North Fork Butter Creek
Bridge (Vinson) #1189

The proposed North Fork But­
ter Creek Bridge Replacement
Project will replace the c.1926
N.F. Butter Creek Bridge, locat­
ed in Vinson, Oregon with a new
bridge. The proposed project
would replace the existing two-
lane structure with a wider struc­
ture on approximately the same
alignment on Oregon Route 74.
The project is intended to improve
the safety of the highway by re­
placing the structurally deficient
and functionally obsolete bridge.
The bridge is considered eligi­
ble for the National Register of
Historic Places by the State His­
toric P re se rv a tio n O ffice
(SHPO). Replacement of the his­
toric bridge would be considered
an “Adverse Effect” under Sec­
tion 106 o f the National Historic
Preservation Act o f 1966. To
minimize the adverse effect and
ensure that the design o f the new
bridge would be compatible with
the historic appearance of the
original bridge, the following draft
mitigation measures have been
developed:
I. Archival Recordation and
Documentation
The North Fork Butter Creek
Bridge #1189 shall be document­
ed by ODOT in its present condi­
tion, following the relevant por­
tions o f the Secretary o f the In­
terior's Standards and Guide­
lines fo r Documentation (48 FR
44728-37). The agency official
shall ensure that, unless otherwise
agreed to by the National Park
Service, all documentation is com­
pleted and accepted by Historic
American Engineering Record
(HAER) prior to the completion
o f the project. Copies of this doc­
umentation will be distributed to
local Oregon repositories, includ­
ing the Oregon Historical Society,
Portland, the Documents Depart­
ment, University o f Oregon Li-
brary, Eugene and the Umatilla
County Historical Museum.
2. Additional Inventory of
H istoric H ighw ay B rid ges
Within Umatilla County
A reconnaissance level survey
o f existing historic bridges on the
state highw ay system w ithin
Umatilla County will be undertak­
en in order to identify bridges that
may benefit from future historic
preservation efforts in conjunction
with ODOT bridge replacement
projects.
3. Compatible Design
The final design plans for the
new N.F. Butter Creek Bridge will
be carefully developed to reflect
the same level o f aesthetic treat­
ment as the historic bridge.
The public is invited to com ­
ment on the proposed measures
to offset the project impacts to the
historic N.F. Butter Creek Bridge.
A public meeting will be held on
June 28,2002,5-7 PM at the Com­
munity Center located at 285 Ce­
dar Place, Pilot Rock. For any
