lance in Heppner for an 87-year-
old female who was dizzy and had
clammy skin. The patient was
transported to Pioneer Memorial
Hospital in Heppner.
-MCSO received a report o f
puppy neglect in Irrigon.

Dept, and other agencies received
a report from a caller that a grain
tank was smoking at Western Al­
falfa in Boardman.
-MCSO, Boardman Police
Dept, received a report from a
caller in Irrigon o f an assault in
progress. A male subject hit a fe­
male subject and also hit her
mother. While the caller was on
the phone, the male subject left
the residence. The subject was
found at the Sentry M arket.
Jerome R. Shoberg, 22, was ar­
rested for Harassment and Crim­
inal Mischief III, with other charg­
es pending. He was lodged at the
Umatilla County Jail with $4,500
bail.
-MCSO received a relayed
report o f a male driver on 1-84
westbound who was smoking
marijuana.
-MCSO, Arlington Fire Dept
received a report that a fire on
Willow Creek along Highway 74
had rekindled again and was head­
ed under a bridge toward the
creek. lone Fire Dept, was paged
for mutual aid.
-MCSO received a report
from UCSO that Adan Mendoza
Mendoza, 32, was arrested on a
Morrow County Circuit Court
warrant for Possession of a Con­
trolled Substance and local charg­
es o f Rape I, Sex Abuse I. The
subject was lodged at the Umatilla
County Jail with $20,000 bail.

Dept, received a report from a
caller in Boardman that her son
took her van without permission.
The caller called back and report­
ed that her son and husband were
fighting in the front yard.

from a caller in Irrigon of a black
dog with a collar chasing kids on
bicycles.

for deputy contact from a caller
in Boardman regarding the call­
er’s son.
