Valley’s First Annual Pie Baking those interested should call
Contest will be held on Friday,
July 26, during Celebrate
H eppner’s History 2002.
Winners will be announced at 6
p.m. during the Community
Appreciation
Barbeque
sponsored by the Bank of Eastern
Oregon and the pies w ill then be
auctioned at 6:30 p.m. The
contest rules are as follows:
-All pies will become the
property of the Heppner Chamber
of Commerce.
-Pies need to be dropped
off between 8 a.m. and 10 a.m.
on Friday, July 26, at Sherrell
Insurance, 127 N. Main in
Heppner.
-Pies must be made from
scratch by the entrant.
-Entrant must provide a
list of the ingredients, but not
necessarily a recipe.
-Only one pie may be
entered per person.

The Heppner Garden
Club has received a special honor.
The scrapbook the local club
assembled and submitted to the
Oregon State Garden Club has
won second place in the state.
125 clubs throughout the state
entered scrapbooks.
The club also received
honorable mention for their
yearbook.
Brenda Sherrell at 676-5818 for
more information. Entrants are
encouraged to use a pie tin or
other dish that they do not expect
to be returned to them. A
selected panel ofjudges will judge
pies and the competition is open
to all different flavors and types
o f pies. This is an open
competition.
The first place winner
will receive a plaque and a $100
gift certificate to Chamber
merchants and will take
possession of the traveling trophy
for the year. The second place
winner will receive a $50 gift
certificate to Chamber merchants
and the third place winner will
receive a gift basket.
Darrell Raver, organizer,

Willow Creek Valley’s best pies.”
Sewer rates are going up
Heppner Garden Club
President Chuck Bailey said that
the scrapbook provides a story of
the group’s activities during the
year, how they raise money and
what the club does with the money
it has raised. Activities include
supplying the flower baskets on
Main Street, planting various
things in the city parks and
providing a scholarship to a local
high school graduate.
The sewer rates for Heppner
residents will increase by $3.10
per “R” factor beginning July 1,
2002. The rate increase was
necessary to provide for adequate
maintenance, repairs and
rehabilitation of the sewer system
according to Public Works
Director, Craig Canham. Last
year repairs to the wastewater
treatment facility depleted the
sewer maintenance and reserve
funds. The revenue to the system
New refrigerator for fairgrounds
needs to be adequate to address
the needs of the system, reported
Canham to the City Council at
their budget meeting June 10. The
Budget Committee on May 14 had
recommended the increase to
allow for proper maintenance and
improvements to the sewer
system. The rate increase will
raise the sewer rate from $18.00
per “R” factor to $21.10. An “R”
factor is the equivalent to the
usage of one detached single­
family residence.

The kitchen at the
Morrow County Fairgrounds has
a new resident. The Willow
Valley Service Club, assisted by
Lott’s Electric, donated a new
Crosley all-refrigerator unit to the
Morrow County Fair Board at it’s
July 1 meeting.

of the Fair Board. The WVSC
members who made the
presentation were: Treasurer
Margo Sherer of lone, Kelly
Boyer of Lexington and President
Carolyn Willey of Heppner. Kit
and Shirley George of Lott’s
Electric were unable to attend the
presentation.
Heppner graduate on
National Dean’s List
Joseph Bourrie, son of Christy
Virgil of Lexington and Wayne
Bourrie of Baker City, has been
selected as a member of the
National Dean’s List. The list
recognizes gifted students,
selected by their deans, by
printing their biographies in a
yearly publication, and offering
them $50,000 in scholarships.
Only Vi of 1% of the nation’s
college students receive this
award.
Bourrie is a sophomore
at Digipen, a computer game
programming college in the
Seattle area.

a report from Oregon State Po­
lice of an unknown medical prob­
lem at the 1-84 eastbound rest
area. A deputy was unable to lo­
cate anyone with medical prob­
lems.

Dept, received a report from a
caller who reported he interrupt­
ed an anhydrous ammonia theft
in progress. DEQ responded for
disposal.
-MCSO received a report
from Pendleton Bus Co. of a driv­
ing complaint against a vehicle.
-MCSO received a request
for a welfare check on a male
subject in Irrigon from a caller in
Irrigon who hadn’t heard from
him in two weeks.
-Irrigon Fire Dept, received
a report of an illegal burn in
Irrigon.
-Heppner Police Dept, re­
ceived a request for a funeral es­
cort in Heppner.
-MCSO, Oregon State Police
received a report from a caller in
Irrigon of a fight about to occur
involving three females and two
males.
-MCSO received information
on a missing female subject.
-MCSO received a request
from the Irrigon Learning Center
for a deputy to cite a student who
brought alcohol to school. A juve­
nile was cited for MIP-Alcohol,
Tobacco.
-MCSO, Irrigon Fire Dept.,
Irrigon Ambulance received a re­
port from a caller in Irrigon of a
camp trailer on fire at the resi­
dence behind the caller and no
one was home.
-MCSO, Boardman Police
Dept, officers cited John Steven
Akers, 58, for DUII (BAC re­
fused). The vehicle was impound­
ed.
-MCSO deputy cited Regan
Roxanne Hart, 38, for Maintain­
ing Dogs as a Public Nuisance and
Animal Neglect.
-MCSO received a report
from UCSO that Kevin Phillip
Clark, 40, was arrested on a Mor­
row County Circuit Court warrant
for Unauthorized Use of a Motor
Vehicle and Possession of a Con­
trolled Substance. He was lodged
at the Umatilla County Jail with
$20,000 bail.
-MCSO received a report
from Umatilla Police Dept, that
Cecilia Garcia-Ayala, 32, was ar­
rested on a Morrow County Cir­
cuit Court warrant for Failure to
Appear/Contempt of Court. She

being vandalized the previous

for a deputy from a caller in
Boardman regarding a vehicle
speeding through an area and
throwing gravel.
-MCSO received a 911 hang­
up call. There was no answer on
recontact: an officer was unable
to locate anything suspicious.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman that his son
had taken a vehicle and drove
away.
-Oregon State Police re­
ceived a request for information
regarding self-defense.
-MCSO received a hang-up
911 call from a residence in
Irrigon. It was determined there
was no emergency.
-MCSO received a report of
a suspicious male on Highway
730 who appeared to be wearing
a garbage sack and very dark
clothing. A deputy located a fe­
male subject and gave her a cour­
tesy ride to a residence in
Umatilla.
-MCSO, Boardman Police
Dept, received a request for of­
ficer contact in Boardman for an
out-of-control son who was ver­
bally arguing; the father was hold­
ing him down. It was determined
all was okay.
-MCSO received a report of
a theft of anhydrous ammonia in
progress at the Jordan Elevators
on Highway 74.
-MCSO received a report of
a possible DUII on Highway 730.
The report was unfounded; it was
a tired driver.

ing in Heppner.

Umatilla Police Dept, received a
report of a fight at a residence in
Irrigon. Officers were unable to
locate anyone.
March 19: MCSO received
a report from a caller in Irrigon
of two dogs barking excessively.
-MCSO received a report
from a caller in Irrigon of a large
number of a neighbor’s dogs at­
tacking his dog (an ongoing prob­
lem) and his dog was missing.
-MCSO received a report that
a welfare check subject was lo­
cated on Patterson Ferry.
-MCSO received a report
from a caller in Irrigon of hearing
four shots fired that sounded like
they were from a neighbor’s
house. It was determined all was
okay; it was a motor home back­
firing.
-MCSO received a report
from a caller of a pit bull on High­
way 730 running down the road
trying to get into vehicles.
-MCSO received a report that
Action Towing was impounding a
vehicle in Boardman.
-MCSO received a report
from Hermiston Police Dept, that
Michael Sean Tipton, 41, was ar­
rested on a warrant for Failure to
Appear/Theft II. He was lodged
at the Umatilla County Jail on that
and other agencies’ warrants with
$6,000 bail.

kids were breaking out windows
at the Heppner Elementary
School gym.

for a standby for a female sub­
ject trying to get her vehicle from
an address in Irrigon. The caller
was reminded she was not to re­
turn to the address and that a
standby could not be done.
-Heppner Police Dept, re­
ceived a hang-up 911 call from a
residence in Heppner. All was
okay; a number was misdialed.
-Boardman Police Dept, of­
ficers cited Kim Kathleen
Camine, 49, for Violation of the
Basic Rule, 54 mph in a 40 mph
zone.
-Boardman Police Dept, of­
ficer cited Hannah Marie Young,
18, for Violation of the Basic
Rule, 54 mph in a 40 mph zone.
-MCSO received a request
for a deputy contact regarding the
caller’s children being at their
grandparents’ home and the
grandparents refusing to let him
pick the children up.
-MCSO, Boardman Police
Dept, received a report from a
caller in Boardman who saw
someone on a garbage can who
then jumped over a fence. Offic­
ers were unable to locate anyone.
-MCSO, Irrigon Fire Dept.,
Irrigon Ambulance received a re­
port of a camp trailer fire at a lo­
cation in Irrigon. A manufactured
home was threatened.
-MCSO, Boardman Police
Dept, received a hang-up 911 call
from a residence in Boardman.
Officers advised all was okay.
-MCSO deputy arrested
David Jerome Doles, 38, on a
Umatilla County warrant for Fail­
ure to Appear/DUII. He was
lodged at the Umatilla County Jail
with $10,000 bail.

check.

Terri Lorraine Hunter, 45, on a
Washington County Circuit Court
warrant for Failure to Appear/
Possession of a Controlled Sub­
stance II, and a Clackamas Coun­
ty Circuit Court warrant for Fail­
ure to Appear/Possession of a
Controlled Substance II. She was
lodged at the Umatilla County Jail
with $25,000 bail.
-Boardman Police Dept, of­
ficer cited Jimmy Campbell for
Driving while License Suspend­
ed and Driving Uninsured.
-MCSO, Boardman Police
Dept., Boardman Ambulance re­
ceived a report of an electrical fire
at the Irrigon Post Office. It was
determined the fire was out.
-Heppner Police Dept, offic­
er cited Charles Patrick Morris
for Violation of the Basic Rule,
45 mph in a 25 mph zone.
-MCSO, ODOT received a
report of huge rocks on 1-84 west­
bound between Stanfield and
Boardman.
-MCSO deputy cited Shauna
Lea Holwegner for Failure to Stop
for School Bus Lights.
-MCSO deputy cited Jesus
Vazquez Magana for Violation of
the Basic Rule, 72 mph in a 55
mph zone. No Operator’s License
and Driving Uninsured.
-MCSO, Boardman ambu­
lance received a request for an
ambulance in Boardman for a 20-
year-old female having a seizure.
The patient was transported to
Good Shepherd Medical Center
in Hermiston.
