The Council for the City of
Heppner, Oregon will conduct a
public hearing at 7:00 PM on
September 9, 2002, at Heppner
City Hall, 188 North West Wil­
low Street regarding violations of
City Ordinance No. 474, an Or­
dinance Abating Nuisance for
Accumulation o f Solid Waste
and Fire Hazards.

Request for Proposals
The City o f Heppner is re­
questing proposals from qualified
engineers for a design feasibility
study examining alternatives for
handling material pumped from
septic systems. Currently, the
City is receiving septic material
pumped from tanks and pumping
the material into anaerobic di­
gesters along with sewage sludge.
The current practice is a tempo­
rary solution which will be con­
tinued pending the outcome of
the feasibility study.
P roposals shall exam ine
three alternatives for handling
septic tank material (septage).
The alternatives will be evaluat­
ed for compatibility with the ex­
isting treatment system, capital
cost considerations, cost of op­
erating and maintaining the sys­
tem, and any other relevant fac­
tors not mentioned. The three al­
ternatives are:
1.
Constructing a facility
treat and condition the septage to
a state that will not adversely
impact the aerobic treatment pro­
cess and introduce the treated
septage into the wastew ater head-
works. The proposal shall include
cost for construction of the nec­
essary facilities as well as ongo­
ing costs for treatment, including

into the anaerobic digester. Pro­
posal shall examine the cost as­
sociated with constructing the
necessary facility, effect on op­
eration of the digester, the cost
of treatment and land application,
cost o f operation and mainte­
nance, and cost of disposal or
to
land application.
3. Constructing a facility for
directly treating the septage (at
the present municipal wastewa­
ter treatment facility as well as
for constructing an off site pri­
vately owned facility) and land
applying the treated material on
permitted fields. Proposal shall
examine the cost o f construction
}
of the necessary facility, costs for
operation and maintenance, ànd
costs and issues related to dispos­
al or land application.
All alternatives shall include
rough design drawings, process
flow charts, cost estimates for
capital construction, depreciation
(replacement cost over time), la­
bor, long term operation and
maintenance, and effect on treat­
ment plant equipment and capac­
ity as well as any environmental
costs and risks. The consultant
shall meet with city officials to
discuss treatment plant opera­
tions and probable effects as well
as with the local septic hauler to
understand his operations and
concerns. Based on the findings,
after examining all the alterna­
tives, the consultant shall recom­
mend a preferred alternative to
pursue. Concept design drawings
